SPECIAL CITY COUNCIL MEETING
FEBRUARY 24, 1981 ,

The meeting was called to order by Mayor John W. Akin. A quorum was pre-
sent and notice of the meeting had been posted for the time and manner
required by law. Those in attendance were Mayor John W. Akin, Mayor Pro
Tem Roy Hall , Council members Don Hughes, William Martin, Park Board
Chairman Pat Minihan, City Manager Lee Vickers, City Secretary Gail
Wallace, Mr. Hershal Lindly of Schrickel , Rollins and Associates, and
Mr. C. A. Steinbring of KAS Construction.
Mayor Akin gave the invocation.
Mr. Lindly analyzed the bid tabulation of the bids submitted for Wylie
Community Park improvements. KAS Construction submitted the low bid
for the improvements. KAS Construction submitted the low bid for the
improvements, with a low base bid of $191,300 for three lighted baseball
fields. Mr. Lindly explained the alternates which were available to the
Council and indicated that he and negotiated with Mr. Steinbring to seek
possible reduction in the base bid. He explained six possible options
where reduction in the base bid could be achieved. On recommendation of
the City Manager, the Council selected the deletion of the disposal and
clean up of pier hole dirt which would reduce the base bid by $1,300 and
to delete 28 Type "A" light fixtures from the ball fields, which could
be achieved without interfering with the lighting of the baseball fields.
This deletion would reduce the base bid by $4,850 and would involve de-
letion of the soccer field lights. The City Manager explained that one
of the options open to the Council would be to reject all bids and to
advertise for separate bids on the fencing, lighting, and concrete work,
as suggested by the Park Board; however, the Manager recommended that the
low base bid in the amount of $185,150 be approved. Councilman William
Martin made a motion, with a second by Roy Hall , to award the contract
to KAS Construction in the amount of $185,150. The vote was unanimous.
Mayor Akin challenged Mr. Minihan to raise $15,000 - $20,000 from in-
dividual donations. Mr. Minihan felt confident that he could raise
some money, and did want the opportunity to try. Two donations had pre-
viously been received to apply toward the ball fields. Mr. Lindly
announced at this time that if the City exceeded its budgeted amount
for the Park, we could submit a request to Texas Department of Parks &
Wildlife for an additional 5%. It is solely at their descretion whether
or not they will reimburse this amount of money to the City.
Mr. Steinbring advised the Council that KAS Construction could begin
work on or about March 16 and, weather permitting, should be able to
finish by June 30th. Mr. Lindly advised that the contract did provide
for an extension of days for bad weather.
For paperwork purposed, Mr. Lindly asked permission to prepare the
KAS Construction Company contract for the original bid price of
$191,300 and submit a change order deleting options one and four,
reducing the bid price by $6,150. Mr. Lindly was advised that this
method would be okay.
The Council approved Wylie' s participation in the GTE telephone rate
case. A motion was made by Roy Hall , seconded by Don Hughes with all
in favor.
At this time the Council adjourned.
