CALLED JOINT CITY COUNCIL
MEETING - CITY OF WYLIE
AND CITY OF ST. PAUL
APRIL 15 , 1985
7 :00 P. M.
The Wylie City Council met in a called session on Monday ,
April 15 , 1985 at 7 :00 P . M. in the Council Chambers at City
Hall . Mayor Akin presided . A quorum was present and notice
of the meeting had been posted for the time and in the
manner required by law. Those present were Mayor John Akin ,
Mayor Pro Tem Hughes , Councilmembers Percy Simmons , Randall
Gaston, Joe Fulgham, and Harold Spence , City Manager Gus
Pappas and City Secretary Carolyn Jones , and from St . Paul ,
Mayor Dennis Allen, Councilmembers Stewart Wallace , Larry
Reynolds , and other councilmembers from St . Paul .
Mayor Akin called the meeting to order and wlecomed the
Mayor and Councilmembers from St . Paul .
Mayor Allen from St . Paul said they were having a lot of
growth and development and was very concerned about the
sewer for St . Paul . St . Paul has no sewer and they wanted
to know if Wylie would be interested in contracting sewer
for the City of St . Paul . Mayor Allen also said he would
like to see St . Paul and Wylie work closer together in
building up their cities .
Mayor Akin wanted to know if this sewer would be just for
new development or for the entire city . Mayor Allen said it
would be for the entire city .
Mayor Pro Tem Hughes wanted to know how many gallons per
day. Councilman Wallace said about 200 to 300 thousand
gallons per day . Councilman Wallace said sometime in the
future St . Paul would like to put in their own wastewater
treatment plant . Councilman Wallace also said as the need
comes up they would be changing their no commerical
ordinance to allow commerical and retail .
Councilman Simmons wanted to know if this was temporary
relief permanent . Councilman Wallace said a long range plan
for taking care of the wastewater for the city of St . Paul
is what they are interested in at this time .
Councilman Gaston wanted to know what if any affect this
would have on the City of Wylie treatment plant . City
Manager Gus Pappas said the current average usage is 500,000
gallons per day . The City of Wylie is looking to build a
larger treatment plant in about three (3) years from now for
a completion date.

Mayor Akin said that Wylie has been a good neighbor with St .
Paul and we have opened our Park and Library for the City of
St . Paul to use along with the City of Wylie .
Mayor Akin also said the agreement St . Paul had heard about
with Murphy has not come about . This agreement was brought
about because of a large Mobile Home Park going in at Murphy
and they cannot give this park sewer . This contract has not
been discussed nor has it been signed by either Murphy or
Wylie .
Mayor Akin told St . Paul that the City Manager would give
them a sample of this contract for them to review. After
they had reviewed this and discussed and had give Wylie ' s
council time to do the same , then the two cities could meet
again and discuss the possiblities of this type of contract .
City Manger Gus Pappas said to remember this was a sample
contract and needed to be looked at in the direction of how
much service St . Paul wants from Wylie . Wylie is looking
for a plan to handle 400 million gallons per day in their
wasterwater treatment plant .
City Manager Gus Pappas went over the terms of this sample
contract . Councilman Wallace wanted to know if the sewer
impact fee could be used for general funding . City Manager
said this fee could only be used for sewer improvements .
If St . Paul paid 40% of $275 . 00 sewer impact fee , Wylie
would receive $110 .00 per home and St . Paul would keep
$165 . 00 for sewer improvements later on .
Councilman Wallace wanted to know how the City of St . Paul
would pickup the main line from Wylie and in order to lay
sewer lines for their people . City Manager Gus Pappas said
the City of St . Paul could come to Wylie and ask for a turn
key contract for sewer .
Mayor Allen wanted to know if the City of Wylie has
discussed contracting the city manager services to St . Paul .
Mayor Akin said contracting city manager services out is
saying he doesn ' t have any work to do . City Manager Gus
Pappas has long hours and is very busy due to the growth of
Wylie . This is a decision the council will need to discuss .
City Manger Gus Pappas said that the council of St . Paul
should look at their needs and see what they need in the way
of help . There are times when I (city manager) have to turn
to other staff memebers for help . Maybe St . Paul needs to
look more to a package deal for consulting needs .
Mayor Akin thanked the Mayor and Councilmembers of St . Paul
for coming over and meeting with the Wylie Council . _.
Requested that St . Paul get back with the city manager as
soon as they has discussed this contract and another meeting
would be set up between the two cities .
Mayor Akin adjourned the meeting.
