01-19-1982 (City Council) Minutes CITY COUNCIL MEETING JANUARY 19, 1982 /1 7:00 P.M. The meeting was called to order by Mayor Akin. A quorum was present and notice of the meeting had been posted for the time and manner required by law. Those in attendance were Mayor John Akin, Mayor Pro Tem William Martin, Council members Harold Eavenson, Geline Dodd, Reta Allen and Bill Berry, City Manager Lee Vickers, City Secretary Gail Wallace, Police Chief Royce Abbott, Fire Chief Larry Allen, Fire Marshall Lester Gayler, Jr. , and the following firemen: Albert AlleZ, ,Bob Young,. Jamie Roberts, Bob Moorman and Hal Hartman. Also present were Pdt Minihan, Chairman of the Parks & Recreation Board and Marsha Eavenson. Due to inclement weather, the regular Council meeting scheduled for January 12, 1982 was postponed to January 19, 1982. Invocation was given by Mayor Akin. Mayor Akin presented a Certificate of Appreciation to Pat Minihan, Chairman of the Parks & Recreation Board. . Mayor expressed his appreciation to Chairman Minihan for his conscientious and dedicated efforts in planting 60 trees at the new Wylie Community Park and for his efforts in helping to sell the bond issue for the 250,000 gallon water tower. The minutes of the December 8, 1981 Council meeting and the accounts payable 4 were approved on motion by Harold Eavenson, seconded by William Martin, all in favor. A resolution was adopted suspending for 120 days the operation of the pro- posed fuel cost factor tariff filed by Texas Power & Light. Motion was made by Geline Dodd, seconded by Bill Berry, all in favor. Final payment on the contract for construction of three lighted baseball fields at Wylie Community Park was discussed. Although the work has been completed, City Manager recommended the final payment not be made until the City receives a fully executed one year maintenance agreement from the contractor. Motion was made by Harold Eavenson to approve the final payment contingent upon the City receiving the aforementioned maintenance agreement. The motion was seconded by Reta Allen, all in favor. The Fire Department and Police Department both submitted recommended policy changes regulating Volunteer Fire Department responses to "major or unknown accidents occurring outside the City limits". There had been some controversy between the departments as to when the Fire Department would be toned in on major or unknown accidents occurring outside the City limits and who would be in charge at the scene. With motion made by Harold Eavenson, seconded by Reta Allen, all in favor the City Manager was instructed to incorporate the recommendations of both departments into a policy for Council consideration at the next meeting. ""' Council authorized City Manager to dispose of obsolete City equipment by combining with neighboring cities to auction off the equipment. At the present time the only equipment involved is a 1978 Plymouth police car. Council also authorized City Manager to get bids on a mowing machine. - The money was budgeted out of Parks & Recreation and Street Department. Departmental reports were received and discussed. Council authorized City Manager to get bids for supply of trash bags for the February Council meeting. The meeting was recessed into Executive Session in accordance with Article 6252-17, subsection 2G, to discuss personnel matters, on motion by William Martin, seconded by Harold Eavenson, all in favor.
