02-10-1981 (City Council) Minutes 1r CITY COUNCIL MEETING MINUTES w„% February 10, 1981 7:00 P.M. Invocation was given by William Martin. Those in attendance were Mayor John Akin, Mayor Pro Tem Roy Hall , Councilmen Rowland Kreymer, Don Hughes, and William Martin, City Manager Lee Vickers, City Secretary Gail Wallace and the following visitors: W. A. Allen, Royce Abbott, Ted Kent and Retha Tibbals. The minutes of the last meeting and the accounts payable were approved by motion from Roy Hall , seconded by William Martin, all in favor. Mayor expressed his appreciation to the outgoing Library Board members Rita Smith, Retha Tibbals and Barbara LeCocq. In recognition for their service, Mayor Akin presented a plaque to Retha Tibbals, who was the only member present. Old business discussed was the request by CBA Enterprises , Inc. to use Jackson Street from Brown to Highway 78 as a truck delivery route. Mayor Akin denied their request. a.,, The next item of discussion was the award of bid for the purchase of pipe and appurtenances for the Wylie Community Park Project and relocation of utilities on Kirby. The low bid went to Rohan Co. for $33,278.37. The next low bid was submitted by TransTex at $34,446.06. The Council approved the Rohan bid with a motion by Roy Hall , seconded by Don Hughes, all in favor. The work on Kirby Street will include increasing the size of the water main. The County will reimburse the City for cost of material used to relocate the water and sewer mains. The Water Department will absorb the cost of labor and equipment for the improvements. The Community Park project will include running a water main through the park, running a line from Scottie Austin' s down Thomas Street to the park, for sewer service and running four rows of 43" culvert pipe into the park. The money for these improvements will come from the Park Improvement Fund and from a federal grant. To relocate the water main will cost $11 ,594.26 and the sewer will cost $6,740. Hydro Conduit was low bid for the concrete pipe for the park at $1 ,838.76 with G-H bidding at $1 ,839.00. Triple AAA supplied the only bid for bedding with $9.50/cubic yard for sharp sand and $18.50/ cubic yard for pea gravel . Po* i � The bids received for the new police car were the next item of discussion. Carter Chevrolet was low bid at $7,601 .99 with Newman Chevrolet bidding next at $7,711 .99 and Myers Courtesy Ford bidding $8,155.62. The Council approved the low bid of Carter Chevrolet with a motion by Rowland Kreymer, seconded by Roy Hall , all in favor, to purchase out of General Revenue Sharing funds. City Manager Vickers asked the Council for authorization to invite bids for construction of a chain link fence around the old elevated water tank and around the new elevated water tank. After a brief discussion, Roy Hall made a motion to authorize the invitation to bid for the fencing with a second by Don Hughes, all in favor. Mayor Akin ordered a City Election for April 4, 1981 and signed the Order for City Officers ' Election and Order Establishing Procedure for City Officers ' Election. The departmental reports were discussed. Chief Abbott was present to discuss the Police Activity Report. Mayor Akin commended the fine job our Animal Control Warden has done. He also advised Chief Abbott to purchase paint needed to paint the pound. Mayor Akin expressed concern over the appearance of yards in front of the houses located on South Ballard south of the Lavon Terrace Apartments. He asked the City Manager and City Secretary' s help in obtaining the names of the owners and asking them to clean up their surroundings. With motion by Roy Hall , seconded by William Martin, all in favor the meeting was adjourned into Executive Session. No official Council action resulted from the executive session.
