October 9 , 1979
7 : 00 p.m.
Mayor John Akin, Mayor Pro-Tem Roy Hall , Councilman Pat Minihan,
William Martin, Rowland Kreymer, Don Hughes , City Manager Dan
Dodson, City Secretary Sarah Connelly, Citizens Mel Delaney, Don
Taylor, Don Kreymer, Mike McAlister, Chief Roy Randolph,and Mrs .
Randolph, City Attorney Ted Kent, Fire Chief Danny Clark, Bobby
King, Doris Smith, Dale Wolverton, Mrs . Brewer , and Mrs . Wanda
Ellis .
Mayor Akin called meeting to order at 7 : 00 p .m. Invocation was
given by Councilman Martin.
Councilman Minihan made motion to approve previous minutes and
bills for payment . Councilman Hall seconded. All in favor.
Bobby King representing the Wylie Lions Club presented Certificate
of Appreciation to Chief Randolph and the Wylie Police Department
for services extended during the Boat Races in the Jubilee Week.
Don Taylor, local builder, asked assistance on the vandelism that
is being done to property under construction.
Public Hearing on request for annexation of a tract of land out
of the Allen Atterbury Survey Abstract #23 and totaling 158 . 06
acres contiguous to the South City Limits of Wylie , Texas . There r„
will need to be another public hearing and passing of ordinance .
Public Hearing on an Ordinance prescribing Parental Responsibility
for the Conduct of Minor Children. Council recommended that this
item be published in paper so that public could be aware of this
proposed ordinance .
Consideration of an Ordinance amending Ordinance #74-15 to increase
the fee charged for Building Permits in the City of Wylie. Council-
man Minihan made motion to adopt Ordinance, Councilman Martin
seconded, all in favor.
Consideration of an Ordinance amending Ordinance #78-15 increasing
Garbage Collection and Disposal Rates . Councilman Minihan made
motion to publish in paper for public hearing , Councilman Hughes
seconded, all in favor .
Consideration of an Ordinance adopting the National Electrical
Code, 1978 Edition. Councilman Hughes made motion adopting
ordinance, seconded by Councilman Martin. Four voted in favor,
one abstained (Councilman Minihan) .
Consideration of a Resolution from the Wylie Park and Recreation
Board. Councilman Martin made motion to adopt Resolution, Council-
man Hughes seconded. All in favor.
Consideration of a Resolution of the Wylie City Council authorizin(g -
the Mayor to execute an Order calling an election . Mayor Pro-Tem
Hall made motion, Councilman Hughes seconded, all in favor .
• Resolution authorizing the Mayor to execute a Lease Agreement for
the Wylie Public Library. Councilman Minihan made motion, Council-
man Martin seconded all in favor.
Resolution authorizing the Mayor and for the City Manager to execute
documents for the application of "701" Funding . Mayor Pro-Tem
Hall made motion, Councilman Minihan seconded, all in favor .
Resolution of the Wylie City Council nominating a member or members
for the Appraisal District Board of Directors as prescribed by
Senate Bill 621 . Councilman Kreymer made motion, seconded by Mayor
Pro-Tem Hall , all in favor.
Resolution of the Wylie City Council requesting the NTMWD to change
its Fiscal Year to October 1 and to establish rates in a timely
manner with a new fiscal year . Councilman Minihan made motion,
Councilman Hughes seconded, all in favor.
Resolution of the Wylie City Council authorizing the Mayor to
execute a Pipe Line License for Construction of a Pipe Line on Rail,
way Property. Councilman Martin made motion, Mayor Pro -Tem Hall
seconded, all in favor.
Resolution of the Wylie City Council regarding Mutual Aid Fire
Assistance with the City of Plano . Councilman Martin made motion,
Councilman Hughes seconded, all in favor .
Discussion regarding Speed Bumps and a petition requesting same ,
Councilman Miniham made motion to check with Mr . Whitt, on finish-
ing out Pirate Drive . Councilman Martin seconded, all in favor .
Resolution approving the Relocation of a Sewer Main and Easement .
Councilman Hughes made motion to have Engineers approve NTMWD Plans
on relocating sewer. Councilman Minihan seconded. All in favor .
Councilman Martin made motion to adjourn into executive session
at 9 : 20 p .m. Councilman Minihan seconded, all in favor .
