05-11-1982 (City Council) Minutes CITY COUNCIL MEETING MAY 11, 1982 7:00 P.M. The meeting was called to order by Mayor Squires. A quorum was present and notice of the meeting had been posted for the time and manner required by law. Those in attendance were Mayor Robert Squires, Mayor Pro Tem William Martin, Council members Percy Simmons, Reta Allen, Geline Dodd, and Bill Berry, City Manager Lee Vickers, City Secretary Gail Wallace, Police Chief Royce Abbott, Park & Recreation Board members and Wylie Sports Association members Pat Minihan, Ken Swayze, Duane Helmberger, Stuart Wallace, Joe Halterman, Richard Parker, Joe Fulgham, and Lowell Brewster; Electrical Board members Robert Roddy, Mickey Foster, and Glenn Morrow, Chamber of Commerce President Tim Hemingway, Don Kreymer, Joe Tuskan, Mike St. John, Melvin St. John, Raymond Cooper, Harold Spence, Gary Winfrey, Fred Mobbs, Billy Nelson, David Engleman, and Bob Vincent, T P & L. Invocation was given by Mayor Pro Tem William Martin. Mayor Squires asked Councilman Berry to act as Parliamentarian of the meeting. The minutes of the April 12, 13, & 15 Council meetings and accounts payable were approved on motion by William Martin, seconded by Geline Dodd, all in favor. Old Business. The Council discussed the purchase of the fuel storage tanks and pumps from Switzer Petroleum. William Martin moved to obtain a written agreement with Switzer that the City will purchase the equip- ment on condition that the City have the opportunity to inspect the tanks upon excavation. If it is determined at that time the tanks are in good condition, we could then consumate the purchase. Reta Allen seconded the motion, all in favor. Purchase of Radio Equipment. Chief Abbott advised Council three bids were received for purchase of radio equipment. Low bid was received from Motorola for the price of $6,900 which included base station and console. The console is capable of handling eight channels. Estimated delivery of equipment is 90 days. Reta Allen moved to accept the bid from Motorola, seconded by Geline Dodd, all in favor. Group Insurance. Council was advised that although the present group insurance carrier had increased their premiums by 28%, it was the best policy the City had been able to come up with. The new rates will only be good for six months. Geline Dodd moved to continue the present group insurance policy with Independent Liberty Life Insurance, seconded by Bill Berry, all in favor. Public Hearing on Petition for Annexation of Oaks Addition. A public hearing was held regarding annexation of Oaks Addition. The addition contains approximately 111/2 acres which runs parallel to Impression Center. If annexed Mr. Harold Spence, owner, will request rezoning to single family and retail . There was no objection to the requested annexation, therefore, the second public hearing to be held on-site was scheduled for May 25, 1982 at 7:30 p.m. Traffic Signal at Hwy 78 and FM 544. Council passed a Resolution authorizing the Texas Highway Department to install a traffic signal at 'a'! Highway 78 and FM 544. The Highway Department will assume all respon- sibility for construction and maintenance of the light. Resolution was passed on motion made by William Martin, seconded by Bill Berry, all in favor. Director of Public Works. City Manager recommended appointment of Brian Cowan, a graduate civil engineer. Mr. Cowan' s appointment would be based on an annual salary of $20,000 per year, plus the use of a new pick-up. Also the City would give him a moving allowance of $1,200. Councilwoman Allen made motion to appoint Mr. Cowan, seconded by Council- man Berry, all in favor. Bids for Pick-Up. City Manager advised that $7,000 had been included in the 81-82 budget for a pick-up for Director of Public Works. He recommended the purchase of a full size pickup. Councilman Martin made motion to seek bids for a pick-up, seconded by Councilwoman Dodd, all in favor. Electrical Board Licensing Procedures. The Electrical Board discussed at length the licensing procedures and the fact that they did not want to reciprocate with other cities. At present Wylie does not reciprocate with other cities. Any electrician wishing to work in Wylie must successfully complete an examination prior to being issued a license. Any local electrician presently holding a license must also take the examination. In a meeting of the Electrical Board on December 1, 1981, it was agreed that local licensed electricians would be given until July 1, 1982 in which to take the examination. Councilman Berry moved that the Electrical Board call a meeting and come back to the City Council with their recommendation concerning reciprocation. Motion was seconded by Percy Simmons, all in favor. Discussion with Park and Recreation Board and Wylie Sports Association. Pat Minihan expressed the need to outline the areas of responsibility for Wylie Community Park between the City and Wylie Sports Association. Richard Parker submitted a list of responsibilities as outlined by WSA for themselves and the City. The main objection raised by Mr. Parker was WSA's responsibility to pay the cost of the field lights. He felt WSA's agreement to pay $3,000 annually was more than generous in that they were non-profit. Councilman Berry moved that the City adopt a resolution to authorize the Mayor to sign an agreement with WSA outlining the division of responsibilities for Wylie Community Park. Motion was seconded by Councilwoman Dodd, all in favor. Council asked City Manager to take bids for guard posts and cable for the Park road and parking lot. Tim Hemingway, President of Chamber of Commerce, informed Council of the T official signing of Wylie Commerce and Industry, Inc. articles of incor- poration set for May 18 at 5:30 p.m. The board of directors will consist of the twenty founders of the corporation. Departmental reports were received and discussed. Mayor's Report and Council Discussion. Mayor reported on his trip to Austin regarding thoroughfare plan; he received a concensus from the �.... Council to perform a feasibility study regarding our present Burroughs billing machine; City Manager was given permission to seek proposals for public liability insurance; Council was advised of joint meeting with school board set for May 24 at 7:00 p.m. at Cafe Wylie; lift station in Wylwood Addition was discussed. Councilman Berry advised Council of his resignation, effective May 31, as Councilman due to a promotional transfer to Oklahoma City. Councilman Martin moved to accept resignation, seconded by Councilwoman Allen, all in favor. Mr. Joe Tuskan who is allegedly running a wrecking yard at Hwy 78 and Cooper Drive advised Council that he in fact is not operating a wrecking yard. His business is that of a body shop. He did occasionally purchase inoperable vehicles to salvage usable parts to repair his vehicles. Mr. Tuskan was informed that he was in violation of Ordinance 75-2; however, in lieu of issuing a citation to him under this ordinance, Council authorized him time to appear before the Board of Appeals and allow them to make a decision regarding the zoning ordinance violation or variance thereto of Mr. Tuskan's business. Gary Winfrey discussed a problem with the driveway into his business off Ballard Street. City Manager advised he would talk to the Texas . ., Highway Department regarding a solution to the problem. Council approved operation of a carnival during Wylie July Jubilee Week past the normal 11:00 curfew. The carnival will be allowed to operate until midnight on July 10, 16, and 17. The problem with the length of time it takes developers to get property annexed and rezoned once a petition has been filed was discussed. Councilman Simmons and the Mayor agreed to check with other cities to determine what can be done to speed up the process. Councilman Martin made a motion to recess into Executive Session, in accordance with Article 6252-17, subsection 2G, to discuss personnel matters. Councilman Simmons seconded, all in favor. The Mayor called the Council back into public session, where Reta Allen moved and Geline Dodd seconded to appoint a Council member to fill the vacancy created by Bill Berry's resignation.
