10-14-1980 (City Council) Minutes CITY COUNCIL MEETING
OCTOBER 14, 1980 .,.
7:00 P.M.
Invocation was given by Councilman William Martin.
Those in attendance were: Mayor John W. Akin, Mayor Pro-Tem Roy Hall ,
Councilmen Don Hughes , Rowland Kreymer, Harold Eavenson, William Martin,
City Manager Lee S. Vickers, Donna Christopher, Chief of Police Royce
Abbott, Fire Chief John Housewright and Roger Myers. Visitors were:
Del Wilson, John Nelson, Paul White, Dennis Kauffman, Don Kreymer, Don
Whitt, Marsha Eavenson, Pat Murphy, Don Murphy, Peter Mongognia, Wayne
Dickeson, and Harold Posey.
Mayor Akin at this time read a Proclamation from the Office of the Mayor
honoring Joe and Pat Murphy. The Mayor hereby proclaimed that October
24, 1980, would be JOE AND PAT MURPHY DAY. The Mayor, at this time, turned
the floor over to Councilman Harold Eavenson. Councilman Eavenson pre-
sented Joe and Pat Murphy with Plaques from the Mayor, Councilmembers and
City Manager, honoring them for their great services to the City of Wylie.
Joe Murphy wanted the Mayor, Councilmembers and City Manager to understand
how great this was for the City Officials to honor he and his wife this way.
That they both had made career' s as Public Servants and that they were not
wealth people, but since they had moved to Wylie they had been made a weal -
thy family. They both felt that they had gained alot here in Wylie, but
they had also lost alot here, and that it was time to move on to something .•..
bigger and better. Pat Murphy also thanked the Council .
Approval of previous minutes and bills. After a brief discussion Council-
man Martin moved, with a second by Mayor Pro-Tem Hall . All were in favor
of approving minutes and bills.
Consider policy regulating fire department responses to major collision
reports. The City Manager briefly told the Councilmembers and Mayor of
the Memo presented to each one of the firemen. Everyone of the firemen
are in complete agreement of memo. The fire department presonnell have
decided to remodel the Chevy Fire Truck and convert it into a Rescue Vehicle
with approval of Councilmembers. If this is done it would not rob the City
of our first line Fire Truck. Mayor Akin was very appreciative of the Fire
Department and Ambulance Service and he is glad to see them all working
together. Motion was made to accept the policy by Councilman Hughes, with
a second by Councilman Martin and all were in favor. Then a motion was
made to make interim remodeling on the Chevy Fire Truck by Mayor Pro-Tem
Hall , seconded by William Martin and all were in favor.
Discuss need for 12 inch water main at Wylie Community Park. The City
Manager gave a lenght report to Mayor and Councilmembers on the need for
this 12 inch Water Main. He asked for approval from the City to go before
the Texas Parks and Wildlife Board and ask them for funds to put in a 6
inch Water Main with the Cost for materials around $12,000. If he can
persuade them to advance us the funds then the city could place an 8 inch amok
water main in and absorb the cost of material for 8 inch instead of 6 inch
which would run approximately $4,000 more. After a brief discussion the
Mayor advised that this would hinge on their trip this Thursday to Austin.
The Councilmen advised the City Manager to try to do it. City Manager ad-
vised the Councilmembers he would keep them advised in his weekly newsletter.

Consider appointment of independent Auditor. There were four independent
Auditors to chose from : (1) Wilber D. Bradford, (2) Doll & Williams,
(3) Kissinger and Williams, and (4) S.D. Vaugh. After a brief discussion
between the City Manager and Councilmembers, the Councilmembers decided
that the City Manager has had previous past experience with choosing an
Audit firm and left the decision to him.
Work Session. The Council requested the Manager to study several options
and report various costs to council . ( Gary L. Roddy )
Personnel matters. The Manager reported the recent collision between two
City Employees and the resulting injuries to the employees and damage to
their personal vehciles. Council was disappointed at much loss of pro-
duction, but was relieved the injuries were not fatal . A suggestion was
made to place the employees on six months probation.
At this time the Mayor recognized the people in the audience and asked
if anyone had anything to say. Mr. Paul White of First Street here in
Wylie complained about the alley that runs behind Ballard and First Street.
He complained that he has tried for 2 years to get the alley opened and
that there is an alley easement. He also complained about using City
Employee's and City Equipment to clean up tow of the realtors houses on
South Ballard. The Mayor and Council advised Mr. White that they would
see what they could get done. The Manager asked for and recieved con-
firmation from Council of the Policy for picking up brush.
Mr. John Nelson who owns the Lavon Terrace Apartments off Ballard then
came forward to compalin about the Security Deposit the City Manager re-
-- quested from him. He felt that since none of the other businesses were
charged such a steep rate, then his business should not be charged. The
City Manager advised Mr. Nelson that after researchin our rates he did call
his , Mr. Nelson' s, father back to let them know that it would not be re-
quired. Mr. Nelson thanked the council and left.
There being no further business, the meeting was then adjourned.
