04-08-1980 (City Council) Minutes 4)0k, REGULAR COUNCIL MEETING ma, APRIL 8 , 1980 7 : 00 P.M. Present were Mayor John Akin, Mayor Pro-Tem Roy Hall , Councilmen Don Hughes , Rowland Kreymer, Pat Minihan, William Martin, City Manager Tony Franzen, City Secretary Sarah Connelly, City Attorney Ted Kent, Assistant City Attorney Albert Masters , Councilman-Elect Harold Eavenson, and numerous citizens of the area. Meeting was called to order by Mayor Akin at 7 : 00 p.m. Invocation was given by Councilman Pat Minihan. Canvessing of Election Results was conducted by Mayor Akin as follows : Mayor- John W. Akin 239 votes Thomas Maynard 47 votes Roy Randolph 12 votes Billy Mills 3 votes John Pendergrass 1 vote Don Hughes 1 vote Judy Mathias 1 vote H. R. Graft 1 vote mew Joe Still 1 vote Rita Smith 1 vote Councilmen- William Martin 178 votes Harold Eavenson 168 votes Geline Dodd 154 votes Glenn Morrow 117 votes Jeanne Kreymer 38 votes Bill Tarvin 21 votes Thomas Maynard 2 votes Mayor Pro-Tem Hall made motion to accept Election results , Council- man Hughes seconded, all in favor . Councilman Martin made motion to accept previous minutes and monthly bills as submitted on list . Mayor Pro-Tem Hall seconded, all in favor . City Manager Franzen presented additional bills to Council without recommendation for payment . These bills were dated 3/13 - 3/15 - 3/17 - 3/21 - 3/25 - and 3/31 for repair on fire and police vehicles , bills were submitted by R. D. Harrah, purchase orders were requested by Councilman Kreymer. There is no question due to need of work, but on request for work and billing name . This amount of $1 , 235 . 89 is above and beyond budget on items . Council- man Minihan made motion to table for further study by city attorney. Councilman Hughes seconded, all in favor . City Attorney Kent administered oath of office to Mayor Akin and Councilmen Martin and Eavenson. Councilman Eavenson replaced Council- man Minihan. (continued) Minutes Page 2 Mr . Don Young, representing Municipal Consulting Corporation, informed the Council on training course for councilpersons that would be held in Rowlett . There will be a fee of $75 . 00 per person with text furnished. Councilman Martin made motion that the City participate in this training course. Mayor Pro-Tem Hall seconded, all in favor. City Manager Franzen presented C M H proposal on Grantmanship contract . Council recommended that Ms . Amos be contacted for next councilmeeting and explain to council the service C M H could provide . City Manager Franzen presented information t Council on lease purchase of garbage truck and sewer cleaning equipment . Council requested that the companies be contacted for demonstration of equipment before next councilmeeting and that price list be available for next meeting . Letter from Hogan & Rasor Inc . was presented to Council with recom- mendation that Crookhan & Vessels , Inc . be paid for portion that has been completed in the amount of $67 , 502 . 64. Mayor Pro-Tem Hall made motion for payment, Councilman Martin seconded provided that it had been inspected properly. All in favor. Mayor Akin informed the public in attendance of the application that had been received by the Texas Alcholic Beverage Commission for private club permit requested by Zorbo ' s Pizza & Etc. Mayor Akin stated that the City had no controll over the issuance of the ~-- permit, but that petitions with 683 signatures were taken to the Commission on '-8-80 , and that a hearing would be held in Austin. Donald Kreymer made request of Council that Public Works Department blade dedicated street - Keefer Street - so that he could have some white rock hauled in to make an all weather road. Mayor Akin appointed Councilman Eavenson to review the applications submitted for the position of Chief-of-Police, Councilman Eavenson is to make recommendation to Council of top three applicants for interview.
