CITY COUNCIL MEETING MINUTES
November 11 , 1980 ....
7:00 P.M.
Invocation was given by Mayor Akin.
Those in attendance were: Mayor John Akin , Mayor Pro Tem Roy Hall , Council-
men Don Hughes, Rowland Kreymer, Harold Eavenson, City Manager Lee S. Vickers ,
Donna Christopher, Dr. Joe Fulgham and Royce Abbott. Visitors present were:
Ted Kent, Robert Squires , Del Wilson, Larry Hampton, Mr. Hershell Linley and
Mr. Delbert Hurst with Schrickel , Rollins and Associated and Mr. James L.
Brittain and Gene Newman with Weir-Birttain and Associates.
Approval of minutes and accounts payable. After a brief discussion of the
bills Mayor Pro Tem Hall moved with a second by Councilman Eavenson. All
were in favor.
Approve plans for improvements to Wylie Community Park. Mr. Hershell Linley
and Mr. Delbert Hurst of Schrickel , Rollins and Associated presented the plans
for discussion of the Wylie Community Park. Mr Linley explained the outline
of the imporvements before the City Council and Dr. Joe Fulgham of the Plan-
ning and Zoning Commission. Mr. Linley also outlined work to be done by con-
tract and by City forces. After a lengthy discussion Councilman Hughes moved
with a second by Eavenson to approve the plans. All were in favor.
Approve preliminary and final plat for Lake Ranch Subdivision. Mr James �*
Brittain and Gene Newman representing Weir-Brittain and Associated provided
the City Council a copy of the final plat of the Lake Ranch Estates. After
a brief presentation and discussion Mayor akin asked the City Manager if this
would be in violation of our City Ordinance #80-03. The City Manager advised
that it would not be in violation. Mayor Pro Tem Hall moved with a second by
Councilman Hughes to approve the preliminary and final plat for Lake Ranch
Subdivision. All were in favor.
Authorize invitation of bids to install one-course seal coat on Martinez Lane
and Landfill Road. The Councilmen decided that since the white rock has al-
ready been placed on Martinez Lane and Landfill Road it was time to accept
bids. Councilman Hughes moved with a second by Councilman Eavenson. All
were in favor.
Authorize City forces to install 8 inch water main in alley south of Stone
and east of Thomas Street and in Thomas Street south to Wylie Community Park
(approximately 850 line or feet) . Mayor pro tem Hall made the motion to in-
stall 8 inch water main to the Wylie Community Park with a second by Council-
man Eavenson and all were in favor.
Consider request by General Telephone Company for renewal of Telephone Fran-
chise. The City Manager reviewed the request from Mrs. Jo Anne Reed, div-
ision manager, General Telephone Company, with the City Councilmembers. He
advised the Councilmen and Mayor that the City should go for a fifteen year
Franchised with a 4% gross receipts tax payment to the City. Councilman "'"""
Kreymer moved with a second by Councilman Eavenson to adopt the order. The
vote was unanimous.
At this time the City Manager called attention to Mr. Larry Hampton who was
seated in the audience. The City Manager briefed the Mayor and Councilmembers

on Mr. Hampton's problem which was previously considered by the Planning and
Zoning Commission. Mr. Vickers recommended the City Council to approve a
one year Special Use Permit which is to be reviewed every year. It was agreed
by all Councilmembers to go ahead with a temporary permit which is to be re-
viewed each year with a Special Clause added to it pertaining to this special
situation.
Departmental Reports. After looking over the Police Report Councilman Eaven-
son made a motion to double the fine on a repeat offense and then to go for
the maximum amount of $200.00 for the same offense if committed a third time
by the same person. He then advised the Council that they should talk with
Richard Johnson again. All were in favor. Mayor pro tem Hall asked Police
Chief Abbott if he had a chance to look at a 4 channel radio with antenna
and crystals that David Smith our new officer has to sell . Chief Abbott then
advised the Council that he had looked at it and that it was a very good radio
and that it would be a good buy at $300.00. Mayor Pro Tem Hall moved with a
second by Councilman Eavenson and all were in favor. City Manager also ad-
vised that with the winter weather coming up would it be alright to purchase
a new door for the front of the Police Department. Everyone was in favor of
of this motion.
Mayor Akin asked if there was anyone here tonight ro represent the Fire De-
partment? City Manager advised that no one was here at that time Councilman
Eavenson moved to adjourn into work session with a second by Mayor Pro Tem
Hall . All were in favor.
