12-03-1983 (City Council) Minutes CITY COUNCIL MEETING
December 3, 1983
9:00 A.M.
The Wylie City Council met in a called session on Saturday, December
3, 1983 in the Council Chambers at City Hall . Mayor Squires presided.
A quorum was present and notice of the meeting had been posted for the
time and manner required by law. Those present were Mayor Squires,
Mayor Pro Tem John Akin, Councilmen Don Hughes, Percy Simmons, Cleo
Adams, and William Martin, City Manager Gus Pappas, and City Secretary
Carolyn Jones.
Mayor Squires called the meeting to order. The purpose of the meeting
is to discuss goals for the City and where the City is now.
Home Rule ( Charter Committee) : The City is almost at 5,000 population
and it is time to think about home rule form of government. Council
is in agreement it is time to start to work on a home rule charter and
begin public relation work toward home rule. The charter should be
written to where state laws would adhere to it. Council requested City
Manager Gus Pappas to find out from the Attorney what rights the City
has to begin working toward home rule. Send for samples and try and
get a valid population for Wylie. The purpose for a committee is to
work on the charter. the Citizens will still have to vote on going
home rule
Impact Fee Ordinance: This Ordinance would help build new water towers
and sewer plants as the City grows and would not effect the tax on all
Citizens. Council would like to see this ordinance started.
Code Book of Ordinance and Personnel regulations: Council would like
to see this as soon as possible.
Computer: The City has spent approximately $4,900.00 on the computer in
house now. There is still money left for the computer for Utility Billing.
Mayor has a plan for the Utility Computer. The meter reader will key in
reading and then dump directly into computer. This will save several steps.
Code Enforcement Officer: Councilman Simmons did not believe the person
Gus Pappas brought in for an interview. Councilman Simmons is concerned
that Mr. Farres could not adopt to the City Codes. Mayor Pro Tem Akin
said if the City gives him codes to follow he would follow them. Council-
man Martin wanted to know if Public Works and Code Enforcement could not
be one person. City Manager Pappas said he thinks these should be two
separate jobs but also thinks for the next year one person could do both.
Mayor Pro Tem Akin said with only six men in Public Works, just does not
warrant a full time Director. Council is in agreement to bring in one
man for Code Enforcement Officer and Public Works Director. Salary will
be $22,000.00 plus moving expenses. Need to get an application and resume.
If references check out okay, then offer the job to Mr. Farres. Mr. Roddy
and Mr. Kreymer will work under him.
Secretary: Main question from Council is "Does City Hall need this person?"

After must discussion it was agreed this person was needed to help
with the work load from City Manager and City Secretary desks and
also for typing for Code Enforcement Officer. There is a salary for
this person in the budget.
Financial Controls: Begin next years budget in April , 1984. April will
be half way through the year. The budget will be presented to Council
in August. Also all purchase orders to go through City Managers office.
Procedures: Applications on each person who is to become an employee
of the City. Need Personnel Policy. Need a cut off date on Agenda.
Would like newsletter on what took place during the week. Mayor Squires
would like for staff to keep him and Council informed. Would also like
an agenda brief for Council , Planning and Zoning and Plat Review.
Would like follow up calls on things Council and Mayor request.
Check items on Agenda to be sure everything has to come before Council .
Nothing to be on agenda unless all steps and all preliminary work has
been done.
Need Ordinance creating the Plat Committee as soon as possible.
Motion was made by Councilman Adams to adjourn. econded by Mayor
Pro Tem Akin. All in favor.
