MINUTES
FEBRUARY 27, 1984
7:00 P. M.
The Wylie City Council met in a called session on Monday, February 27, 1984
at 7:00 P. M. in the Council Chambers at City Hall . Mayor Squires presided.
A quorum was present and notice of the meeting had been posted for the time
and in the manner required by law. Those in attendance were Mayor Robert
Squires, Mayor Pro Tem John Akin, Councilmen Cleo Adams, William Martin, Don
Hughes, Percy Simmons, City Manager Gus Pappas, City Secretary Carolyn Jones,
Roy Faires, Harold Spence, Don Kreymer, Brent Doll , and other citizens.
Presentation of Audit: Mr. Brent Doll , auditor for the City of Wylie, stated
his points had been brought out in a letter to the staff. City Manager Gus
Pappas said staff is working on these items and most have been corrected.
Right-of-way Dedication on Old Highway 78: This dedication is from Mr. Gary
L. McGuire. Motion was made by Mayor Pro Tem Akin to accept this dedication.
Seconded by Councilman Martin. All in favor.
Pay Scale for Election Judge and Clerks: The recommended pay scale is $5.00 P. H.
for election judge and $4.00 P. H. for election clerks. Motion was made by
Councilman Hughes to give City Secretary authority to pay the above to the
election judge and clerks. Seconded by Councilman Adams. All in favor.
Preliminary plat for subdivision commonly known as Wyndham Estates:
Councilman Simmons wanted clarification of the road being one half in the
City and one half in the County. City Manager Gus Pappas said that after
the County participated in paving Old Highway 78, they would deed it over to
the City in order for them not to have to maintain the road. Mayor Squires
wants this paving job addressed with County prior to the beginning of construct-
ion in this sub-division. Councilman Simmons wanted to know about the lift
station that would be servicing this area and if it was going to be moved. City
Manager Gus Pappas said the lift station was going to be moved and the
developers were working on the agreement and moving the lift station.
Motion was made by Mayor Pro Tem Akin to accept this preliminary plat for
Wyndham Estate. Seconded by Councilman Adams. All in favor.
Authorization for issuance of building permits in Oaks #4 subdivision and
policy guidlines for staff on future construction: Council agreed that City
Manager had the authority to issue building permits prior to completion of
subdivision, but no certificate of occupancy. Motion was made by Councilman
Adams to grant building permits in Oaks #4. Seconded by Councilman Martin.
Four (4) in favor. One (1 ) abstained (Councilman Simmons)
Ordinance creating The Building and Electrical Advisory Board and their powers
and duties: Members are appointed by Council , agenda's are posted 72 hours in
advance of meeting. Minutes are kept by a member of staff who will be present
at each meeting. Councilman Simmons does not want two (2) electricians on the
board and only one (1 ) builder. Mayor Pro Tem Akin wants to see one board and
not divide this board up into two boards. Mr. Roy Faires said the plumbers
should be added to this board also. The board should consist of:
two electricians ( one Masters and one Journeyman)
two builders
two plumbers
one tax payer
one staff member to be secretary
Council requested staff to rewrite the ordinance including building, electrical ,
and plumbing and bring it back in final draft with the above corrections.
Ordinance adopting the Uniform Traffic Act: Motion was made by Mayor Pro Tem
Akin to adopt the Uniform Traffic Act. Seconded by Councilman Martin. All in
favor.
Motion was made by Councilman Adams to recess to Executive Session under the
authority of Article 6252-17 of Vernon' s Annotated Civil Statutes section 2g to
discuss personnel matters. Seconded by Councilman Martin. All in favor.
Mayor Squires called Council back into open session.
Motion was made by Mayor Pro Tem Akin to offer employees on contract labor --
22 hours a month plus option to buy City insurance at their expense or to
retain their own. Seconded by Councilman Hughes. All in favor.
City Manager Gus Pappas gave proposed personnel regulations to Council for
review and comments. Also told Council there would be a coffee with the
builders and developers within the next few weeks.
Motion was made by Councilman Hughes to adjourn. econded by Councilman
Adams. All in favor.
