The Wylie City Council met in regular session on Tuesday, May
22 , 1984 at 7 : 00 P.M. in the Council Chambers at City Hall.
Mayor Akin presided. A quorum was present and notice of the
meeting had been posted for the time and in the manner required
by law. Those in attendance were Mayor John Akin, Mayor Pro
Tem Don Hughes , Councilmembers Cleo Adams , Percy Simmons , and
William Martin, City Manager Gus Pappas , City Secretary Carolyn
Jones , C.E.O. & P.W.D. Roy Faires , Sarah Connelly, Bob Vincent ,
Brian Chaney and Elayne and Scott from Wylie News . Council-
member Wallace was absent .
Mayor Akin called the meeting to order and gave the invocation.
Public Hearing on Zoning of the Property known as Wylie Glass :
This property is located adjacent to Alpha Omega Floors . This
property has requested Industrial Zoning. Mayor Akin opened the
public hearing . There being no questions or opposition, the
public hearing was closed and this item returned to the Council
table. Motion was made by Councilmember Martin to approve zoning
as Industrial for Wylie Glass . Seconded by Councilmember Adams .
All in favor.
Sign Ordinance Zoning Wylie Glass : Motion was made by Council-
member
Adams to sign Ordinance zoning Wylie Glass as Industrial .
Seconded by Councilmember Simmons . All in favor.
Sign Ordinance Annexing 86. 766 Acres out of D.W. Williams Survey
commonly known as Pointe North Addition: Motion was made by
Mayor Pro Tem Hughes to approve and sign annexation ordinance.
Seconded by Councilmember Martin. All in favor.
Public Hearing - Zoning Pointe North Addition: Requested zoning
for Pointe North is as follows :
7 . 095 Acres - Business
12. 417 Acres - 2F
31 . 697 Acres - SF1
35 . 557 Acres - SF2
86. 766 Acres
Mayor Akin opened the public hearing . There being no questions
or opposition, the public hearing was closed and this item re-
turned to the Council table. Motion was made by Mayor Pro Tem
Hughes to approve above zoning for Pointe North Addition. Se-
conded by Councilmember Adams . All in favor.
Sign Ordinance Zoning Pointe North Addition: Motion made by Mayor ,oi,,,
Pro Tem Hughes to approve and sign Zoning Ordinance for Point North
Addition. Seconded by Councilmember Martin. All in favor.
Second Public Hearing - Annexing property known as Wylie Cemetery :
Mayor Akin opened the public hearing. There being no questions
'-" or opposition, the public hearing was closed and this item re-
turned to the Council table. Motion was made by Councilmember
Martin to approve annexation and prepare the Ordinance . Seconded
by Councilmember Adams . All in favor.
Public Hearing - Zoning the site for new Elementary School : This
property is located on FM 3412 and had requested SF1 Zoning . Mayor
Akin opened up the public hearing. There being no questions or
opposition from the floor, the public hearing was closed and this
item returned to the Council table. Motion was made by Council-
member Simmons to approve SF1 Zoning for the new elementary school
site. Seconded by Councilmember Martin. Three (3) in favor.
Councilmember Adams abstained.
Sign Ordinance Zoning New Elementary School Site : Motion was made
by Mayor Pro Tem Hughes to sign ordinance zoning the New Elemen-
tary School site SF1 . Seconded by Councilmember Simmons . Three
(3) in favor and Councilmember Adams abstained.
Public Hearing Zoning the Property known as Bowden Concrete :
This property is requested for Industrial Zoning. Mayor Akin
opened the public hearing. There being no questions or opposition,
the public hearing was closed and this item returned to the Council
table. Council had some discussion on whether or not Industrial
was the zoning for this area. It could be zoned B2 and the concrete
company would be under the grandfather clause . At the same time,
the concrete company could not expand. After much discussion,
Council agreed on Industrial Zoning. Motion was made by Council-
member Adams to zone Bowdin Concrete Industrial . Seconded by
Councilmember Martin. All in favor.
Sign Ordinance Zoning Bowden Concrete : Motion was made by Mayor
Pro Tem Hughes to sign ordinance zoning Bowden Concrete Industrial .
Seconded by Councilmember Martin. All in favor .
Public Hearing on Special Use Permit for a Portable Buildin• for
Wylie Day Care : Mayor Akin opened up the public hearing . T ere
being no questions or opposition, the public hearing was closed
and this item returned to the Council table. Motion was made
by Councilmember Martin to grant special use permit to Wylie Day
Care. Seconded by Councilmember Adams . All in favor.
First Public Hearing - Annexation of the property known as Alpha
Omega Floors : Mayor Akin opened the public hearing. There being
no questions or opposition, the public hearing was closed and this
item returned to the Council table. Motion was made by Council-
member Simmons to move forward with the next step for annexation
of Alpha Omega Floors . Seconded by Councilmember Adams . All in
favor .
Approval of Ordinance Controlling and Regulating Junkyards and
Salvage Yards : After some discussion, the following correction
was made to the ordinance :
Section D. - Annual License Fee

(2) should be $1, 000. 00 instead of $100 . 00.
Section F - (5) Enclosure Requirement
(a) Instead of the word tight - should be opaque
(b) Instead of six feet - the fence should be 10 feet .
Section I Penalty - add -
Each day a violation is allowed to continue will be
deemed a separate and distinct offense.
Motion was made by Councilmember Martin to adopt the ordinance
with the above corrections . Seconded by Councilmember Adams . All
in favor.
Authorization for Mayor to sip Documents correcting error in metes
and bounds description in exczange of Properties between City of
Wylie and Hassie Hunt Properties , Inc . : Motion was made by Council-
members Martin to grant authorization for the Mayor to sign the
above described documents . Seconded by Councilmember Simmons .
All in favor.
Authorization to advertise for bids for two (2) Water Ground Storage
Facilities : The need is here for the placing of two (2) ground
storage tanks to upgrade the water district for the growth of the
City. Motion was made by Councilmember Martin to grant authoriza-
tion for bids on two ground storage tanks . Seconded by Council-
member Adams . All in favor .
Acceptance of Utility Easement from the LMB Corp. for Sanitary
Sewer : This easement is for the sewer system coming from Rustic
Oaks . The easement is on the corner of the Benson Properties
commonly known as Westgate on the FM544 side. Motion was made by
Councilmember Simmons to accept easement for Sanitary Sewer .
Seconded by Mayor Pro Tem Hughes . All in favor.
Acceptance of Utility Easement from Ralph Pinkus for Sanitary Sewer :
Motion was made by Mayor Pro Tem Hughes to accept this utility
easement. Seconded by Councilmember Simmons . All in favor.
Citizen Participation: Sarah Connelly wanted to thank the Council
and City for picking up the brush in the alley ways . Sarah also
wanted to know if the water fountain at Kirby Park could be repaired.
Council Discussion: City Manager Gus Pappas reported Roy Faires
had contacted Texas Highway Department about repairing Ballard
Street. Texas Highway Department agreed it was their responsi-
bility to repair Ballard from curb line to curb line. They will
repair Ballard but would not committ themselves to a date.
Mayor Akin reported the County is beginning work on old Highway 78 .
Councilmember Simmons would like for the staff to check with the ."
State on putting more lights on new Highway 78 . He would also like
to see the staff back on the project of correcting easements on
Akin Lane.
Councilmember Martin has concern in the Oaks Addition where a
builder is building a deck over what appears to be a drainage
.-4. ditch. City Manager Gus Pappas said this was not a drainage ditch.
This area belongs to the property owners .
Mayor Akin appointed the following committees :

Councilmembers Wallace and Adams
Mayor Akin wanted to thank the Council for the work done on clean-up
day in Wylie.
May 24th is Collin County Public Officials Meeting - Councilmember
Simmons , Mayor Pro Tem Hughes and Carolyn Jones said they would
attend.
Motion was made by Mayor Pro Tem Hughes to adjourn. Seconded by
Councilmember Adams . All in favor.
