02-26-1980 (City Council) Minutes SPECIAL COUNCIL MEETING February 26 , 1980 7 : 00 p.m. Attending were Mayor John Akin, Councilmen Don Hughes , Rowland Kreymer , Pat Minihan, William Martin, City Manager Tony Franzen, City Secretary Sarah Connelly, Acting City Attorney Buddy Masters , Frank Rasor and Dennis Masters of Hogan $ Rasor, Inc. , George Gunner, Gary Duncan, and Bob Roeder of Cablevision, Frank Medanich of First Southwest . Mayor Pro-Tem Roy Hall was absent . Invocation was given by Councilman Martin. Ordinance authorizing issuance of $400 , 000 water improvement bonds . Mr. Medanich recommended going with full amount . Councilman Minihan made motion, seconded by Councilman Kreymer, all in favor. Crookham E Vessels were awarded the bid for waterline improvements for a bid of $98 , 946 . 42 . Councilman Martin made motion, seconded by Council- 1 man Hughes , all in favor . Hydrostorage , Inc . was awarded by the bid for the overhead tower for a bid of $ 258 , 190 . Councilman Hughes made motion, Councilman Minihan seconded, all in favor . Cablevision Inc . came before council with request that °Council adopt a new ordinance giving more specific details in the ordinance . Council- man Kreymer made motion, seconded by Councilman Martin, all in favor . Councilman Martin made motion to adopt resolution #79-80-2- 26 granting Cablevision, Inc . the Franchise to operate within corporate limits of the City of Wylie . Seconded by Councilman Hughes , all in favor . John W. Akin, ayor ic . . 7 7_ Sarah Connelly, City Secretary MINUTES PERTAINING TO ORDINANCE AUTHORIZING THE ISSUANCE OF $400, 000 "CITY OF WYLIE, TEXAS, WATERWORKS AND SEWER SYSTEM REVENUE BONDS , SERIES 1980" , DATED MARCH 1 , 1980 THE STATE OF TEXAS § COUNTY OF COLLIN CITY OF WYLIE § ON THIS, the 26th. day of February, 1980 , the City Council of the City of Wylie, Texas , convened in regularsession at the regular meeting place thereof in the City Hall, the meeting being open to the public and notice of said meeting having been given as prescribed by Article 6252-17 , Section 3A, V .A.T.C . S. , with the following members being present and in attendance, to wit : JOHN W. AKIN MAYOR WILLIAM MARTIN ) PATRICK MINIHAN ) ) ALDERMEN JAMES HUGHES ) ROWLAND KREYMER ) and with the following absent : Mayor Pro Tem Roy Hall constituting a quorum; and among other business considered at said meeting, an ordinance was submitted to the City Council for passage and adoption, such ordinance being entitled as follows : "AN ORDINANCE by the City Council of the City of Wylie, Texas , authorizing the issuance of $400,000 'CITY OF WYLIE, TEXAS, WATERWORKS AND SEWER SYSTEM REVENUE BONDS, SERIES 1980", dated March 1, 1980, for constructing improvements and extensions to the City' s Waterworks System, as authorized by the General Laws of the State of Texas, particularly Article 1111 et seq. , V,A.T.C . S , , prescribing the form of the bonds and the form of the interest coupons; pledging the net revenues of the City' s Waterworks and Sanitary Sewer System to the payment of the principal of and interest on said bonds; enacting provisions incident and related to the subject and purpose of this ordinance; and declaring an emergency. " The ordinance was read in full . Thereupon, Alderman Minihan made a motion that the same be passed and adopted finally as an emergency measure for the reasons set forth in Section 33 thereof, The motion was seconded by Alderman Kreymer and carried by the following vote: AXES: Aldermen Martin, Minihan, . Hughes and Kreymer. NOES : None. The Presiding Officer then announced that the ordinance had been finally nassed and adcrnted_
