01-10-1984 (City Council) Minutes City Council Minutes January 10, 1984 7:00 P.M. The Wylie City Council met in regular session on Tuesday, January 10, 1984 in the Council Chambers at City Hall. Mayor Squires presided. A. Quorum was present and notice of the meeting had been posted for the time and in the manner required by law. Those in attendance were Mayor Robert B. Squires, Mayor Pro Tem John Akin, Councilmen Percy Simmons, Don Hughes, Cleo Adams, and William Martin and City Manager Gus Pappas, City Secretary Carolyn Jones, Public Works Director and Code Enforcement Officer Roy Faires, I. W. Santry, Mike Rawlings, and other Citizens. Approve Minutes and Accounts Payable: Motion was made by Mayor Pro Tem AKin to approve minutes and accounts payable. Seconded by Councilman Adams. All in favor. Sign Ordinance for Annexation of 1.949 acres East of Wylie: This tract of land is located Fast of Wylie on Highway 78 next to Alpha Omega Floors. Motion was made by Mayor Pro Tem Akin to approve and sign annexation Ordi- nance for this area. Seconded by Councilman Martin. All in favor. Approval of Relief Patrolman: City Manager Gus Pappas said that most of this patrolmarfs salary would come from cutting over time on regular officers. Mayor Pro Tem Akin said there was an advantage to this man since he has worked for Wylie Police Department before. Mayor Squires asked if this one Patrolman would eliminate the auxiliary patrolman. Chief Abbott said no; this would assure two men in the car. Motion was made by Councilman Hughes to approve the relief patrolman. Seconded by Mayor Pro Tem Akin. All in favor. Bids for Fire Department for Radio Base Station: Received two bids on this base station as follows: Ken's Communication - $4,996.00 - General Electric Radio Midland - $2,240.70 - Midland Radio Motion was made by Mayor Pro Tem Akin to award the bid to Midland in the amount of $2,240.70. Seconded by Councilman Adams. All in favor. Bids for Janitorial Services for City Hall and Library: Staff received only the one bid. It was recommended to staff to try to work out a cleaning program with staff and not accept that one bid. Departmental Reports: Mike Rawlings reported that the old red fire hydrants in the old section of the City are not working. There are approximately 25 of these fire hydrants. Mr. Santry said the fire hydrants should be checked on a regular basis. All department reports were accepted as submitted. Mayor and Council Report: Mayor Squires appointed a Committee to look at the telephone surveys updating the City equipment. Councilmen Hughes and Simmons are to serve on this committee. Council also agreed to move the February 14, 1984 meeting to Thursday, Fbruary 16, 1984. Councilman Martin is concerned about the amount of sand getting into the water. Councilman Martin suggested staff talk with North Texas Municipal Water District about this problem. Mayor Pro Tem Akin asked about the completion of the Park. As soon as it is completed, Council should give some thought about another grant for Phase II of the park. Mayor Pro Tem Akin is very interested in working with the Santa Fe Railroad on an agreement for the land. Santa Fee representatives are interested but want some of the crossing on Highway 78 closed. Mayor Pro Tem Akin said maybe an agreement could be reached to where the City would maintain the crossing instead of closing them. Councilman Hughes wanted the staff to have the park checked as there is a short in one of the light poles and also a short in the concession building. Councilman Simmons wants to see a cleanup campaign for the City this spring. Councilman Simmons wants to see the weedy lot ordinance enforced. City Manager Gus Pappas informed Council about the possible problem with Mr. Don Kreymer's Industrial buildings and apartments. There should be an ease- ment with Mr. Kreymer for City to be on property to read meters but Mr. Kreymer would be responsible for the lines. City Manager Gus Pappas informed Council of the cost for the Xerox machine, The City has been renting this machine for approximately 7 years at a cost of $210.00 plus each month. Xerox has offered this machine to the City for $1,400.00. The average monthly payment for last year was $246.00 each month. City Manager said the City could do better with newer copier equipment and with lease purchase. Motion was made by Councilman Hughes to go into executive session in accordance with the terms in Article 62 52-17 V.A.C.S. section 2e to discuss legal matters. Seconded by Councilman Adams. All in favor. Mayor Squires called Council back into open session. Motion was made by Council- man Adams to allow City Manager Gus Pappas a $200.00 a month car allowance.
