03-17-1984 (City Council) Minutes CALLED CITY COUNCIL MEETING - MINUTES MARCH 17, 1984 1 :00 P. M. The Wylie City Council met in a called session on Saturday, March 17, 1984 at 1 :00 P. M. in the Council Chambers at City Hall . Mayor Squires Presided. A quorum was present and notice of the meeting had been posted for the time and in the manner required by law. Those in attendance were Mayor Robert B. Squires, Mayor Pro Tem John Akin, Councilmen William Martin, Cleo Adams, Don Hughes, Percy Simmons, City Manager Gus Pappas, City Secretary Carolyn Jones, P.W.D. and C.E.O. Roy Faires. Mayor Squires called the meeting of order and reminded Council this meeting was called to have a work shop on the Impact Fee that was passed on March 13, 1984 Council meeting. Mayor Squires said the main feed back being received from the impact fee was who would pay it and when did it go into effect. Councilman Adams said the developer who called him said before he could begin developing his property he would have to pay $168,000. up front. Mayor Squires said yes he would pay the fee but not all at one time. It would be paid on final acceptance of each phase. Councilman Martin wanted to know which the City would want to collect this fee from, the builder or the developer. City Manager Gus Pappas said it did not matter except he would prefer not to charge 50% to the builder and 50% to the developer. Councilman Simmons has two (2) concerns about the fee: 1 . the $500.00 might keep the builders from coming in, 2. the City is increasing the price of the fee to the home owner for this property. If the impact fee goes to the builder the City will not loose on this fee, since there are only a number of lots that will be ready to permit prior to the effective date of the impact fee. Mayor and Council agreed the impact fee should be put on the builder and collected at time of permit. Should have an effective date of May 1 , 1984. Mayor and Council agreed to amend Ordinance No. 84-12 with the Impact Fee being due and payable at the time of the building taking out the permit.
