09-27-1979 (City Council) Minutes Special Council Meeting September 27 , 1979 7 : 00 p.m. — Present were Mayor John Akin, Councilmen Rowland Kreymer, Pat Minihan and William Martin, City Manager Dan Dodson, City Secretary Sarah Connelly, City Attorney Ted Kent, Mr. Sparky Becken and Randy Strahan representing Wylie Ranch East. Absent were Councilmen Don Hughes and Mayor Pro-Tem Roy Hall . Mayor Akin called meeting to order at 7 : 00 p .m. Councilman Minihan gave invocation. There being no discussion on the Revenue Sharing from Citizens , Council- man Minihan made motion of acceptance . Seconded by Councilman Martin, all in favor. There being no discussion on the 1979-80 Budget from Citizens , Council- man Martin made motion of acceptance . Councilman Kreymer seconded, all in favor . Councilman Kreymer made motion passing resolution adopting 1979-80 Tax Roll . Councilman Martin seconded. All in favor. Councilman Minihan made motion to adopt Ordinance fixing Tax Rate and Levy for the year 1979-80 and Creating Interest and Sinking Fund. Councilman Kreymer seconded all in favor. Councilman Martin made motion adopting an Ordinance on a Revised Budget -- and appropriating Resources for the Budget year ending September 30 , 1979 . Councilman Kreymer made motion adopting an Ordinance on Budget and Appropriating Resources for the Budget Year Beginning October 1 , 1979 . Mr. Sparky Becken and Randy Strahan, representing Wylie Ranch East Commercial presented up-dated plans to the Council on the plat . Council- man Minihan relunctly made motion to accept preliminary and final plans of Wylie Ranch East Commercial . Councilman Kreymer seconded. Council- man Martin opposed. Mayor Akin Recommended that the Council not set precedent in other development . That each development be looked at on its own merits . Councilman Minihan made motion to adjourn into executive session at 7 : 30 p.m. Councilman Martin seconded. All in favor. EXECUTIVE SESSION Mayor Akin read Mr . Dodson' s resignation letter effective 10-26-79 to the Council. Councilman Martin made motion regretfully to accept Mr. Dodson' s resignation. . Councilman Kreymer seconded.
