JOINT PARK AND RECREATION AND
SPECIAL CITY COUNCIL MEETING MINUTES
August 25, 1981
7:00 P.M.
The meeting was called to order by Mayor John W. Akin. A quorum was
present and notice of the meeting had been posted for the time and
manner required by law. Those in attendance from the Park and
Recreation Board were Richard Parker, Retha Tibbals, Don Whitt, Lowell
Brewster, Stuart Wallace and K.C. Swayze. Those present on behalf of
the City were John W. Akin, Mayor, William Martin, Mayor Pro Tem, and the
following Council members: Harold Eavenson, Reta Allen, Bill Berry,
Geline Dodd. Also present were City Manager, Lee Vickers, Gail Wallace,
City Secretary, W.A. Allen, Water Superintendant, and Bill Stockard,
Mahaney International , McKinney.
Invocation was given by William Martin.
The first item for consideration was that of opening and considering
bids for the Wylie Community Park irrigation equipment.
The City Manager advised the Park & Recreation Board and the City Council
that he had visited Arlington and Irving and observed the "Little Dude"
irrigation system. The system operates off a fire hydrant. It has
350 feet of cable which is tied to a land anchor. The machine travels the
entire length of the cable watering a width of 165 feet and returns to the
anchor, then shuts off automatically. At 140 gallons per minute, the
machine would water the entire park area in approximately five days.
Considering the savings in labor,the machine would pay for itself in
about three years.
Dr. Stuart Wallace voiced his feelings toward an underground sprinkler
system vs. the Little Dude system. It was decided that the underground
system would cost the City around $15,000. After some discussion, it
was decided that the Little Dude system was a more practical system
for the City's need.
The bids for the Little Dude irrigation system were opened. Boss
Irrigation System in San Angelo bid $6,075; Consolidated Pipe & Tube
in Lubbock bid $6,037; Submatic Irrigation System in Lubbock bid
$5,475.80. The City Manager recommended acceptance of the low bid
presented by Submatic Irrigation System in Lubbock. The Park & Recreation
Board indicated unanimous approval of this bid. The low bid by Submatic
was accepted with motion made by Harold Eavenson, seconded by William
Martin, all in favor. The system will be paid for out of the Park
Development Fund.
The Mayor advised the Council and the Park Board that he had met with
the park contractor and engineer. The Mayor was concerned with their
lack of progress on the park. After meeting with these individuals,
the Mayor was convinced they will meet their October 8 deadline
without any problem. Also, he informed everyone the holes had been
dug for the light poles.
The City Manager informed the group that park chairman Minihan had met
with the forestry service and received recommendations for a tree nursery.
The forestry service, recommended a one acre nursery. They indicated they
were ready to plant the trees and maintain the nursery. Also, Mr. Vickers
advised that Renner Research was coming next week to look over the grass
situation and will put out the seed as soon as the contractors are finished.
A petition to annex the Birmingham Trust Land was considered by the Council .
The petition was dated July 10, 1981 and was signed by the members of the
Birmingham Land Board requesting annexation into the city limits. It was
noted that the land was presently tax exempt and that as long as it remained
part of the Trust it would continue to be tax exempt. The Council approved
the annexation ordinance with motion by Harold Eavenson, seconded by Geline
Dodd, all in favor with the stipulation that the ordinance state that the
property is tax exempt. Also, the City Secretary was instructed to file
a copy of the ordinance with the County Clerk's office.
Bids were opened and considered for the lease-purchase of one backhoe- .. .p.
loader. The bids received were as follows: Wells Brothers in Plano
bid $25,431 .00 on a Case 580D with a four year payout: Ben Griffin
Tractor of Dallas bid $22,716.86 on an '81 Ford with a five
year payout; Trinity Equipment Company of Dallas bid $26,300 on a John
Deere 310A with a 36 month payout; Mahaney International Company in
McKinney bid $20,450.00 on an International Harvester 260A with a 5 year
payout; Jackson Ford Tractor Company in McKinney bid $27,500.00 on a
Ford 555 with a five year payout; and H.L. Peterson Company in Dallas
bid $23,724.00 on an International Harvester 260A with 48 month payout.
Mr. Bill Stockard of Mahaney International was present. He assured the
Council that he did keep stock parts available and the machine would carry
a one year guarantee.
The low bid submitted by Mahaney International was accepted by Council
with motion made by Bill Berry, seconded by William Martin, all in favor.
It was noted by Council that the machine would be purchased at the time
Mr. W.A. Allen and the City Manager decided the City must have the backhoe.
There being no further business, Council recessed into work session.
During the work sessions, various projects were discussed, including the
need to replace water mains in Memorial and Mardi Gras Streets, then rebuild
the streets under the current paving policy. It was also agreed that a tax
increase would be necessary for fiscal year, 1982, to pay for park improve-
ments, the Cat 977L landfill machine, etc.
