05-18-1982 (City Council) Minutes CITY COUNCIL MINUTES CALLED MEETING MAY 18, 1982 7:00 P.M. The Wylie City Council met in special call session at 7:00 p.m. on May 18, 1982, in the Council Chamber at City Hall . Mayor Squires presided. A quorum was present and notice of the meeting had been posted for the time and in the manner required by law. Those in attendance were the Mayor, Mayor Pro Tem William Martin, Council members Percy Simmons, Reta Allen, and Geline Dodd, City Manager Lee Vickers, City Secretary Gail Wallace, Mr. & Mrs. Mike McAnally, Johnny Wainwright, Mr. & Mrs. Morris Love, Harry Tibbals, David Engleman, Harold Spence, Bo Daffin, John Yeager and two Wylie Firemen. The invocation was given by William Martin. Public Hearing - Tibbals Addition. Mr. Harry Tibbals requested annexation of 15 acres out of a 55 acre tract to be developed for single family housing. There was no opposition to the proposed annexation. There was some discussion regarding the county road which would become the access road into the development. City Manager advised that the City and County would go 50-50 to take up trees and put a seal coat on the north/south portion of the road. A second public hearing to be held on the ground of the property was scheduled for May 25, 1982, at 6:30 p.m. Public Hearing - 20 Acres West of Westwind Meadows Addition. Mr. Tibbals requested annexation of 20.18 acres of land west of the Westwind Meadows Addition. This annexation would open approximately 50-60 lots for single family housing. Upon annexation, Mr. Tibbals advised that townhouse zoning would be requested for the portion of land north of Willow Way and single family zoning would be requested for the portion south of Stoneybrook. There was opposition by homeowners in the present Westwind Meadows Addition regarding the increase in traffic if Willow Way and Stoney- brook were extended to this new development. A second public hearing was set for May 25, 1982, at 7:00 p.m. to be held on the ground of this property. Council discussed the need to fill several expired positions on the Planning & Zoning Commission and Park & Recreation Baord. In lieu of the Council making the appointments with individuals who may or may not be qualified to serve in these positions, motion was made by Percy Simmons to publish a notice in the newspapers soliciting individuals who wish to serve on these boards. Motion was seconded by William Martin, all in favor. Amendment to Building Code. In the past the City Zoning Ordinance has required 75% masonry siding for residential and commercial buildings. This requirement was inadvertently omitted from the new Zoning Ordinance. On motion by Percy Simmons, Council made an amendment to the Building Code requiring the 75% masonry siding for residential and commerercial buildings. Motion was seconded by Reta Allen, all in favor. See ordinance #78-3. Fire Ant Chemical . The City reqested 2,000 pounds of Amdro fire ant -- chemical from the County; however, we only received 500 pounds. In order to distribute the chemical to obtain the most usefulness, the City Manager recommended that the City give 75 pounds to the school district to use on their grounds, distribute the chemical on the City parks and rights-of-ways, and distribute on front yards of City residents. If the City is able to obtain additional chemical at a later date, then we could make it available to residents to use on their back yards. This system of distribution was approved by Council on motion by William Martin, seconded by Geline Dodd, all in favor. Traffic Control for Wylie Community Park. Park & Recreation Board had recommended to City Council to install posts and cable around the Community Park to stop traffic on the fields. City Manager advised he could purchase the materials from a Linden, Texas dealer for a total cost of $2,200. The purchase of this material was authorized with motion made by Reta Allen, seconded by Geline Dodd, all in favor. Several flood areas were discussed. Bo Daffin discussed tax exemptions for over-65 residents. No action was taken. Councilman Martin made a motion to recess into Executive Session, in accordance with Article 6252-17, subsection 2G, to discuss personnel a. matters. Councilwoman Allen seconded, all in favor. During Executive Session, the Council discussed the appointment of a person to succeed Councilman Bill Berry. They came out into a public session and the Mayor told individuals present that the City Council would try to make an appointment to replace Mr. Berry on June 1. The City Manager was instructed to put an item on the June 1 agenda authorizing the City to retain a part-time City Attorney. Mayor Squires reported to the builders, plumbers and electricians and developers in the audience of the progress made in his efforts to "streamline the annexation, zoning and development procedures". The City Council agreed by concensus to call special meetings as necessary to expedite approval of rezoning requests, preliminary and final plats. After this hot session was over, Councilwoman Geline Dodd made a motion to go back into Executive Session, seconded by Reta Allen, all in favor. No decisions were made.
