04-18-1985 (City Council) Minutes CALLED CITY COUNCIL ..... MEETING — MINUTES APRIL 18, 1985 7 :00 P. M. The Wylie city Council met in a called session on Thursday , April 18 , 1985 at 7 :00 P . M. in the Council Chambers at City Hall . Mayor Akin presided . A quorum was present and notice of the meeting had been posted for the time and in the manner required by law. Those present were Mayor John W. Akin , Mayor Pro Tem Don Hughes , Councilmembers Percy Simmons , William Martin , Harold Spence , Randall Gaston and Joe Fulgham, City Manager Gus Pappas , City Secretary Carolyn Jones , Scott Dorsey and Elayne Mayes from Wylie News . Mayor Akin called the meeting to order and gave the envocation. Mayor Akin thanked City Manager Gus Pappas for the booklet that he and his staff had put together with information regarding proposals for a new city hall . Mayor also thanked the building committee of Mayor Pro Tem Hughes , and Councilmembers Simmons and Spence for the work and information they have done . Mayor also asked the council to take a look at what would happen to the downtown area if the bank and library and city hall moved . Mayor also made the statement to remember that several areas had been looked at for a new city hall and did not work out such as Kirby Park , the area where the police department is now located , the triangle on Highway 78 , the service center site . All of these have been studied and given much thought toward being a good location for a new city hall . On the other hand none of the above proved to have enough room or either the cost factor for land was way out of reach. Mayor Akin said the only two places left was the bank or the purchasing of land for a new building . Mayor Akin said his number one priority is to see a new city hall for the City of Wylie . This new city hall needs to be built with the future needs and not for the present needs . City Manager Gus Pappas thanked the Mayor for his appreciation and thoughts for the information that had been given to the council . City Manager Gus Pappas said there were three proposals in this packet . Proposal A is to move city hall and the police station to the First State Bank building . Proposal B is build a new city hall and police station on the triangular tract of land on Highway 78 . Fourth Street and Oak St , associated with Mr . Truett Smith . 68 Proposal C is to purchase acreage and lease purchase a tilt- wall building for city hall and the police station. ..�. In looking at the three proposals , there is a lot of money involved in moving to the bank plus a time factor of one to two years before city hall could move , and the triangular tract of land is not large enough. The proposal for the purchase of land and a tilt-wall building is the most practical move for the city hall and police station plus it has the earliest move-in date . City Manager Gus Pappas said he and Mr . Roy Faires had taken a map of Wylie and there is a lot of land available at this time . City Manager Gus Pappas said if this was the way the council decided to go , then we would need to take out a large ad in the paper advertising for bids for land for a new city hall complex and follow this with the regular bid procedures of sending out letter to available property . owners . Councilman Spence said in visiting the City of Rockwall , they have a very nice building but have only been there one year and have already out grown it . Rockwall built their new building for the existing needs and not for the future needs. This is something that the Wylie Council needs to remember when the plans for the new complex is started . Councilman Spence also said it would be costly to go the bank building and try to convert it into the city hall for us . Mayor Akin wanted to know if the council thought the purchase of land was the best way to go . Councilman Spence said he had talked with several of the bank officials and they are not sure they are going to move or if they even want to move . Councilman Spence also said that no matter what the council decided , they could not please or satisfy everyone . Councilman Gaston said the council needed to adopt one of these plans and present it to the public . Councilman Fulgham said to go out for bids with a stipulation that the city has the right to refuse any and all bids . City Manager Gus Pappas said to put a message on the water bills and let the people voice their opinion . City Manager Gus Pappas said he thought this was the plan the council was trying to settle on : 1 . Announce that the council was going to proposal C 2 . Advertise for bids on land 3 . make presentation - send mail outs 4 . open land bids/award or refuse bids Motion was made by Councilman Simmons to follow the above plan . Seconded by Councilman Gaston . The vote was as follows : Mayor Akin - in favor , Mayor Pro Tem Hughes - in favor , Councilman Simmons - in favor , Councilman Gaston - in favor , Councilman Fulgham - in favor , Councilman Spence - in favor , and Councilman Martin - in favor .
