09-23-1980 (City Council) Minutes SPECIAL CITY COUNCIL MEETING SEPTEMBER 23, 1980 7:00 P. M. Those in attendance were: Mayor John W. Akin, Mayor Pro-Tem Hall , City Councilmembers Don Hughes, Rowland Kreymer, and William Martin. Also present were City Manager Lee S. Vickers, Donna Christopher, Ted Kent, Del Wilson, Royce Abbott, W.A. Allen, Joe George, and Mr. Bill Lohrke. Harold E. Eavenson was not in attendance. The invocation was given by Mayor John W. Akin. Mayor Akin advised the City Councilmen and City Manager that the resolution authorizing transfer by deed of land as per contract for deed 4.544 acres to Dr. T. M. Trimble, Jr. and wife, dated May 23, 1979, would be heard first. Mayor Akin at this time asked Mr. Ted Kent to inform the Council on this resolution. Mr. Kent advised that when this property was bought the City bought 42.609 acres for $106,000.000 and in turn would sell back 4.544 acres to Mr. T. M. Trimble, Jr. and wife. In order for the City to do so, a resolution would have to be adopted before the Title Co. would be able to handle the sale of this property. Discussion of this resolution was held and Councilman Martin moved, with a second by Councilman Hughes to adopt the resolution. Motion carried unanimously. Consider request for Additional Water Service connection on Old Sachse Highway for East Fork Water Supply Corporation was next. W.A. Allen, who is Chairman of the Board of Directors, was asked to explain this request. At this time, Mr. Allen turned the floor over to Mr. Joe George and Mr. Bill Lohrke. They explained how East Fork Water Department does not have enough water to keep their new ele- vated tank full . A lengthy discussion between Councilmembers and Mr. Bill Lohrke over the request was held. At the end of the dis- cussion, Mr. Bill Lohrke, Joe George, and W.A. Allen advised the Councilmembers, Mayor and City Manager, that they would send a letter of agreement with the City to adhere to certain stipulations set by the Councilmembers. Councilman Martin moved, with a second by Councilman Kreymer to accept the request for additional water ser- vice connection for East Fork Water Supply. Consider preliminary report of Council Budget Committee was dis- cussed by the Councilmembers. At this time the Councilmembers were informed of Michael Beesingers death due to a motorcycle accident on Monday Night, September 22, 1980. The family requested as many of the City Officials as possible to attend the funeral . Mayor Akin, requested flowers be sent to the funeral on behalf of the City. Discuss public hearings at 7:00 p.m. on September 30, 1980, (In accordance with Article 7244c, V.A.T.S. ) . A discussion was made and City Manager Lee Vickers was advised to do so according to the Article 7244c. Mayor Pro-Tem Hall moved, with a second by Council- man Hughes, and motion carried unanimously. Page 2 " `"" Discuss joint meeting with Planning and Zoning Commission on Septem- ber 25, 1980. A discussion was made between Councilmembers and they agreed to meet with the Planning and Zoning Committee on the 25th at 7:00 p.m. Motion carried unanimously. Consider Policy regulating installation of new street lights in established areas of the City. City Manager Lee Vickers advised the Council that they were unable to find any policy on street lights. The City Manager advised the Council that there were 3 or 4 locations that needed street lights and the T.P.& L. Company should furnish with no expense to the City, except for electric energy cost. It was recommended to go ahead with the street lights and all were in favor. Discuss policy related to continued vandalism of water sale coin meter. The City Manager and Mr. W.A. Allen, Water Superintendant for Wylie, told the Councilmembers of how people were using bent coins in order to recieve more water for free. In doing so they have damaged a $100.00 plus meter that was purchased six (6) weeks ago. Mayor Akin and Councilmembers advised to publish notice in paper about the repeated vandalism and how the box would be re- moved if this continued. Mr. Allen advised that with additional wiring this could be moved into the dispatchers office and con- trolled from there. Mayor Akin and Councilmembers advised to check this and if possible, to do so. City Manager Lee S. Vickers advised the Mayor and Councilmembers of the two (2) bids received on the Police Car Package. The City Manager and Police Chief, Royce Abbott, advised the Mayor and Coun- cilmembers that they recommended acceptance of the bid for a 1980 Chevy Impala for $8,133. 17 from Doran Chevrolet.
