02-09-1982 (City Council) Minutes CITY COUNCIL MEETING FEBRUARY 9, 1982 7:00 P.M. The meeting was called to order by Mayor Akin. A quorum was present and notice of the meeting had been posted for the time and manner required by law. Those in attendance were Mayor John W. Akin, Mayor Pro Tem William Martin, Council members Harold Eavenson, Geline Dodd, Reta Allen and Bill Berry, City Manager Lee Vickers, City Secretary Gail Wallace, Police Chief Royce Abbott and the following guests: Bob Vincent, T P & L; David Stephens, Shirley Berry, Melvin St. John, Don Kreymer and Frank Dockins, GTE. Invocation was given by William Martin. The minutes of the regular Council meeting of January 19, 1982 and the special Council meeting of February 1, 1982 were approved along with the accounts payable. This action was taken with motion made by Geline Dodd, seconded by Harold Eavenson, all in favor. Ordinance amending filing fees for subdivision plats. Due to the amount of time required by the City to review and process each plat, it was decided that this expense would be borne by the developer. Therefore, and ordinance was adopted amending Section 9-14-8(B) of Ordinance 71-11, providing for the payment in advance of filing for subdivision plats. The ordinance was approved with motion made by William Martin, seconded by Bill Berry, all in favor. It was noted the ordinance would take effect on April 1, 1982. Consider Resolution adopting official City colors. A resolution adopting maroon and white as the official City colors was passed on motion made by Harold Eavenson, seconded by William Martin, all in favor. Consider Resolution authorizing a contest to select an official City logo. A resolution authorizing a contest to select an official City logo was passed. The Resolution provides for a contest for entries of designs for a logo. From the entries, three designs will be selected by a panel of judges. These three designs will be entered on the election ballot and the final decision will be made by the voters of the City. A prize of $100 will be awarded to the winner at the regular meeting the City Council on April 13, 1982. Councilman Eavenson amended his previous motion to include this Resolution, seconded by Reta Allen, all in favor. Adoption of Election Order and Calling of Election. Mayor Akin ordered an election of be held April 3, 1982 for the purpose of electing a Mayor and two council members, to conduct a local referendum for or - against the further development of a proposed airport for the City of Wylie and to conduct a local referendum to select an official City logo. The order also designated the polling place, appointed a Presiding Judge for election day. In line with the election order, a Resolution was introduced calling for a referendum at the election to determine if the voters desire to continue the plan for airport development or if they wish to stop the process entirely. The Mayor indicated the resolution expresses his and the Council 's position on the airport issue. The resolution was adopted with motion made by Bill Berry, seconded by William Martin, all in favor. The unanimous decision of the Council was evidenced by each Council member' s signature on the Resolution. A policy regulating Volunteer Fire Department responses to "major and unknown" accidents occurring outside the City was adopted as written in memorandum form dated February 5, 1982. Motion to adopt was made by Harold Eavenson, seconded by Reta Allen, all in favor. Departmental reports were discussed. There was concern over the number of street signs being knocked down and removed by vandalism. The Mayor expressed a desire to do whatever the City can to stop the vandalism. If the offenders are caught, they are to be prose- cuted to the maximum extent allowed by law. The meeting was recessed into Executive Session in accordance with Article 6252-17, subsection 2G, to discuss personnel matters, on motion by William Martin, seconded by Harold Eavenson, all in favor.
