03-13-1984 (City Council) Minutes CITY COUNCIL MEETING MINUTES March 13, 1984 7:00 P.M. The Wylie City Council met in regular session on Tuesday, March 13, 1984 at 7:00 P.M. in the Council Chambers at City Hall . Mayor Squires presided. A quorum was present and notice of the meeting had been posted for the time and in the manner required by law. Those in attendance were Mayor Robert B. Squires, Mayor Pro Tem John Akin, Councilmen Percy Simmons, Cleo Adams, Don Hughes, William Martin and City Manager Gus Pappas, City Secretary Carolyn Jones, Public Works Director and Code Enforcement Officer Roy Faires, Chief Abbott, Gail Wallace, Mickey Foster, Mike Rawlings, 3ob Vincent, Cindy Peterson, and other citizens. Mayor Squires called the meeting to order and gave the invocation. Presentation of Plaque to Mr. John Seeley: Mayor Squires requested this item be tabled until the Council Dinner. Approval of Minutes : Motion was made by Mayor Pro Tem Akin to approve minutes as submitted. Seconded by Councilman Adams. All in favor. Proclamation for National Library Week: Librarian Cindy Peterson stated National Library Week will be April 8th - 14th. Miss Peterson is planning an open house on Saturday, April 14th. Motion was made by Councilman Adams to have the proclamation signed. Seconded by Councilman Martin. All in favor. Resolution appointing a member to the Board of Directors for the Wylie Industrial Development Corporation: In the past, Council has appointed the top 3 officers of the Chamber of Commerce. Mayor Squires would like to table. until he can meet with the Chamber officers. Motion was made to table this item by Mayor Pro Tem Akin. Seconded by Councilman Martin. All in favor. Second and Final Public Hearing for annexing 15 acres from D.H. !lilliams Survey (proposed site for new elementary school ) : This property is located on FM 3412. Mayor Squires opened the public hearing. There being no questions or opposition, the public hearing was closed. Motion was made by Mayor Pro Tem Akin to annex this 15 acres. Seconded by Councilman Hughes. Four in favor Councilman Adams abstained. Second and final Public Hearing for annexing 20 acres from E. C. Davidson Survey (proposed site for Westwind Meadows III) : Mayor Squires opened the the public hearing. There being no questions or opposition, the public hearing was closed. Motion was made by Councilman Martin to annex this 20 acres. Seconded by Councilman Adams. All in favor. Adopt Ordinance creating the Construction Board: Staff has checked with ..., other cities and found Dallas and Rockwall have tried this type of board but also has some problems. Councilman Hughes wanted to know if this Board would make decisions or would they make recommendations to Council . It was stated this board would only make recommendations to Council . Motion was made by Mayor Pro Tem Akin to approve this board. Seconded by Councilman Simmons. Four in favor Councilman Hughes abstained. Mayor requested City Manager to check and see who would be willing to serve on this board. Adopt Ordinance establishing fees : After discussing this fee ordinance, Mayor called for a motion. Motion was made by Councilman Martin to adopt the fee ordinance. Seconded by Councilman Simmons. All in favor. Approval for Revisions of Utility Layout for Glen Knoll Mobile Home Park: Request from the developers to relocate the utility lines. City Manager said the developers would have to re-lay all utility lines if these lines were ever sold to individual . The developer understands this and also under- stands he would have to bear the cost of these lines. Planning and zoning and Staff recommends this to Council for approval . Motion was made by Council - man Hughes to approve the revision of the utility layout. Seconded by Councilman Adams. All in favor. Approve Purchase and Payments: Motion was made by Councilman Adams to approve. Seconded by Councilman Martin. All in favor. Administrative Reports: City Manager reported to Council that on their monthly reports should begin showing interest earned on all accounts. Sales Tax is ahead of collection this time last year and also ahead of what was budgeted. Fireman Mike Rawlings reported most of their calls were in the County this past month. Also reported fire hydrants in Kinsington Manor are not working. Also need to look into having the gas meters protected in the alley ways. The gas meters need some type of cage or bars around them. All reports were accepted as submitted. Councilman Martin wanted to know if the trash problem in Kinsington Manor has been corrected. The developer has had a man out to pick up trash in this area. City Manager wanted to know if Council would like to meet on the second and fourth Tuesdays of each month. Council agreed and requested this be an item on the next agenda. Lester Gayler wanted to report that there are problems with teenagers at Impression Center. The teenagers are breaking glass all over the Parking Lot. City Manager requested this problem be turned over to staff and let them work on this problem. Motion was made by Councilman Adams to convene into Executive Session under the authority of Article 6252 - 17 of Vernon's Annotated Civil Statutes Section 2f. Seconded by Councilman Martin. All in favor. Mayor Squires called the meeting into open session. There being no action to take from Executive Session, motion was made by Councilman Adams to adjourn. Seconded by Councilman Martin.
