04-25-1983 (City Council) Minutes CALLED COUNCIL MEETING 0—"" CITY COUNCIL CHAMBER APRIL 25, 1983 6:00 P.M. The Wylie City Council met in called session at 6:00 P.M. on April 25, 1983, at City Hall in Council Chambers. A quorum was present and notice of the meeting had been posted for the time and in the manner required by state law. Those in attendance were Mayor Squires, Mayor Pro-Tem John Akin, Councilmen William Martin, Cleo Adams, Don Hughes, and Percy Simmons. City Manager Lee Vickers, City Secretary Sarah Connelly, Mike McAnally, Cathy McAnallyy, Tim Hemmingway, Don Kreymer, Bill Kreymer, Paul Hayes, City Attorney CaMille Elliott. Mayor Squires called meeting to order. Mayor Pro-Tem Akin gave the invocation. CONSIDER REQUEST BY MELVIN DELANEY FOR PERMISSION TO REPLACE A SMALL WATER LINE WITH A LARGER, NEW WATER LINE TO SERVE PORPERTY ALONG ALANIS LANE. Mr. Delaney requested permission to install larger (2"or3") water lines. Mayor Pro-Tem Akin questioned the status of current lines and was opposed to adding customers outside of City. Mayor asked Delaney about annexing into City. After detailed discussion on the subject Mayor Pro-Tem Akin made motion to table until City can investigate past situation and report to Council . Councilman Simmons seconded, ---�+, four for, one abstained, Cleo Adams. CONSIDER APPOINTMENT OR REAPPOINTMENT OF TWO MEMBERS OF PLANNING AND ZONING COMMISSION. Councilman Martin made motion to table appointment and reappointment of two Planning & Zoning members until 5-10-83 meeting, Councilman Adams seconded, all in favor. CONSIDER APPORVAL OF REPLAT OF FIVE LOTS ON WEST SIDE OF SOUTH SECOND STREET SOUTH OF PARK STREET(PRELIMINARY PLAT) City Manager read minutes of Planning and Zoning April 19, 1983 meeting in regards to this item. Stipulations that (1) drainage easements be carried out as in Trails Addition; (2) water line be installed so that this plat and Trails use same line; (3) street easement where 50 ft. would be extracted. Mayor stated that in a discussion with the two developers that they would construct street in undeveloped area, city to participate in 1/3 cost construction of bridge. City needs approval from property owners for paving street on south Second Street (four houses) . Administration was instructed that before this comes back to City Council for final plat approval that the issue of the road be totally resolved in writing exactly what next step is and who is committed to what partici- pation and what recommended recourse there is to the City. This includes the entire section of Second Street. Councilman Simmons made motion that section between Park and Stone be marked "No Parking" on east side. Motion died lack of second. Mayor also stated that prior to final plat approval that Council would like to know the dollar figure that would be required of the City. Councilman Simmons made motion to accept preliminary plat as recommended by Planning & Zoning with stipulations and final plat show utilities in such a manner as to allow ultimate expansion of this road to 36 feet. Councilman Hughes seconded, all in favor. City Council Minutes 4-25-83 Pg. 2 CONSIDER APPROVAL OF HOME CONSTRUCTION ON WINDSOR IN KINSINGTON MANOR ESTATES PRIOR TO COMPLETION OF WATER LINE BORING UNDER COTTONBELT RAIL- ROAD - After discussion on this item Mayor Pro-Tem Akin made motion to approve. Councilman Hughes seconded. Three (3) for, two (2) abstaining, Councilmen Adams and Simmons. DISCUSS SOLID WASTE COLLECTION PROBLEMS - It was the consensus of Council to have a study conducted by Refuse committee on avenues available to the City. CONDUCT EXECUTIVE SESSION FOR PERSONNEL MATTERS WITH LEGAL COUNSEL TO CLARIFY A PERSONNEL POLICY. Mayor entertained a motion to go into executive session in accordance with the terms of Article 62-52-17 V.A.C.S. Section 2 (g) to discuss personnel polity with legal counsel .
