CITY COUNCIL MEETING

May 8 , 1984
7 : 00 P .M.
The Wylie City Council met in regular session on Tuesday, May 8 ,
1984 at 7 : 00 P.M. in the Council Chambers at City Hall . Mayor
Akin presided. A quorum was present and notice of the meeting
had been posted for the time and in the manner required by law.
Those in attendance were Mayor John Akin, Mayor Pro Tem Don Hughes ,
Councilmembers Cleo Adams , Gail Wallace, William Martin and Percy
Simmons , City Manager Gus Pappas , City Secretary Carolyn Jones ,
P.W. D. & C. E. O. Roy Faires , Chief Abbott , Bob Vincent , Mike
Cummings , Don Kreymer, Tim Hemingway and Elayne and Scott from
the Wylie News .
Mayor Akin called the meeting to order and gave the invocation.
Approval of Minutes : Minutes were approved as submitted.
Proclamation designating May 13-20, 1984 as National Nursing Home
Week: Motion was made by Mayor Pro Tem Hughes to accept and sign
the proclamation for National Nursing Home Week. Seconded by
Councilmember Martin. All in favor.
Appointment of a Health Officer for the City of Wylie : Staff re-
commends approval of Dr. Edward Aldridge for the position of
Health Officer. Motion was made by Councilmember Adams . Seconded
by Councilmember Martin. All in favor .
Ordinance - Annexing thirty (30) Acres out of the C .C . Davidson
Survey: This property is located on FM 544 East of Century Ready
Mix. Motion was made by Mayor Pro Tem Hughes to sign the annexa-
tion Ordinance. Seconded by Councilmember Wallace. All in favor .
Second Public Hearing for Annexing 46. 5366 Acres out of the Francisco
de la Pena Survey: This property is located on, Paul Wilson Road
and County Road 383 . Mayor Akin opened the Public Hearing. There
being no questions or opposition from the floor, the Public Hearing
was closed and this item returned to the Council table. Motion
was made by Councilmember Adams to approve the annexation and to
prepare the Annexation Ordinance. Seconded by Councilmember Wallace.
All in favor.
Second Public Hearing on annexing 170. 91 acres out of the Francisco
de la Pina Survey and the Allen Atterbury Survey: This property
is located on the north and south side of Stone Road just east of
Woodhollow Drive. It is commonly known as Hassie Hunt Properties.
Mayor Akin opened the Public Hearing. There being no questions or
opposition from the floor , the public hearing was closed and this
item returned to the Council table. Motion was made by Council-
member Wallace to approve annexation and to prepare the Annexation
Ordinance. Seconded by Councilmember Adams . All in favor .

Public Hearing for Zoning Thirty (30) acres out of the E. C .
Davidson Survey: This property is located on FM 544, East of
Century Ready Mix. This property is submitted for zoning as
follows :
14 acres South of RR - Industrial
16 acres North of RR to remain agricultural
Planning & Zoning Commission recommends the above zoning be
approved by Council .
Mayor Akin opened the Public Hearing. There being no questions
or opposition from the floor , the public hearing was closed and
the item returned to the Council table. Motion was made by
Councilmember Wallace to approve zoning of 14 acres for Industrial
on the South side of R.R. and 16 acres as agricultural on the North
side of R.R. Seconded by Councilmember Adams . All in favor .
Sign Ordinance Zoning on Thirty (30) Acres out of E.C . Davidson
Survey: This property is located on FM 544 East of Century Ready
Minx. Motion was made by Mayor Pro Tem Hughes to sign the Ordinance
zoning this 30 acre tract - 14 aces Industrial and 16 acres Agri-
cultural. Seconded by Councilmember Simmons . All in favor.
Approve & sign Ordinance Annexing 86. 766 Acres out of D .W. Williams
Survey: This property is located on FM 3412 east of the new Elemen-
tary School site, and is now referred to as Pointe North Addition.
Motion was made by Mayor Pro Tem Hughes to sign the Annexation
Ordinance. Seconded by Councilmember Simmons . All in favor.
Public Hearing on Zoning & signing Zoning Ordinance for Pointe
North was tabled until May 22nd meeting.
Public Hearing on re-zoning Lots 11 & 12 Block 5 of Kellers 1st
addition: This re-zoning request is from Single Family 2 to Retail .
Mayor Akin opened the Public Hearing. There being no questions
or opposition from the floor the public hearing was closed and
this item returned to the Council table. Motion was made by Mayor
Pro Tem Hughes to re-zone Lots 11 & 12 Block 5 of Kellers 1st Addi-
tion to Retail . Seconded by Councilmember Wallace. All in favor .
Sign Ordinance Re-Zoning Lots 11 & 12 Block 5 of Kellers 1st Addition ;
Motion was made by Mayor Pro Tem Hughes to sign ordinance re-zoning
lots 11 & 12 - Block 5 of Kellers 1st Addition to Retail . Seconded
by Councilmember Wallace. All in favor .
First Public Hearing on Annexation of Property known as Wylie
Cemetery: Mayor Akin opened the Public Hearing. There being no
questions or opposition from the floor, the Public Hearing was
closed and the item returned to the Council table. Motion was
made by Councilmember Adams to procede to the next step toward
annexation of the Wylie Cemetery. Seconded by Councilmember
Wallace. All in favor.
Approve and sign Ordinance Re-zoning a portion of the tract known
as "The Meadows" : This property is located between Birmingham,
Stone and Ballard. The public hearing for this re-zoning was done
in early fall but the ordinance was not brought back to Council
for approval to be signed. The zoning is one (1) acre for Retail
and the remaining acres for 2F (duplexes) . Motion was made by
Mayor Pro Tem Hughes to approve signing of zoning ordinance.
Seconded by Councilmember Martin. All in favor .
Approve and sign Ordinance Re-zoning Lot 1C Block 9 Railroad
Addition: This property was re-zoned from Retail to Industrial .
Motion was made by Mayor Pro Tem Hughes to approve signing of
Ordinance. Seconded by Councilmember Adams . All in favor .
Final Plat Approval Property known as Wyndham Estates : City Manager
Gus Pappas said the County would participate in the paving of the
Old Highway 78 and the developer of Wyndham would also participate
in the paving of Old Highway 78 . Kreymer Lane and Eubanks have
been paved - not up to City requirements but they are paved.
Mayor Akin said he wanted a committment that old Highway 78 would
by paved. Byron Cook told Mayor Akin the City had that committment .
Motion was made by Councilmember Simmons to accept the final plat
of Wyndham Estates . Seconded by Mayor Pro Tern Hughes . All in
favor.
Proposed Ordinance limiting construction work activities to speci-
fic times of day and days of week: There has been numerous calls
complaining about concrete trucks and construction workers be-
ginning work early in the morning and late at night . Council-
member Simmons said construction should not be allowed from 10 : 00
P.M. until 6 : 00 A.M. and no construction work on Sunday. Mayor
Akin suggested this item be tabled until City Manager Gus Pappas
could meet with Chief Abbott and Roy Faires and work out all the
details . Motion was made by Mayor Pro Tem Hughes to table . Se-
conded by Councilmember Martin. All in favor .
Authorization for Merit Pay Increase for City Manager : Motion was
made by Mayor Pro Tem Hughes to authorize merit pay increase of
57 to City Manager effective May 15 , 1984. Seconded by Council-
member Wallace. All in favor .
Paid Bills : Motion was made by Mayor Pro Tem Hughes to accept
the paid bills as submitted. Seconded by Councilmember Adams .
All in favor.
Accounts Payable: Motion was made by Mayor Pro Tem Hughes to
approve accounts payable as submitted. Seconded by Councilmember
Wallace. All in favor .
Financial Report : Motion was made by Councilmember Simmons to •�•.
approve financial report as submitted. Seconded by Mayor Pro
Tem Hughes . All in favor.

Departmental Reports : All departmental reports were accepted as
submitted.
Council Discussion: Mayor Akin thanked Council for their help
during Cleanup kick off. Mayor Akin also thanked Councilmembers
Wallace, Simmons and Martin for going to the Collin County Public
Officials Meeting. The next meeting will be on Thursday, May
24th, at the Holiday Inn in McKinney.
Councilmember Simmons said the alley between Woodhollow and Dogwood
needs repairs . Also City crews need to get the section cracks in
new concrete streets sealed with tar .
Councilmember Martin is concerned about professional bingo being
contracted in Wylie. Councilmember Martin wanted to know how
the Council feels about this type of professional groups coming
into the City. Councilmember Adams said the City would be open-
ing up the doors for everything if this was allowed.
Councilmember Adams observed while driving through other cities
that there are signs posted in lots stating when zoning changes
are being considered. He wondered why Wylie did not do this .
Council requested the City Manager to check on the cost of these
signs .
Councilmember Wallace expressed concern about the trees in her
area being in the power lines . Texas Power and Light representa-
tive , Bob Vincent , said every three years T P & L cuts the trees
in Wylie and this is the year.
Motion was made by Mayor Pro Tem Hughes to adjourn. Seconded by
Councilmember Martin. All in favor .
