ear Citizens :
Soon you will be receiving , in the Nail , a copy of the
proposed home i:ule Charter for the City of An
election to adopt this charter has been called for Saturday ,
January 19 , ldd5 . ',:e , the City Council of the City of
Uylie , have reviewed this document and recommend it to you
for your approval .
Over the past several months , the fifteen members of the
citizens charter committee have been reviewing this document
making recommendations and rewriting sections until they
were satisfied that they had created a charter which would
operate in the best interest of all the citizens of Wylie .
They recommend this charter to you as does the city council .
The law of the State of texas allows cities who meet certain
requirements to adopt a home I'_llle Charter which , in effect ,
is a municipal constitution . In constructing such a
document , the people of the city are given broad powers to
design a self-rule form of government that suits their
community best . e believe that this lob has been very well
done and that the charter proposed for your consideration
represents an excellent example of a well thought out system
of checks and balances on the various operations and
authority of your local ;overnment .
Me urge each of you to look at the copy that you will be
