03-11-1980 (City Council) Minutes 1 REGULAR CITY COUNCIL MARCH 11, 1980 1,11.41 7:00 p.m. Present were Mayor John Akin, Mayor Pro-Tem Roy Hall, Councilmen Don Hughes, Rowland Kreymer, Pat Minihan, William Martin, City Manager Tony Franzen, City Secretary Sarah Connelly, City Attorney Ted Kent, Roger Meier, Mike Rawlings, John Housewright of Fire Department, numerous citizens from Holiday Terrace III Addition. Invocation was given by Councilman Minihan. Councilman Minihan made motion to approve previous minutes and monthly bills Councilman Martin seconded, all in favor. Mayor Pro-Tem Hall made motion to amend Ordinance #78-18 "An Ordinance Regulating The Use of Park $ Recreation Board for the City of Wylie." Councilman Kreymer second- ed. All in favor. Mayor Pro-Tem Hall made motion to amend Ordinance #71-11 "Subdivision Ordinance." Seconded by Councilman Hughes, all in favor. Report from City Manager concerning Wylie Police Department Councilman Martin made motion that this item be held until executive session. Seconded by Councilman Hughes, all in favor. Councilman Martin made motion for City to join with other cities in opposition of the ,- General Telephone rate case, Mayor Pro-Tem Hall seconded, all in favor. Citizens from Holiday Terrace III Addition presented their verbal complaints to the Council in regards to apartment complex being constructed at Kirby and Birmingham on property that is zoned Multi-family. After lengthly discussion among Council, citizens and builders, Councilman Kreymer made motion that no further building permits be issued on apartments at Kirby and Birmingham until further study is made of ordinances. Seconded by Councilman Hughes all in favor. Raymond Cooper to discuss setbacks in light industrial zoned district. Mr. Cooper was not present. Councilman Minihan made motion that Mr. Cooper be advised that this re- quest be taken to Planning & Zoning then to Council as city ordinances require. Councilman Minihan made motion authorizing City Manager and Mayor to go ahead with process of fixing up the Fire Station. Seconded by Councilman Kreymer, all in favor.
