10-07-1980 (City Council) Minutes *) yam} + CITY COUNCIL MEETING OCTOBER 7, 1980 7:00 P.M. Invocation was given by Mayor John W. Akin. Those in attendance were: Mayor John W. Akin, Mayor Pro-Tem Roy Hall , Councilmen, Don Hughes, Rowland Kreymer, Harold Eavenson, William Martin, City Manager Lee S. Vickers, Donna Christopher and Chief of Polic Royce Abbott. Visitors present were: Robert Squires , Del Wilson, Jeff Moore, Mike Rawlings, Don Kreymer, Mr. and Mrs. J.D. Richie, and Roger Myers. Approval of previous minutes and accounts payable from the September 30, 1980, public hearing on proposed Tax Increase. After briefly looking over the minutes Mayor Pro-Tem Hall moved, with a second by Councilman Kreymer. All were in favor. Mayor Akin opened the public hearing on proposed budget, the public hearing on General Revenue Sharing proposed budget, adoption of 1980 City Tax Ordinance, and adoption of 1980-81 Budget Appropriation Ordinance were all four discussed together by the City Manager, Mayor and City Councilmembers. A brief review was given by the City Manager over all four catagories and the City Manager then asked the visitors if they had any question about the proposed tax increase. Mr. and Mrs. J.D. Richie at this time, advised the Council that they thought they were a fair Council Group, but she felt mistreated in more ways than one. She felt that we needed to tax the people outside the --* City Limits which are at this time using City Water. The City Manager and the Mayor assured the Richie' s that there was no way we could tax these people until the City population reached over 5,000 to where they could pos- sibly annex these people into the City Limits. The Mayor and City Manager, invited Mr. and Mrs. Richie to come in anytime and they would sit down and discuss any problem they might have. At this time, the City Manager asked if anyone else had any questions and Mr. Del Wilson asked if the City of Wylie has found a prosecutor for our Municipal Court as discussed in an earlier meeting? The City Manager advised Mr. Wilson, that yes, we had. Mayor Pro-Tem Hall moved to accept all four catagories, with a second by Councilman Kreymer, and all were in favor. Consider amendments to subdivision regulation was presented by the City Manager to the Councilmembers and Mayor. The City Manager did advise the Council that everyone of the changes that was discussed by Mr. Frank Rasor were in the amendments and it showed that residential streets would have a width of 27 feet instead of 33 feet. After a brief discussion Mayor Pro-Tem moved with a second by Councilman Martin and all were in favor. Policy regulating fire department responses to Major Collisions was briefly discussed by the City Manager and Councilmembers and he advised them that this would be held over until next week' s Agenda. Discuss need for water manin throught Wylie Community Park. The City Manager referred to the Water Systme Map of the Master Plan and advised they would "'", need an appropriate route to bring in a 12 inch water line to be connected to an 8 inch line. the proposed 12 inch water main through the Park will eventually link the water treatment plant to the new elevated water tank. Page 2 The City Manager advised the Councilmembers and Mayor that he would put together a cost estimate and get back with them on it. He also advised the Council about the Parks Board Meeting on October 21 , 1980. Mike Rawlings of the Wylie Fire Department reporting for John Housewright and Larry Allen, came before the Council with their monthly report. They had a total of 17 runs of which 5 were in the City and 12 in the County. He advised the Councilmembers, Mayor and City Manager of the fire at the Agriculture Barn at the High School which had been started by some of the Agriculture Boys in two 55 gallon barrells and that there was no adult supervision. The Council agreed to have the City Manager send a letter advising the Superintendent of the illegal burning of trash at the Wylie I.S.D. and that there was no adult supervision.
