CALLED MEETING
FEBRUARY 22, 1982
5:00 P.M.
The Wylie City Council met in special call session at 5:00 p.m. on
February 22, 1982 in the Council Chamber at City Hall . Mayor John W.
Akin presided. A quorum was present and notice of the meeting had
been posted for the time and in the manner required by law. Those
in attendance were the Mayor, Mayor Pro Tem William Martin, Council
members Reta Allen, Bill Berry, and Geline Dodd. Councilman Harold
Eavenson was absent. Also present were City Manager Lee S. Vickers,
Mr. Charles Willis, and Mr. Paul Lipscomb.
The invocation was given by Mr. Martin.
The purchase of an aluminum casting plaque for Wylie Community Park
was discussed. After some discussion as to the size and number of the
plaques to be purchased, it was agreed to buy one 20" by 24" plaque
and three small 10" by 12" plaques, to be paid for out of the Wylie
Community Park Improvement Fund. Mrs. Geline Dodd moved, with a
second by Mrs. Reta Allen to buy the four plaques for a sum total of
$1,063.07. The motion carried.
Next, the purchase of a used tractor for use in the Parks and Public
Works Department for mowing weeds and grass was discussed. The cost
of the mower plus the tractor would amount to approximately $23,000,
so it was decided to table this matter for the time being, as was so
moved by Mr. Berry, seconded by Mr. Martin with the motion carrying
unanimously.
Mayor Akin advised the City Council that telephone rate increase re-
quests and power and light company rate increase requests come quite
frequently because of current economic conditions. He suggested that
the City Council adopt a formal policy authorizing the City of Wylie
to join in a cooperative effort with other cities within the service
areas of the utilities to the end that equitable rates could be estab-
lished in cooperation with the Public Utility Commission. After some
discussion of this item Mr. Martin moved, with a second by Mr. Berry,
to authorize participation as a matter of procedural policy. The
motion carried.
Mr. Charles Willis, Airport Environmental Consultant, made a presen-
tation to the City Council as to the progress made on the Environmental
Impact Assessment Report. There was some discussion of the report and
of the projected date for completion of the planning project. It was
agreed that March llth would be the target date for completion.
Mayor Akin advised the Council that a local contracor had agreed to
build a combination storage building and pavilion for Wylie Community
Park for the sum of $10,000. The building would be a brick veneer
building with composition roof which would be compatible with the
concession stand already at the Park. Donations from private sources
totaled $7,000, with the City to furnish the additional $3,000. Mr.
Bill Berry indicated that it would be necessary under Texas law for
the City to advertise for bids in this matter. The City Manager confirmed
this fact and recommended that he be authorized to secure a set of
plans and specifications which could be used in the advertising and
bidding process. The Council authorized the Manager to prepare the
plans and specifications and to advertise for bids at the earliest
possible date, so that the building could be placed into service
this Summer.
There being no further business, the meeting was adjourned.
