CITY COUNCIL MEETING
SEPTEMBER 15, 1981
7:00 P.M.
The meeting was called order by Mayor John W. Akin. A quorum was
present and notice of the meeting had been posted for the time
and manner required by law. Those in attendance were Mayor John
W. Akin, Mayor Pro Tem William Martin, Council members Harold
Eavenson, Geline Dodd, Reta Allen and Bill Berry, City Manager
Lee Vickers, City Secretary Gail Wallace, Police Chief Royce
Abbott, Don Allen and Dennis Masters of Hogan & Rasor, and the
following visitors: Mr. & Mrs. C. H. Starnes, Bob Graf and
Herman R. Graf.
Invocation was given by Mayor Akin.
A public hearing was held to discuss a proposed ad valorem tax
increase of sixteen per cent. The Mayor explained that in accor-
dance with S.B. 621 State law required that one appraisal district
would be responsible for assessing a fair market value to property
and the property would be taxed at 100% of that value. The Mayor
also informed the audience of the expenditures that had been made
in the past year and the necessity to replace some worn out equip-
ment.
There was no discussion from the audience regarding the proposed
tax increase therefore a motion was made by Geline Dodd, seconded
by Reta Allen, all in favor to conduct a second public hearing
on September 29, 1981 at 7:00 p.m. at City Hall to adopt the
.48 tax rate.
The public hearing was adjourned.
The Mayor called the City Council meeting to order.
The minutes from the August 11 and August 25 minutes were reviewed
and the accounts payable were discussed and approved with motion
made by William Martin, seconded by Harold Eavenson, all in favor.
Consider petition for annexation by Moody E. Ballow. A petition
for annexation submitted by Moody E. Ballow was discussed.
Mr. Ballow's property is west of Nortex Nursery and does not pre-
sently have access to City water. The annexation was approved
by adoption of Ordinance No. 81-9 with motion made by Harold
Eavenson, seconded by William Martin, all in favor.
New sanitary sewer lift station. Don Allen of Hogan & Rasor pre-
sented the plans and specifications for a sanitary sewer lift
station and related sanitary sewer mains northeast of Wylwood IV
Addition. It was pointed out that the City crew would perform
the labor involved in placing the sewer lines and installing the
manholes to cut down on costs.
The feasibility of using pvc versus clay pipe was also discussed.
Mr. Allen informed the Council that 'thespecs were designed for
clay and new specs would need to be prepared for pvc. City Manager
Vickers requested alternate bids for .clay and -pvc-sewer pipe.,
Director of Public.Works, Mr. W. A. Alleni prefers pvc.
With the approval of the plans and specifications, Mr. Allen
informed the Council for the need to go out for bids for the
pipe and pumps. With motion made by Harold Eavenson, seconded
by Reta Allen, all in favor, authorization was given to submit
bid proposals to be opened October 8, 1981 at 2:00 p.m. at City
Hall .
Signal Light for Hwy 78 and FM 544. Mr. Vickers advised the
Council he had been informed by Mr. Grann from the Highway Depart-
ment that approval had been granted to install a full signal light
at Hwy 78 and FM 544. The Highway Department will also install
the necessary signs approaching the light.
Plans are also being made to double stripe Ballard in the down-
town area to prevent drivers from making U-turns in the middle of
the street.
Mr. Vickers also advised he had received approval from the High-
way Department to install three inch traffic bumps which the City
will make.
Mayor Akin read a Certificate of Appreciation which was received
by the Police Department from the Texas Judicial Council .
Councilwoman Dodd made a motion to recess into Executive Session,
in accordance with Article 6252-17, subsection 2G, to discuss
personnel matters. Councilman Eavenson seconded, all in favor.
There being no further business, the meeting was adjourned.
