REGULAR MEETING
AUGUST 10, 1982
7:00 P.M.
The Wylie City Council met in regular session at 7:00 p.m. on August 10,
1982 in the Council Chambers. Mayor Squires presided. A quorum was pre-
sent and notice of the meeting had been posted for the time and manner
required by law. Those in attendance were the Mayor, Mayor Pro Tem
William Martin, Council members Percy Simmons, Harold Eavenson, Reta
Allen, and Geline Dodd, City Manager Lee Vickers, Brian Cowan, City
Secretary Gail Wallace, Police Chief Royce Abbott, John Yeager, Don
Kreymer, Joe Gandy and Nancy Umbach, Lone Star Gas, Frank Dockins,
General Telephone, Mike and Catherine McAnally, Richard Parker, Archie
Jones, David Englemann, Del Wilson, Richard Hampton, Melvin St. John,
George Frost, Stuart Wallace, and several other members of the Wylie
Sports Association.
Invocation was given by Mayor Squires.
Prior minutes and accounts payable were approved on motion made by
Councilman Martin, seconded by Councilwoman Allen, all in favor.
Mayor presented plaques of appreciation to Don Kreymer and John Yeager
for their service on the Planning & Zoning Commission.
Paving of one-half of Briarwood in front of Dr. Fulgham's residence
was discussed at length. Councilman Martin wanted assurance that the
repaving would alleviate the flooding problem to Dr. Fulgham's home.
City Manager advised that no guarantees could be made. He felt that
if the Fulgham's would install a shallow swale or valley gutter in
their front yard along with the paving job, the chances of flooding
would be much less than the paving job alone.
K. C. Swayze Construction Co. submitted the only bid for repaving
Briarwood. He bid $4,200 to pour the concrete plus an additional
$2,000 to cut out the old concrete. Councilwoman Dodd moved to accept
the total bid price of $6,200, seconded by Councilman Eavenson, all in
favor.
Joe Gandy and Nancy Umbach, Lone Star Gas, made a presentation to Council
regarding a requested rate increase of 7.49%. Council was advised that
if they do not take action on the rate request within 90 days, Lone Star
Gas can post bond to install the new rates 30 days from filing date.
Lone Star Gas did post the bond. Councilman Martin moved set a pubic
hearing on August 23 at 7:00 p.m. on the requested rate increase,
seconded by Councilman Eavenson, all in favor.
Repairs to Cat 12 Grader. City Manager advised that the Cat 12 motor
grader needed repairs and a scarifier attachment. Berry Brothers
had quoted a price of $2,900 to install a new starter motor and
�. scarifier. Sealed bids were not requested because there are so few
companies that work on this model grader. Councilman Martin moved to
spend the $2,900 to repair the grader and install the scarifier
attachment, seconded by Councilwoman Allen, all in favor.
Authorization was given to invite bids on pipe and other supplies for
water and sewer main construction. Mr. Cowan estimated materials costs
for replacing water and service lines on Mardi Gras and Memorial would be
$9,722.24. The materials costs for the sanitary sewer lines and force
main for the new lift station was $7,761.40. Councilman Eavenson made
motion to authorize City Manager to advertise for bids for these materials,
seconded by Councilwoman Dodd, all in favor.
Departmental reports were received. Chief Abbott advised the new squad
car had been received this date. Councilman Simmons requested that
advance planning be done to preclude the purchasing of police cars on
an emergency basis. Councilman Eavenson suggested that the City plan to
trade-off or get rid of police cars after 60 - 65,000 miles. City Manager
informed Council that the 1978 Plymouth had been transferred to the Fire
Department.
Richard Parker and several other members of the Wylie Sports Association
made a plea to Council for assistance in getting the new park ready for
fall season. After a rather lengthy discussion between Council and WSA
members, Councilman Eavenson suggested that a member of the Council be
appointed to attend WSA meetings to stay abreast of their needs and keep
the Council informed. Councilman Eavenson volunteered to attend the
meetings and act as liaison between WSA and Council .
After some discussion, it was agreed that the Sports Association would
not use the park at all in order to give the City an opportunity to get
seed planted and watered. City Manager advised he would try to get
permission from Mr. Switzer who purchased the property behind the Dairy
Queen for WSA to use the property for fall sports.
By concensus, Council approved the following administrative actions:
1) Repair IH Van fire damage at cost estimate $540.
2) Check cost of lease-purchasing street sweeper.
3) Make final payment on Wylie Community Park equipment building.
4) Invite bids for fence and gate, entrance to City Service Center.
5) Use contract labor to build equipment shed.
There being no further business, the meeting was adjourned.
