06-26-1984 (City Council) Minutes CITY COUNCIL MINUTES REGULAR MEETING JUNE 26, 1984 7 : 00 P.M. The Wylie City Council met in regular session on Tuesday, June 26, 1984 at 7 : 00 p.m. in the Council Chambers at City Hall . Mayor John Akin presided. A quorum was present and notice of the meeting had been posted for the time and in the manner required by law. Those in attendance were Mayor John Akin, Mayor Pro Tem Don Hughes , Councilmembers Percy Simmons , William Martin, Cleo Adams , Gail Wallace, City Manager Gus Pappas , C. E. O & P.W.D. Roy Faires , Secretary Barbara LeCocq , Chief of Police Royce Abbott , Elayne Mayes and Scott Dorsey of The Wylie News , Michael Cummings and Harold Spence. Mayor Akin called the meeting to order and Councilmember Adams gave the invocation. Final Public Hearing on Annexation of Boyd Industrial Park: This tract of land consists of 3 . 025 acres out of the Francisco De La Pina Survey, Abstract 688 , located on Highway 78 East . Mayor Akin declared the meeting open for the second and final public hearing on the annexation of this property. There being no questions or comments the public hearing was closed and the item returned to the Council table for comment . A motion was made by Councilmember Wallace to prepare the ordinance for annexation. Seconded by Councilmember Adams . Motion carried unanimously. Final Public Hearing on Annexation of Steele Industrial Park: This property is located of F.M. 544 West and is comprised of 44. 730 acres out of the William Sachse Survey, Abstract 835 . The public hearing was opened by Mayor Akin. There being no questions or comments , the item was returned to the Council table . A motion was made by Councilmember Adams to prepare the ordinance of annexation. Motion seconded and carried unanimously. Approval of Final Plat for West Wind Meadows III: City Manager Pappas gave the staff recommendation for approval with the stipulations stated in the letter of transmittal from the Planning & Zoning Commission which were to eliminate Lot 11 , Block 5 from the plat in order to have the capability of extending Windcrest Drive to Old Sachse Road at some future date . There being no further discussion, Councilmember Martin made a motion to approve the final plat of West Wind Meadows III with the stipulation that Lot 11, Block 5 be eliminated. Motion seconded by Councilmember Adams . All in favor. Proposed Personnel Regulations : Mayor Akin asked if members of the Council had had ample time to review this document . Council-- member Hughes made a motion, seconded by Councilmember Simmons , to table this item. Motion carried unanimously. Acceptance of Streets and Utilities in Oaks IV: Staff recommends approval by authority of inspections made by Roy Faires , Building Official. There being no discussion or comments , a motion was made by Mayor Pro Tem Hughes to accept the streets and utilties in Oaks IV Addition. Motion seconded by Councilmember Adams . Motion carried by a vote of 4-0 with Councilmember Simmons abstaining. OOO ' 'J Amendment to Ordinance 79-9 Section 1 - Overnight Parking : Mrs . Don Donovan (name corrected - agenda read Mrs . Pat Donovan) presented a petition to Mayor Akin and the Council asking for changes in Ordinance 79-9 Section 1 regarding overnight parking. After much discussion by Mrs . Donovan and members of the Council the item was returned to the Council table. Councilmember Martin made a motion to retain Ordinance 79-9 Section 1 as written with no changes . Motion seconded by Councilmember Simmons . Motion carried 4-0 with Councilmember Adams abstaining. Citizen Participation : No discussion. • General Council Discussion: Councilmember Martin reported he had received requests from citizens for a barrier of some type at the end of Jackson Street . Roy Faires , P.W.D. was directed to take care of this matter . Councilmember Adams voiced his concern about the right turns being made illegally at the intersection of the Highway 78 and Kirby Street . Chief Abbott reported that his officers had issued several citiations at this intersection but that it is virtually impossible to control . Councilmember Adams asked if a sign could be erected to the effect that there was to be no driving on the shoulder lane. The staff and Mayor Akin reported that in discus- sions with the Highway Department turn lanes would be disignated at the time of the installation of the signal light at this intersection. Councilmember Wallace said she had had many reports of excessive drinking at the City park during tournaments both on the field and in parked cars . Mayor Akin asked Chief Abbott about police coverage during tournaments . Chief Abbott said they patrolled as well as was possible without neglecting other sections of the City. A suggestion was made that a sign be posted at the entrance to the park prohibiting the consumption of intoxicating beverages on the premises . Councilmember Wallace also asked that we look into the housing code regarding the number of people permitted in a single family residence . Recess Open Meeting : Councilmember Martin made a motion to recess into Executive Session. Motion seconded by Mayor Pro Tem Hughes . Executive Session : Mayor Akin convened the Executive Session under the authority of Article 6252-17 of Vernon' s Annotated Civil Statutes , Section 2 , Paragraph (g) "Personnel Matters" . Re-Convene Open Meeting: The open meeting was re-convened by Mayor Akin to take action on matters discussed in Executive Session. A motion was made by Mayor Pro Tem Hughes and seconded by Councilmember Martin to contact Art Harris , Paul Gaddy and Harold Spence asking them to serve as alternates on the Zoning Board of Adjustments . • 000258 Adjournment : Councilmember Wallace made a motion to adjourn.
