12-11-1979 (City Council) Minutes REGULAR COUNCIL MEETING
DECEMBER 11, 1979
7 : 00 p.m.
Present were Mayor John Akin, Councilmen Don Hughes , Rowland
Kreymer, Pat Minihan, William Martin, Mayor Pro-Tem Roy Hall ,
City Manager Ted Kent , City Secretary Sarah Connelly, City
Attorney Ted Kent, Chief-of-Police Roy Randolph, Frank Rasor,
Roger Meier, Mike Puckett , Mel Delaney, Glenn Morrow.
Mayor Akin called meeting to order and gave invocation.
Councilman Minihan made motion to approve bills and previous
minutes , seconded by Councilman Kreymer . All in favor.
Mike Puckett made request for variance for Full Gospel Church.
Councilman Hughes made motion to issue variance, seconded by
Councilman Kreymer. All in favor.
Glenn Morrow made request to Council that the Electrical Board
be regrouped and meet with City Manager to elect new chairman.
Councilman Minihan made motion to adopt Resolutions honoring
Wylie Pirate Football Team, Wylie Band and the Wylie Girls
Volleyball Team. Councilman Martin seconded, all in favor .
Councilman Martin made motion to adopt Ordinance amending
Animal Ordinance # 75-1 prohibiting dogs from running at large .
Councilman Hughes seconded. Councilmen Minihan, Hughes and
Martin voted for approval . Councilmen Kreymer and Hall abstained .
Mel Delaney appeared before Council for Final Zoning on 158 acre
tract which was zoned R-1300-M by motion made by Mayor Pro-Tem
Hall , seconded by Councilman Hughes , all in favor.
Councilman Minihan made motion on Engineering Agreement for
Master Plan (701 Program) contingent on (1) receiving contract
and fund contra t from State of Texas , (2) that City Manager
review budget allowance for City. Councilman Hall seconded,
all in favor. :ouncil authorized Hogan & Rasor to go ahead with
advertising by motion made by Mayor Pro-Tem Hall and seconded
by Councilman Minihan. All in favor . The bid opening to be
held on January 24 , 1980 with Mayor, City Manager and Engineers .

Departmental reports were presented to Council . The Council
approved the training of five firemen and that they be reimbur-
sed for this training at $25 . 00 each on motion by Councilman
Kreymer, seconded by Councilman Hughes , all in favor.
Councilman Martin made motion to adjourn into executive session,
Councilman Hughes seconded, all in favor.
