11-28-1983 (City Council) Minutes 210 CITY COUNCIL MINUTES November 28, 1983 -^ 7:00 P.M. The Wylie City Council met in a called session on Monday November 28, 1983 in the Council Chambers at City Hall . Mayor Squires presided. A quorum was present and notice of the meeting had been posted for the time and manner required by law. Those present were Mayor Squires, Mayor Pro Tem John Akin, Councilman Percy Simmons, Don Hughes, Cleo Adams, and William Martin, City Manager Gus Pappas, City Secretary Carolyn Jones, I. W. Santry, and other citi- zens. Mayor Squires called the meeting to order and gave the invocation. Mayor Squires introduced the new City Manager, Gus Pappas. Mayor Pro Tem Akin was presented a plaque for his time and work as Acting City Manager from July 12, 1983 to November 12, 1983. Sign Ordinance for annexation of 125 acres west of Wylie on FM 3412: This track of land is located across from Birmingham Land Trust property. Motion was made by Mayor Pro Tem Akin to approve and sign ordinance for the annexation of 125 acres located on FM 3412. Seconded by Councilman Adams. All in favor. --• Sign Ordinance for rezoning of Block Tract 5D of Atterbury Survey: This tract of land is located across from Wylie Middle School and is surrounded by Birmingham, Stone and Ballard Streets. No action was taken on this ordinance due to not having legal breakdown for zoning. Sign Ordinance for zoning Wyndham Estates: This track of land is located between Highway 78, Kreymer Lane, Eubanks Road and Old Highway 78. Motion was made by Mayor Pro Tem Akin to approve and sign zoning ordinance for Wyndham Estates. Seconded by Councilman Simmons. All in favor. Approve Special Building Permit for Mr. Nelson and Mr. Potter: Mr. Nelson and Mr. Potter had purchased land in Wyndham Estates prior to this being annexed into the City. These parties are in business for themselves and are in need of buildings to store their equipment in. They were not in- formed at the time of purchasing the land that they could not build until all utilities were in. Councilman Simmons does not believe this should be considered a variance due to the wording in the zoning ordinance. Planning and Zoning recommends to Council to grant building permits to Mr. Nelson and Mr. Potter with stipulation that there is no water and sewer at this time. Motion was made by Mayor Pro Tem Akin to grant building permits with the understanding the City is under no obligation .. for utilities. Seconded by Councilman Adams. All in favor. Sign Ordinance for refuse collection being contracted out to Moore Industrial : The City Attorney has reviewed this ordinance to give an approval . Motion was made by Councilman Hughes to sign Ordinance. Seconded by Councilman Martin. All in favor. Approve and sign contract with Moore Industrial on the sale of City Sanitation equipment: Motion was made by Councilman Hughes to approve and sign contract with Moore for the equipment for $20,700.00. Seconded by Councilman Adams. All in favor. Consider Bids for Janitorial Services for City Hall and Library: Received only one bid for $120.00 month for one time a week, $180.00 month for twice a week cleaning. Motion was made by Mayor Pro Tem Akin to reject the bid. Seconded by Councilman Hughes. All in favor. Mayor Squires requested staff to re submit for bids again. Public Hearing for annexation of 1.949 acres East of Wylie on Highway 7R next to Alpha Omega Floors: Mr. Santry reported that Planning and Zoning recommends to Council this property be annexed. Water will probably be coming from a 14" line of the City at North Texas Municipal Water District. This will bring a line down both sides of Highway 78. This 14" line already has a T on it. Mayor Squires opened the meeting for Public Hearing. There being no opposition or questions, the public hearing was closed and this item returned to the Council table. Motion was made by Councilman Martin to approve first step for annexation. Seconded by Mayor Pro Tem Akin. All in favor. Preliminary Plat for Glen Knolls Mobile Home Park: Glen Knolls will be coming in under the Old Mobile Home Park. The owner of the park will maintain the water and sewer lines and the streets. There will be a back flow preventer on the owners side of the meter. The water lines from Holland Hitch will have to be extended as an 8" line and must be dedicated to the City. Streets will also have to be dedicated for fire protection. Mayor Pro Tem Akin wanted to know if the Plat Committee and Planning and Zoning Commission had reviewed and recommends this plat. Mr. Santry said both had seen the plat. Motion was made by Councilman Hughes and accept the preliminary plat. Seconded by Mayor Pro Tem Akin. Two in favor (Akin and Hughes) . One opposed (Adams). Two sustained (Simmons and Martin). Final Plat for Rustic Oaks: Motion made by Councilman Martin to table this item until it has been reviewed by the Plat Committee and Planning and Zoning Commission. Seconded by Councilman Adams. All in favor. New City Map: The original cost from Hogan and Rasor was $850.00 of which $425.00 has been paid. There is an additional charge of $800.00 due to the size of the map which will more than cover Wylie's growth. Councilmen Hughes and Simmons wants to be sure this map will fit the needs of Wylie and is what we need. Motion was made by Councilman Simmons to pay the additional charge. Seconded by Mayor Pro Tem Akin. All in favor. Acceptance of South Second Street: Mr. Santry reported South Second Street was ready and has been inspected. Motion was made by Mayor Pro Tem Akin to accept South Second Street and approve payment of the bill . Seconded by Councilman Adams. All in favor. Mayor and Council Reports: Mayor Squires reminded Council of a work session on Saturday, December 3, 1983. Mayor Squires also requested in the future that Planning and Zoning minutes be on Council table at the Council meetings. Mayor Squires also reported Control Specialist was calling in regards to their bill . Mayor informed them that Council was not satisfied with the bill due to the 100% higher than the estimate.
