02-01-1982 (City Council) Minutes 10 SPECIAL CITY COUNCIL MEETING FEBRUARY 1 , 1982 5:30 P.M. The meeting was called to order by Mayor Akin. A quorum was present and notice of the meeting had been posted for the time and manner required by law. Those in attendance were Mayor John W. Akin, Mayor Pro Tem William Martin, Council members Harold Eavenson, Geline Dodd and Reta Allen, City Manager Lee Vickers, City Secretary Gail Wallace, Police Chief Royce Abbott. Councilman Bill Berry was not present. Joe George was also present. Invocation was given by Mayor Akin. Downtown off-street parking. An item of major concern was the lack of off-street parking for downtown business customers in comparison to the off-street parking requirement of the City's present Zoning Ordinance. The problem was discussed at length between the Council members. Joe George, who was presently having problems establishing ample parking for his restaurant, was asked for his ideas to improve the problem of off- street parking. Several ideas were passed around, including improvement to the west side of the businesses west of Ballard in order to add rear entrances to those buildings. It was decided by Council that Reta Allen would establish a meeting with ., the Chamber of Commerce and the downtown merchants. The Planning & Zoning Commission could then meet with the Chamber of Commerce to determine the best solutions and/or ideas to resolve the off-street parking problem. Purchase of budgeted office equipment. The Council approved the purchase of a fire-proof filing cabinet, an IBM Selectric III typewriter and a Xerox copier which the Police Department had been using on a free trial basis. The approval was made with motion by Harold Eavenson, seconded by Reta Allen, all in favor. The meeting was recessed into Executive Session in accordance with Article 6252-17, subsection 2G, to discuss personnel matters, on motion by Harold Eavenson, seconded by Reta Allen, all in favor.
