03-10-1981 (City Council) Minutes CITY COUNCIL MEETING .•. MARCH 10, 1981 7:00 P.M. The meeting was called to order by Mayor John W. Akin. A quorum was present and notice of the meeting had been posted for the time and manner required by law. Those in attendance were Mayor John W. Akin, Mayor Pro Tem Roy Hall , Council members Don Hughes , William Martin, Harold Eavenson and Rowland Kreymer, Police Chief Royce Abbott, City Manager Lee Vickers, City Secretary Gail Wallace, Robert Squires, Geline Dodd, Reta Allen, William Berry, Shirley Berry, LaVelle Randolph, Kathy Randolph, Bill Condron, TP&L, Jim Rankin, Lone Star Gas and W. G. Housewright. Mayor Akin gave the invocation. Mayor Akin welcomed the guests and recognized those present who were running for council positions. To those candidates he gave a brief overview of the current projects underway by the City, i .e. , hospital , Wylie Community Park, street work on Mardi Gras, Hilltop and Memorial . He also expressed his desires for the future of the City including obtaining a new municipal complex which would include City Hall , Police Department and the Library. Following a brief discussion by the Council members, the minutes from the last meeting and the accounts payable were approved by a motion from William Martin, seconded by Roy Hall with all in favor. Mr. Bill Condron from Texas Power and Light expressed the need for a rate increase due to 12% inflation. After a brief discussion between the Council and Mr. Condron, the Council passed a resolution to suspend all decisions relating to the requested increase pending the final ruling of the Public Utility Commission of Texas. The motion was made by Roy Hall , seconded by Don Hughes, with all in favor. Mr. Jim Rankin with Lone Star Gas requested amendment to the Lone Star Gas franchise with the City of Wylie. Lone Star Gas will be responsible for the service lines from the point of connection of main to point of connection to meter. Their contract with the customer will be to replace bad lines at no cost to customer, from the main to the point of connection. City Manager rewrote the franchise to delete the portion of Section 9 of the franchise regarding any exclusions. The new franchise will not take effect for 60 days after acceptance by Lone Star Gas. The franchise ordinance was approved by the Council with motion made by William Martin, seconded by Rowland Kreymer, with all in favor. I The City Manager advised the Council that Texas Health Department , 1 is requiring City to secure comprehensive soils analysis at sanitary landfill and requested authority to retain Hogan & Rasor to supervise this work. On motion by Roy Hall , seconded by Harold Eavenson, the Council authorized the engineering soils analysis to be performed. City Manager requested authorization to submit request for amendment to Wylie Community Park Federal Grant-In-Aid in order to negotiate with Texas Parks and Wildlife Department for additional money. The fencing, lighting and concrete work was $106,480. over budget. The Council was in agreement that Mr. Vickers should proceed with the request. The departmental reports were discussed at length. Mayor Akin complimented Police Chief Abbott on the professional report Liz Gray turned out. He also asked Chief Abbott to get bids to paint the Pontiac and the 79 Ford white like the other police cars. It was agreed that the Mayor would host a ground breaking ceremony for the new Wylie Community Park.
