MINUTES

7:00 P. M.
The Wylie City Council met in a called session on Tuesday, April 24,
1984 at 7:00 P. M. in the Council Chambers at City Hall . Mayor Akin presided.
A quorum was present and notice of the meeting had been posted for the time and
in the manner required by law. Those in attendance were Mayor John Akin, Mayor
Pro Tem Hughes, Councilmembers Percy Simmons, Cleo Adams, William Martin and
Gail Wallace, City Manager Gus Pappas, City Secretary Carolyn Jones, P.W.D. &
C.E.O. Roy Faires, Bob Vincent, Don Kreymer, Mike Cummings, Mr. & Mrs. Sherwood,
and Elayn and Scott from The Wylie News.
Mayor Akin called the meeting to order and Councilmember Martin gave the
invocation.
First Public Hearing - Annexation of 170.91 Acres (commonly know as Hassie
Hunt Properties) : This acreage is out of Francisco de la Pina Survey and
Allen Atterbury Survey. It is located on Stone Road east of Wylwood V and
east of Wylie Community Park. Mayor Akin opened the public hearing. There
being no questions or opposition to the annexation, the public hearing was
closed and the item returned to the Council table. Council did want to know
which lift station would take; care of this subdivision.Part of the sub division
will flow to Rush Creek lift station and the other part to the Park life
station. Motion was made by Mayor Pro Tem Hughes to proceed with the next
step for annexation of this 170.91 acres. Seconded by Councilmember Adams.
All in favor.
First Public hearing - Annexation of 46.5366 Acres: This tract of land is
out of the Francisco de la Pina Survey and is located at the corner of Paul
Wilson Road and County Road 383. Mayor Akin opened the public hearing.
There being no questions or opposition, the public hearing was closed and
the item returned to the Council table. Councilmember Adams is concerned
about the drainage ditch that runs through this property. City Manager Gus
Pappas said this ditch would have to be left open for drainage for this
sub division. Motion was made by Mayor Pro Tem Hughes to proceed with
the next step toward annexation of this 46.5366 acres. Seconded by
Councilmember Martin. All in favor.
Public Hearing on Zoning Request for Lot 1C, Block 9, Railroad Addition:
This property is presently zoned Retail and has a request for zoning change
to Industrial . Mayor Pro Tem Hughes ask Mr. Sherwood if there would be
any type of machines or equipment that would go against people with
pacemakers, since this property is next to the nursing home. Mr. Sherwood
assured Council there would be no mircowave equipment in use. Mayor Akin
asked how many employees Mr. Sherwood would have. Mr Sherwood said approximately
fifteen (15) to begin with but could possibly climb to 100 employees after the
business is opened and builds up.
Mayor Akin opened the public hearing. There being no questions or opposition
the public hearing was closed and this item returned to the Council table.
Motion was made by Councilmember Adams to rezone Lot 1C, Block 9, Railroad
Addition from Retail to Industrial . Seconded by Councilmember Wallace.
All in favor.
Plat approval for 8.446 Acres out of S. S. Bell Survey, Abstract No. 37: This
tract of land is outside the City Limits but in the E.T.J.and County has
requested it be reviewed by us. Motion was made by Councilmember Adams to
approve the plat. Seconded by Councilmember Martin. All in favor.
Preliminary Plat - 20 Acres out of E. C. Davidson Survey, Abstract No. 267: This
tract of land is commonly referred to as Westwind Meadows III and is located
adjacent to Westwind Meadows II. Planning and Zoning recommends this preliminary
plat to Council for approval . Motion was made by Councilmember Martin to
approve the preliminary plat for Westwind Meadows III. Seconded by Councilmemeber
Simmons. All in favor.
Final Approval of Railroad Industrial Park: Mr. Bill Kreymer and Mr. Roy Faires
have inspected this sub division and reported all items have been taken care
of and the sub division has passed all inspections. Motion was made by
Councilmember Wallace to approve and accept Railroad Industrial Park.
Seconded by Councilmember Adams. Four (4) in favor - Mayor Pro Tem Hughes
Abstained.
Approval and Adoption of Revised Budget for Fiscal Year 1983-84: Mayor Akin
pointed out the expenses was only 45% of the amount of expected revenues. Motion
was made by Mayor Pro Tem Hughes to approve and adopt the Revised Budget.
Seconded by Councilmember Martin. All in favor.
Authorization for payment of $45,507.72 to Texas Bitulithic Company for the
Repaving of Memorial and Mardi Gras Streets: City Manager Gus Pappas pointed
out the revised budget reflects this bill to be paid without borrowing the
money. Motion was made by Councilmember Martin to approve payment to Texas
Bitulithic Company. Seconded by Mayor Pro Tem Hughes. All in favor.
Authorization to Receive Bids for the Purchase of a Pickup for Public Works:
Staff would like authority to receive bids on a 3/4 Ton Pickup with 2 Wheel
Drive and 3/4 Ton Pickup with 4 Wheel Drive. City Manager Gus Pappas said there
was $11 ,000.00 in the budget for the purchase of this truck. Motion was made
by Councilmember Adams to grant authority to staff to receive bids on this
pickup. Seconded by Councilmember Wallace. All in favor.
Authorization to Receive bids for the Purchase of Trash Bags: Motion was made
by Councilmember Simmons to give authorization to staff to receive bids on the
purchase of trash bags. Seconded by Councilmember Martin. All in favor.
Authorization for Lease/Purchase of a Tractor/Mower: The tractor/mower is a
John Deere 2350 with canopy with rotary cutter, brush hog and box blade.
The total price if $19,247.00 for three (3) pieces. Lease/purchase plan
is 5 years at $387.56 per month. Motion was made by Mayor Pro Tem Hughes to
grant authorization to staff for lease/purchase of the John Deere 2350
Tractor/Mower. Seconded by Councilmember Wallace. All in favor.
Authorization for Lease/Purchase of A Sewer Rodding Machine: This sewer rodding
machine is a Auqua Jet 1550 - list price of $16,900.00. Lease purchase price
of $15,315.00 with monthly payments of $410.29 for four (4) years. Motion was
made by Councilmember Adams to grant authorization to staff for the lease/purchase
of the sewer rodding machine. Seconded by Councilmember Wallace. All in favor.

Citizen Participation: A citizen is concerned about all the junk yards building
along Highway 78. City Manager Gus Pappas said he was aware of this problem and
was trying to bring in and enforce ETJ powers to contain the problem as is --�
and without growth.
Executive Session: Motion was made by Mayor Pro Tem Hughes to convene into
Executive Session under the authority of article 6252-17 of Vernon's Annotated
Civil Statutes Section 2 Paragraph (g) "Personnel Matters" . Seconded by
Councilmember Wallace. All in favor.
Motion was made by Councilmember Adams to reconvene in open session. Seconded
by Councilmember Wallace. All in favor.
Appointments to Construction Code Board: Motion was made by Councilmember
Simmons to appoint Kevin St. John, Marvin Blakey, Glenn Morrow, James
Potter, John Seeley, James Seabourne, and Bill Chapman to this board. Seconded
by Councilmember Adams. All in favor.
Appointment to Zoning Board of Adjustments: Motion was made by Councilmember
Martin to table this item until the next Council meeting. Seconded by
Councilmember Adams. All in favor.
Appointments to Park and Recreation Board: Motion was made by Councilmember
Wallace to appoint Bill Coker and Curtis Hale to this Board. Seconded by
Councilmember Adams. All in favor.
Appointment to North Texas Municipal Water District Board: Motion was made
by Councilmember Adams to appoint C. Truett Smith to this Board. Seconded
by Councilmember Martin. All in favor.
Council Discussion: Mayor Akin requested that Council grant a 5% pay increase
to the City Manager effective May 15, 1984. Mayor Akin requested this be an
item on the next agenda.
Councilmember Simmons reported in alley behind Woodhollow Court the manhole
is caving in. This has been repaired once.
Mayor Pro Tem Hughes reported the alley between Dogwood and Briarwood need to
be patched. This is a concrete alley.
Councilmember Martin expressed his thanks to Mayor Akin and the Council for
appointing him for the remainder of Mayor Akin's Council term. Councilmember
Martin said it was an honor to be_ asked__to=fill, this _one_year_:term.
Councilmember Martin wanted to know the status of the Control Specialist
bill . City Manager Gus Pappas said the City Attorney had not contacted
him iwth having the City a signed release.
Councilmember Martin would like to see a joint effort to promote Wylie with
the Chamber, City, Lyons Club, and other organizations in Wylie.
Councilmember Adams said the Southside of Hilltop and Stone has been washed
out to the point you drag your cars when you turn down Hilltop. City Manager
Gus Pappas said this could be fixed, but it is a big problem and a big job.
Councilmember Wallace expressed her thanks to the City Manager and the Mayor
W - for spending time with her and bring her up to date on what was happening
in Wylie. Also has a complaint reported to her about the traffic not watching
for kids on bicycles. Would like to see the City and Wylie News work together
in asking for help in watching for kids.
Mayor Akin asked if any of the Councilmembers wanted to go to the Collin
County Public Officals meeting on Thursday, April 26th at 7:00 P. M.
Councilmembers Simmons, Martin and Wallace said they would attend. Mayor
Akin reported Clean up - Fix up-Paint up Campaign for Wylie was May 12th.
Staff member Barbara LeCocq was sending out letters about a meeting on May 4th
in Council Chambers at City Hall at 5:00 P. M. This meeting is to organize
and plan for May 12th Work Day.
City Manager Gus Pappas said there was a recycling program for asphalt streets.
The Company would bring their machine out and do a street as a demostration.
This type of asphalt is very cost effective.
Councilmember Simmons said there was water standing at Fourth and Hilltop. Also
there is a trailer in Wylie Butane Park that has raw sewage dumping on top of
the ground. Reports that the neighbors have contacted the owner of the Park
but has has no response.
Mayor Akin reported there is need of patch work on Jackson Street and Oak Street.
Also there is a need for patching on Valentine.
City Manager Gus Pappas reported concern of the drainage channel behind
Valentine Street. Property owners are loosing their property to this ditch.
There needs to be some repair work done to reinforce this drainage channel .
Councilmember Adams reported Birmingham and Williams Streets needed patching.
Councilmember Martin reported First Street in front of the Baptist Church
and also Stone Road at Kirby and Between Ballard and Birmingham on Stone Rd.
needs patching.
Councilmember Simmons would like for staff to contact all concrete companies
and let them know which route to use for each of the new sub divisions.
Motion was made by Councilmember Wallace to adjourn. Seconded by Mayor Pro
Tem Hughes. All in favor.
