07-19-1984 (City Council) Minutes CITY COUNCIL MEETING CALLED WORK SESSION JULY 19, 1984 7:00 P.M. The Wylie City Council met in a called wr�'k session on Thursday, July 19, 1984 at 7:00 p.m. in the Council Chambers at City Hall . Mayor Pro Tem Hughes presided. A quorum was present and notice of the meeting had been posted for the time and in the manner required by law. Those in attendance were Mayor Pro Tem Don Hughes, Council members Gail Wallace, Percy Simmons , Cleo Adams, William Martin, City Manager Gus Pappas, City Secretary Carolyn Jones, C. E.O. & P.W.D. Roy Faires, I. W. Santry, Scott from Wylie News, Bryon Cook, Melvin St. John, Harold Spence, Don Kreymer and Harry Tibbals. Mayor John Akin was absent. Mayor Pro Tem Hughes called the meeting to order. Mayor Pro Tem Hughes gave the floor to City Manager Gus Pappas, who made the following announcements: 1. July Jubilee Days are beginning tonight through Saturday. Councilmembers are to ride in the parade Saturday morning. They should meet at Birmingham and Keefer around 9:00 a.m. 2. Mr. Bob Squires is leaving Wylie in a few weeks. He has taken a position in Finance with the City of Colorado Springs, Colorado. 3. There were problems with the lift station located in the park area this week. There are two pumps at this station and both went out last weekend. It looked as if it would cost between $3,000 and $6,000 to repair both pumps. Jamie Roberts and Ronnie Rawlings went down and fixed the pumps without this large cost. The cost is approximately $900,00. 4. At the next Council meeting, Council should have the final amendment to this years budget. Mayor Pro Tem Hughes stated the purpose for this work session was to go over and study the requirements for streets in the Subdivision Ordinance. Mayor Pro Tem Hughes gave the floor to the developers for their comments. Bryon Cook representing Wyndham Estates would like some type of amendment to the ordinance in regards to the perimeter streets. Mr. Cook said the streets in Wyndham Estates started out at 27 ft. streets and went up to 36 ft. streets by the time it reached the Council . The Council and City have taken the part of not bearing any expense on subdivisions and this is hurting developers. The developers cannot afford to put money in escrow and not know how long it will sit before the City does the streets. If the City enforces this ordinance, the developers will not be able to build and develope in Wylie. Mayor Pro Tem Hughes requested City Manager Gus Pappas and Roy Faires to report on other cities around Wylie. Roy Faires said Dallas gets a paved 20 ft. on either side of center of streets. Dallas is in the process of adopting escrow into their ordinance for perimeter streets. Dallas also gets perimeter streets on re-zoning plus new subdivisions. City of Garland gets a 50 ft. right-of-way in Single Family, 60 ft. right-of-way on other streets, 70 ft. right-of-way on collector streets. Garland also has an escrow for perimeter streets. /RA City Manager Gus Pappas said the City of Allen has 50% participation in streets up to 24 feet. Allen also has an escrow account where the City retains all interest earned from this escrow account. City of Rowlett has no existing policies on perimeter streets but are currently looking at Garland's ordinance. City of Rockwall handles each subdivision individually in regards to perimeter streets. Rockwall is currently looking at Plano's ordinance. City of Denison has no policy but has not experienced any growth. City of Sherman has no policy but also has had no growth. City of Whitesettlement has 100% participation on full street from devloper on perimeter streets. If developer puts in the streets and the City at a later date regains part of cost of street back through assessments, the City will reimburse developer for 50% of his cost. City of Plano's ordinance has the developer responsible for 2 of all perimeter streets. In subdivision the developer is responsible for up to 37 feet of pavement is adjacent to an existing street. Other cities have experienced growth and are setting up stiff policies. Harold Spence said there are places in Garland where streets already exist, but there are no places in Wylie with existing streets. Harold Spence said he has talked to builders and they are not pleased with all the ordinances Wylie has. Harold Spence said he sells his lots for $14,000. and Plano's lots are $20,000. Harold sees no possible way to sell lots in Wylie for $20,000. Harold just wants the Council to look at everything that has been put off on the developers. City Manager Gus Pappas said perimeter streets are a concern to the Council . —. If Council does not address them now, somewhere down the line the City would be responsible for them. If the City does the streets then the tax payers will have to pay due to a bond issue or City will have too assess the property. Harold Spence asked where the taxes would be going in four years. City Manager Gus Pappas said taxes are not what the cities operate on entirely. When inflation hit, the cities had to go up on other fees in order to keep operating. Tax money coming in is only 25% of what the City operates on. Councilmember Martin asked Harold Spence if he could go to a neighboring City and develope and build cheaper than in Wylie. Harold said he did not know and that Garland use to help develope but have changed their ordinance in the last few years. Councilmember Wallace said no matter what the ordinance is, the developers and builders are not going to like them. Councilmember Simmons said he was happy with the ordinance as is. Need to address the escrow as to how long the money will be held by the City. City Manager Gus Pappas said he would have a draft with corrected wording for Council on Tuesday, July 24, 1984 meeting.
