08-12-1980 (City Council) Minutes t_1 REGULAR COUNCIL MEETING AUGUST 12, 1980 7:00 P.M. Attending were Mayor John Akin, Mayor Pro Tem Roy Hall , Councilmen Don Hughes, Rowland Kreymer, Harold Eavenson and William Martin, City Manager Lee Vickers, City Secretary Sarah Connelly, Chief of Police Royce Abbott, City Judge Richard Johnson, Fire Chief John Housewright, Ms. Carol Tice, Ted Kent, Denny Lynes, Don Kreymer, and Kenneth Lawrence. Mayor Akin called meeting to order at 7:00 p.m. Invocation was given by Councilman Martin. Approval of Previous Minutes and Accounts Payable. Councilman Martin made motion to approve. Mayor Pro Tem Hall seconded, all in favor. Presentation of Security System. Denny Lynes had two security system companies present their product to the Council . They were Dennis Bryant of Sentinel Control Systems and Wayne Spence of Protector Systems. Both systems featured silent alarms to be monitored from Police Station. Traffic Advisory Committee. Council made request to have Speed Zone Ordinance ammended to cover 15 MPH on Birmingham Street and Kirby Street near elementary school . To have crosswalks painted at Kirby and Bir- mingham and across Ballard at Stone. Consideration to additional cross- ing guards will be given at later date. Authorize appointment of Municipal Court Clerk. Mayor Pro Tem Hall made motion, seconded by Councilman Eavenson, all in favor. Ms. Melinda McCaghren transferred to the Police Department for this new position of Court Clerk and Records Clerk for the Police Department. Consider Engineering Services Contract for Park Improvements. Mayor Pro Tem Hall made motion to adopt Resolution 79-80-8-2. Councilman Martin seconded, all in favor. Consider approval of Tax Appraisal Contract with Central Appraisal District of Collin County. Councilman Eavenson made motion to enter in- to contract with Appraisal District for the 1981 tax year. Council- man Kreymer seconded, all in favor. Consider resolution to adopt Municipal Court Fines. Council man Kreymer made mation to adopt Resolution 79-80-8-3. Mayor Pro Tem Hall seconded, all in favor. Appoint or reappoint Park & Recreation Board Members. Councilman Hughes made motion to reappoint Board members. Mayor Pro Tem Hall seconded, all in favor.
