CITY COUNCIL MEETING MINUTES
JULY 14, 1981
7:00 P.M.
The meeting was called to order by Mayor John W. Akin. A quorum was
present and notice of the meeting had been posted for the time and
manner required by law. Those in attendance were Mayor John W. Akin,
Mayor Pro Tem William Martin, Council members Harold Eavenson, Geline
Dodd, and Reta Allen. Councilman Bill Berry was not present. Also
present were City Manager Lee Vickers, City Secretary Gail Wallace,
Police Chief Royce Abbott, Officer Johnny Bridgefarmer and the follow-
ing members of the Park and Recreation Board: Pat Minihan, Chairman;
K. C. Swayze, Don Whitt, Richard Parker (also President of Wylie Sports
Association) , and Retha Tibbals. Firemen Mike Rawlings and Shorty
Warren were present.
Invocation was given by Mayor Akin.
Mayor Akin presented a plaque of appreciation to Officer Johnny
Bridgefarmer for his courageous, intelligent and exemplary conduct
during First State Bank's recent bank robbery. The Mayor also pointed
out that during Johnny's two year tenure with the Police Department,
Johnny was the only officer he had never received a complaint against.
Mayor Akin expressed the City's appreciation to Johnny for his pro-
fessional mannerism as an officer of the Wylie Police Deparment.
The minutes of the June 9, 1981 and June 23, 1981 Council meetings
and the accounts payable were discussed. The minutes were approved
and the accounts payable was approved for payment with motion made
by William Martin, seconded by Harold Eavenson, all in favor.
The status report from Cablevision was tabled until the August 11,
1981 Council meeting.
Mayor Akin recognized Pat Minihan, Chairman of the Parks & Recreation
Board, and turned the meeting over to him.
Mr. Minihan advised the Council that the Parks & Recreation Board
and Wylie Sports Association was concerned with the operation of
the new Wylie Community Park.
Richard Parker advised the Council that WSA would continue their
role with the sports program, and they would be glad to help out in
any other area the Council might delegate. He indicated that WSA
would help keep trask picked up at the Park, but he preferred the
City have the responsibility for Park maintenance.
"-� There was concern over an irrigation system for the Park. Mr.
Parker advised that Stuart Wallace had someone lined up to give a
cost estimate (no charge for the estimate) for putting in the irriga-
tionsystem. Also WSA had agreed to provide the labor to run the

water lines. He did say if the City engineers could do the work at
a reasonable price, WSA would prefer they go ahead.
The Mayor advised everyone that the City had overextended by $30,000
for the third playing field, therefore, he suggested we use all free
labor available. He did feel it would be feasible to obtain two
opinions regarding the irrigation system.
City Manager Vickers recommended that the City provide security at
the Park. Also, the City would provide mowing and replacement of
all lights. He considered it necessary to require users of the
fields to contribute 80-85% of lighting costs.
Mayor Akin asked Mr. Minihan to make a list of the areas of responsi-
bility for the Park, distributing these areas among WSA, Parks & Re-
creation and the City.
The Mayor advised the Council there was a vacancy on the Park & Re-
creation Board. He recommended Mr. Duane Helmberger at 405 N. Ballard.
Mr. Helmberger was approved with motion by William Martin, seconded
by Geline Dodd, all in favor.
Mayor Akin tabled the amendment to the Animal Control Ordinance until
the August 11, 1981 meeting.
The Departmental Reports were discussed. City Manager mentioned the .—,-
Texas Power & Light rate case report. He advised that our attorney
in Austin would have a report in time for the August meeting.
Councilman Eavenson expressed concern that the Police Department did
not have alarm drills. Mayor Akin asked him to set up procedures
for an alarm drill system, and work with Chief Abbott regarding
training procedures for the officers. In line with this discussion,
the Mayor asked Chief Abbott to check with General Telephone Company
regarding the days they are working on the bank alarm system to pre-
clude the officers from making unnecessary entries in the log.
Mr. Vickers advised the Council that the Highway Department has been
taking a traffic count on Highway 78. He recommended they put in
full traffic system signal lights on weekends and flashing lights on
week days.
Mr. Vickers advised Council of need for lease/purchase of another
backhoe. Mayor asked him to have necessary information regarding
the backhoe ready for the August meeting.
Mayor Akin read a letter from the Birmingham Land Board requesting
the school property to be annexed into the City limits. He instructed
Mr. Vickers to have an annexation ordinance prepared for the August
meeting.
There being no further business, the meeting was adjourned.
