CITY COUNCIL, PLANNING & ZONING COMMISSION
AND ZONING BOARD OF ADJUSTMENTS MINUTES
AUGUST 4, 1984
9:00 P.M.
The Wylie City Council , Planning and Zoning Commission and Zoning
Board of Adjustments met in a called work session on Saturday,
August 4, 1984 at 9:00 a.m. in the Council Chambers at City Hall ,
Mayor Akin presided. A quorum was present and notice of the meeting
had been posted for the time and in the manner required by law. Those
in attendance were Mayor John Akin, Mayor Pro Tem Don Hughes, Council-
members Percy Simmons, Gail Wallace and Cleo Adams, Planning and Zoning
members Joe Fulgham, Ken Mauk, Bryant Barry, Randall Gaston and Nancy
Conkle, Zoning Board of Adjustments members John Hamilton, Harold Spence,
Paul Gaddy and Art Harris, City Manager Gus Pappas, City Secretary Carolyn
Jones, C.E.O. & P.W. D. Roy Faires, I. W. Santry, Joe George, Don Kreymer
and J.T. Dunkin.
Mayor Akin called the meeting to order and welcomed the board members.
Mayor Akin wanted to bring the other board members up to date with the
growth of Wylie and the things Council was having to address. The
Council is looking at purchasing two ground storage water tanks. One
is to be installed at Steel Industrial Park and one at Nortex Nursery.
I. W. Santry gave a report on the water needs for the City for the
next few years, which a copy of is attached.
After much discussion, the following corrections were recommended to
be made to the Zoning Ordinance:
1. Page 2 - 2F, Two Family Dwelling District: add - limit to two
units per structure.
2. Page 2 - SF-A, Single Family Dwelling District attached: change
the last sentence - The maximum number of units per structure shall
be seven (7) and no unit shall be built above another unit.
3. Page 2 - MF, Multiple Family Dwelling District: change densities
from 15 units to twenty (20) units and require screening, sprinkle
system on two or more floors and rear doors.
4. Page 8 - Under - Permitted Uses: #12 - Guest home, detached be
deleted, under - Specific Uses: #4 - Sewage treatment plant be
deleted.
5. Page 9 - Under specific uses #21 be deleted.
6. Page 12 - Under "SF-1" - specific uses delete #14 - Private
Club.
7. Page 11 - Under "SF-1" - Permitted uses - delete #12 Sewage
treatment plant.
8. Page 13 - Under "SF-2" Permitted uses - delete #11 Sewage treatment
plant and on page 14 - delete #13 Private Club.
9. Page 13 - Under "SF-2" - Area Regulations - Size of Yards : B sideyards
change from six (6) feet to eight (8) ft.

10. Page 15 - Under "SF-3" - Use Regulations - delete #13 - Private
Club and #14 - Mobile Home and #11 - Sewage Treatment Plant.
11. Page 17 - Under "2F" - Use Regulations - delete #13 - Private
Club and #14 Mobile Homes.
12. Page 18 - Under size of lot - delete paragraph (c).
13. Page 19 - (d) Lot width - delete "or continuous rows or groups
of dwelling units".
14. Page 20 - "SF-A" Under use regulations - delete #13 - Private Club.
15. Page 22 - MF - specific uses - delete #13 - Private Club and #14 -
Mobile Home.
16. Page 24 - "MH" - Mobile Homes - make reference to separate Mobile
Home Ordinance.
17. Page 34 - "I" Use Regulations - correct "LI" to "I".
18. Page 29 and 31 change under Height Regulations - from twenty-four
(24) to one hundred (100) feet.
19. Page 38 - "PD" - Development Requirements - 5. - change minimum
acreage to five (5) acres.

20. Page 46 - Parking Requirements - Based on use - #8 - change from
600 to three hundred (300) sq ft of floor area.
21. Page 47 - Parking Requirements - #16 - Hospital - change from one
space to 1. 5 spaces per each bed.
22. Page 49 - Location of Parking - 1. - delete last part of paragraph -
and not to exceed 600 ft from any other non-residential building
served.
23. Top of Page 11 - Accessory buildings - last sentence - change -
Temporary metal building from six hundred (600) sq ft to four
hundred (400) sp ft.
24. Under Zoning Board of Adjustments, add: (see attached)

A written application for variance together with
fee is submitted, accompanied by an accurate legal
description, maps, site plans , drawings and any
necessary data, demonstrating:
-l- That special conditions and circumstances
exist which are peculiar to the land, structure
or building involved and which are not appli-
cable to other lands, structures, or buildings
in the same district.
-2- That literal interpretation of the provisions
of this ordinance would deprive the applicant
of rights commonly enjoyed by other properties
in the same district under the terms of this
ordinance.
-3- That the special conditions and circumstances
do not result fran the actions of the applicant.
-4- That granting the variance requested will not
confer on the applicant any special privilege
that is denied by this ordinance to other
lands, structures or buildings in the same
district.
-5- No non-conforming use of neighboring lands,
structures, or buildings in the same district
and .no permitted use of lands, structures, or
buildings in other districts shall be considered
grounds for the issuance of a variance.
-6- Financial hardship shall not be considered
grounds for the issuance of a variance.
