07-24-1984 (City Council) Minutes Ri CITY COUNCIL MEETING MINUTES JULY 24, 1984 7:00 P.M. The Wylie City Council met in regular session on Tuesday, July 24, 1984 at 7:00 p.m. in the Council Chambers at City Hall . Mayor Pro Tem Hughes presided. A quorum was present and notice of the meeting had been posted for the time and in the manner required by law. Those in attendance were Mayor Pro Tem Hughes, Councilmembers Percy Simmons, Cleo Adams, William Martin and Gail Wallace, City Manager Gus Pappas, City Secretary Carolyn Jones, C. E.O. & P.W.D. Roy Faires, Elayne Mayes from Wylie News, Terry Jones and Diane Burns. Mayor John Akin was absent. Mayor Pro Tem Hughes called the meeting to order and Councilmember Martin gave the invocation. Sign Annexation Ordinance for Alpha Omega Floors : This property is located on North Highway 78. Motion was made by Councilmember Simmons to approve and sign annexation ordinances for Alpha Omega Floors. Seconded by Councilmember Wallace. All in favor. Sign Annexation Ordinance for Boyd Industrial Park: This property is located on North Highway 78. Motion was made by Councilmember Wallace to approve and sign annexation ordinance for Boyd Industrial Park. Seconded by Councilmember Adams. All in favor. Sign Annexation Ordinances for Various Tracts in Phase I of Steel ..., Industrial Park: This property is located on West FM 544. Motion was made by Councilmember Simmons to approve and sign annexation ordinance for 37.730 acres belonging to Maurice Britton. Seconded by Councilmember Wallace. All in favor. Motion was made by Councilmember Adams to approve and sign annexation ordinance for 5.00 acre belonging to David Williams. Motion was made by Councilmember Wallace to approve and sign annexation ordinance for 2.00 acres belonging to Arthur Willis. Seconded by Councilmember Adams. All in favor. Motion was made by Councilmember Martin to accept 60 ft. right-of-way with the City having no responsi- bility for repairs to road, from Roy Jacobs. Seconded by Councilmember Adams. All in favor. Public Hearing Rezoning .802 acres out of E.C. Davidson Survey: This property is located between Highway 78 and Martinez Lane. The request is for zoning from SF-2 to Business 1. Mayor Pro Tem Hughes opened the Public Hearing. There being no questions or opposition, the public hearing was closed and this item returned to the Council table. Motion was made by Councilmember Simmons to approve the rezoning from SF-2 to Business 1. Seconded by Councilmember Adams. All in favor. Sign Zoning Ordinance - rezoning .802 acres out of E. C. Davidson Survey changing the zoning from SF-2 to B-1: Motion was made by Councilmember ""` . Simmons to sign Ordinance. Seconded by Councilmember Adams. All in favor. Public Hearing on Zoning 46.5366 Acres out of Francisco De La Pina Survey - request for SF-2 and Retail Zoning: This property is located at the corner of Paul Wilson Road and County Road 383. Mayor Pro Tem Hughes opened the Public Hearing. There being no questions or opposition, the public hearing was closed and the item returned to the Council table. Motion was made by Councilmember Wallace to approve the zoning. Seconded by Council- member Adams. All in favor. Sign Zoning Ordinance - Zoning 46.5366 acres out of Francisco De La Pina Survey - SF-2 and Retail : Motion was made by Councilmember Wallace to approve and sign zoning ordinance. Seconded by Councilmember Adams. All in favor. First Public Hearing - Annexing two one acre tracts out of William Sachse Survey: This property is located on W. FM 544 and is an addition to Steel Industrial Park. Mayor Pro Tem Hughes opened the public hearing. There being no questions or opposition, the public hearing was closed and this item returned to the Council table. Motion was made by Council- member Wallace to approve first step of annexation. Seconded by Council- member Simmons. All in favor. TMRS Updated Service Credit: Motion was made by Councilmember Adams to adopt TMRS Updated service credit. Seconded by Councilmember Wallace. All in favor. Pay Increase for Municipal Court Judge: Judge Beasley has requested an increase of $50.00 more a month for presiding as Municipal Court Judge for our City. Motion was made by Councilmember Martin to approve the pay increase. Seconded by Councilmember Adams. All in favor. Citizen Participation: Terry Jones wanted Council to know that the Wylie Jaycee Women are active and were charted in April 1984. Mrs. Terry Jones is the president and Mrs. Diane Burns is secretary/treasurer. If at any time this organization can help the City with any programs or projects, they would appreciate a call . Council Discussion: Councilmember Adams reported complaints about speeders on North Ballard. There is a 40 m.p.h. speed zone and it is posted but people are not obeying it. Drainage ditch on Hilltop and Stone Road needs attention. This property owner has been before Council several times. Grades have been shot there and this property is higher than the center of Stone Road. Councilmember Adams also wanted to compliment the street crews for the patching jobs. City Manager Pappas reported the changes for street requirements are: 1. First section only change is non-collector. 2. Section heading has been reworded. Under the heading, the first part of section two is the same up to one-half of all perimeter streets. 3. Section 3 - insert the parts of 3 types of streets: Residential 27 ft. Collectors within residential 36 ft. Thoroughfare 44 ft. if a street is a major thoroughfare the City would pay for paving the portion over 44 feet. Councilmember Martin would like for Staff to request these specifications be reviewed by persons offering free services before Council votes on this. Mayor Pro Tem Hughes recessed the opening meeting. Motion was made by Councilmember Simmons to convene into Executive Session under the authority of Article 6252-17 of Vernon's Annotated Civil Statutes, Section 2(g). Seconded by Councilmember Wallace. All in favor. Mayor Pro Tem Hughes reconvened the meeting back into open session. There being no decision to be voted on from the Executive Session, Mayor Pro Tem Hughes called for motion to adjourn. Motion was made by Council- member Adams to adjourn.
