CALLED WORK SESSION
CITY COUNCIL MINUTES
AUGUST 25, 1984
9:00 A. M.
The Wylie City Council met in a called work session on Saturday, August 25,
1984 at 9:00 A. M. in the Council Chambers at City Hall . Mayor Akin presided.
A quorum was present and notice of the meeting had been posted for the time
and in the manner required by law. Those in attendance were Mayor John Akin,
Mayor Pro Tem Don Hughes, Councilmembers Percy Simmons, Cleo Adams, and William
Martin, City Manager Gus Pappas, City Secretary Carolyn Jones and Fred Ouellette.
Councilmember Gail Wallace was absent.
Mayor Akin called the meeting to order and stated the first item for discussion
was the 84-85 budget. Mayor Akin also stated this was a very good budget. Mayor
Akin called attention to the fact that all positions were in effect as of Oct. 1st
and all of these would not be filled on that date. Mayor Akin would like that
corrected on the final draft of the budget.
City Manager Gus Pappas said there were two types of funds for the City -
Operating funds and Special Purpose funds (such as impact fees, water deposits,
etc. ) . Operating fund total budget for 84-85 is $1 ,840,000.00 for General
and Utility. Of this, 41 .37% is Personnel , 31 .04% is Contractual , 8.49% is
supplies, 10.97% is Capital , 5.93% is debt service, and 2.20% is reserve.
City Manager Gus Pappas reported from a letter received from North Texas
Municipal Water District that the City' s cost for water would go up 5t per
1 ,000 gallons. Also North Texas Municipal Water District said the price
per gallon will go up 30(t per 1 ,000 gallons over the next five (5) years.
Mayor Akin stated he did not want the City to be caught as in the past from
absorbing this water increase. The City will need to raise the water rates
each time North Texas Municipal Water District raises the rates to the
City.
City Manager Gus Pappas said to remember this was the year for Public Works
when looking at the proposed budget. This means increasing Public Works
staff and buying more equipment.
Mr. Fred Ouellette wanted to know how one person with the growth of the City has
had, could do all the inspections and follow up inspections plus over see public
works department. Mayor Akin said that is why the Council , City Manager and
City Staff are trying to bring a Public Works Director in so the Code Enforcer
will have more time.
City Manager Gus Pappas also said at the time when there was a peak in building
permits, there would be revenues from this to hire a temporary inspector.
Mr. Ouellette also wanted to know what food and ice supplies are on the budget.
City Manager Gus Pappas responded with these are dinners given through out the
year to present awards and it also purchased coffee and soft drinks for staff
and Council and each City truck has ice and water for the City crews in the
field.
Councilmember Simmons has no questions or problems with this budget.
Mayor Pro Tem Hughes said the public workds department needed more people
and he would like them brought on as soon as possible. Also wanted to know
about the City' s street sweeper. City Manager said there was money for parts
to repair the sweeper but not money for a new sweeper. Mayor Pro Tem Hughes
said the City of Garland washes their streets and would this be feasible for —.
Wylie. Mayor Pro Tem Hughes would like for staff to check into this system.
Councilmember Martin wanted to know if the school crossing guards salaries
was being reimbursed by the school . City Manager Gus Pappas said the school
is reimbursing the City for half of these salaries.
Councilmember Adams had no comments or problems with this budget.
Plans for new Municipal Complex: City Manager Gus Pappas said the plans
were for this complex to be built without having a bond election. The plans
are to use the money available and to let the City serve as contractor. The
City will have to go out for bids for electrical , plumbing, etc. There will
be a larger savings by not using a contractor. The complex is proposed
for 12000 sq. ft.
Home Rule Charter: The State Law of the State of Texas allows Cities after
reaching a population of 5,000 to have a Home Rule Charter governing the City.
This is not an Ordinance. An Ordinance deals with a certain type of regulation
or problem. A Home Rule Charter deals with rules and powers for governing
the City. Home Rule Charter is meant to be a long term guideline for the City.
No Council can change a charter. The Charter is brought in by a vote of the
people and can only be changed by a vote of the people.
Each Councilmember was ask to submit names in order that a Home Rule Charter
Committee maybe formed.
Motion was made by Mayor Pro Tem Hughes to adjourn. Seconded by Councilmember
Martin. All in favor.
