CALLED CITY COUNCIL
MEETING — MINUTES
DECEMBER 3, 1985
7 :30 P. M.
The Wylie City Council met in a called session on Tuesday ,
December 3 , 1985 at 7 : 30 P . M. in the Community Room of
Wylie . A quorum was present and notice of the meeting had
been posted for the time and in the manner required by law .
Mayor Akin presided . Those present were Mayor John W. Akin ,
iayor Pro Tem Don Hughes , Councilmembers Percy Simmons ,
Harold Spence , Randall Gaston , Joe Fulgham and William
Martin , City Manager Gus Pappas , City Secretary Carolyn
Jones , Public Works Director Bill Windham, Finance Director
James Johnson , Fred Ouellette , Raymond Cooper , Mark Cooper ,
Richard Parker , Tom Mayes , Scott Doresey and Elayne Mayes of
Wylie News , Don Kreymer , Joe George , and John Yeager .
Mayor Akin called the meeting to order and gave the
invocation , and stated that this was a workshop on the new
City Hall complex .
The building committee , Mayor Pro Tem Hughes , Councilman
Simmons and Councilman Spence met with the City Manager and
discussed the new complex. Mayor Akin stated that the
building committee and city staff put together specs for the
30 , 000 sq . ft . and the 90 ,000 sq . ft . buildings and went out
for bids on the new complex .
Mayor Akin said that there were 378 questionniares returned
of which 271 were in favor of the 2 . 5 m. build for the
future , 63 in favor of the 1 . 6 m. build for present , 37
against and 7 undecided .
City Manager Gus Pappas said he has contacted three
engineers with experience on municipal buildings . The cost
for an engineer will range from 6% to 8% to 8 1/2% of the
total cost of the building . The estimated cost for an
engineer for 2 . 5 m. building would be approximately
$120 , 000 . to $200 , 000 . depending on if the charge was based
on 6% or 8% . Also on some of the calls made , if jail specs
had to be done , then that was another cost on this fee for
these specs . A good esimated cost for the engineer on this
building would be 7% of the cost of the building .
Mayor Akin asked if on the bids did this include in house
engineering . City Manager said yes , this was part of the
bid .
Councilman Simmons said the City received bids , but as of
this date have not discussed them. . Councilman Simmons would
like to see us take one bid at a time and go through them.

City Manager Gus Pappas said the engineering fee is included
in the bid , but if we went out and hired our engineer , the
party receiving the bid would still pay for an engineer and
charge this cost back toward the bid .
Councilman Simmons said the question on the architect , this
responsiblity can be handled with the contract for the
building .
Bid No . 1 - W. Beam Construction - Floor plan was
basically what the city staff sent out in the specs . It did
have a few minor changes .

This is a tilt wall building .

with 6 alternates ranging from an additional $8 , 000 . to .--,-
$39 , 000 . which has to be added to the base bid .

Bid No . 3 - Sowesco , Inc .
Proposal A - $1 , 175 , 000 . 00
Proposal B - $1 . 355 , 000 . 00

This bidder gave very little detail to their bid and this is
a metal building .
Bid No . 4 - Bredow Tobin Corp .
Proposal A $1 , 485 , 000 . 00 plus the exterior finish
Proposal B $2 , 170 , 000 . 00 Plus the exterior finish
Proposal C S1 , 800 ,000 .00 plus the exterior finish
These bids came in with three exterior finishes to choose
from , one being all glass , one tilt wall , and one reflective
galss and spandral system. This is the highest bid
received .
Bid No . 5 - C C P Asociates

Proposal A $1 , 257 , 976 . submitted in and H concept .
This would be the seconded bidder if the sheet and metal
building was dropped .
Mr . Fred Ouellette said that architectural fees , as he does
a lot of bidding in this field , and when they bid they
include the architect hours spent on the project . If you go
to a firm for turn kep operations , then that firm is liable
if any thing goes wrong .
Mr . Raymond Cooper had several points to make :
1 . go to finance a building on lease purchase , you are
adding $2 ,000 . a month to the taxes ,
2 . our little town owing as much as $300 , 000 . then
there is a great expense on interest , taxes , etc .
3 . indebted per household is $325 . 00 per year .
4 . would like for the Council to consider several
alternatives :
a . orginal proposal to build where the police
4011M station is
b . buying the building were the City Hall has just
recently moved
c . to buy the old Wylie Clinic on N . First Street .
Mr . Cooper feels this 2 . 5 m. building is more than the City
of Wylie can afford .
Mayor Akin commented on Rockwall not building enough and now
has to go back to the people for another bond issue for
larger quarters just one year later .
Mr . Jim Lewis said the City of Garland had a population of
150 , 000 before they had a police station . Mr . Lewis feels
this is to much for the City of Wylie .
Mr . Richard Parker was asked to come to this meeting by
friends . He feels 28% response on the questionnaire is not
a good response from the citizens of Wylie . If the City
Manager has convinced this Council that Wylie is going to be
the Plano of the 90 ' s then maybe we should build .
Mr . Fred Ouellette said there was not enough information on
the one page questionniare and he was one of the seven
undecided . He would like to see public meetings just for
answering questions on the growth and the needs for this
size building . Mr . Ouellette wanted to know if it was true
that the City of Wylie ' s bond rate was so low that the city
could not issue bonds . Mayor Akin said no , this was not
ture .
Mayor Akin called a five minute recess . Mayor called the
meeting back to order . Mayor Akin said the 7 . 4 acres that
was given is the place for the new Municipal Complex .
Councilman Gaston said the atrium concept is the best way to
go . Councilman Gaston said he would be open for discussing
-- rejection of all bids and go out for bids for 60 , 000
square foot building . Councilman Gaston also said that
there needs to be a correction made on the amount of square
feet in the building housing City Hall that was printed in
the paper and that this 2 . 5 m. does include the jail .
Councilman Fulgham said he has changed his mind about hiring
an architect . That the fee is much more than he had
figured .
Councilman Martin said no one wants to spend unnecessary
money but we want the contract to state our terms about the
control the City would have over the architect .
Mayor Akin said he feels the people trust the Council or
they would not have voted for the 2 . 5 m . The Council would
not go out and spend all this in one day . Mayor Akin is
inclined to go with 30 , 000 square foot building .
Councilman Martin said he would go along with a 30 , 000
square foot building .
Councilman Spence said he would go along with a 30 , 000
square foot building .
Councilman Simmons said he would go along with a 30 , 000
square foot building . . Councilman Simmons would also like
for the Council to consider a new Community Center on the
site with the new City Hall .
Mayor Pro Tem Huhges said 60 , 000 square foot building could
be used for other activities in the City . Mayor Pro Tem
Hughes also said lets build a city hall and not keep bring
up if , ands & buts .
Mayor Akin said in summary , it seemed to be the 30 , 000
square foot building over the others .
Councilman Simmons said he would go for 40 , 000 square foot
building and include a community center .
Councilman Spence said there is 7 acres , and there is plenty
of room for another building for the community center .
City Manager Gus Pappas said from the general discussion , he
needed to know which of the following to put on the next
council agenda. One - accept or reject all bids , two ,
authorization for City Staff to go out for bids on a new
city hall .
Councilman Gaston - reject bids and go for 45 , 000 sq . ft .
Councilman Fulgham - reject bids and go for 45 , 000 sq . ft .
Councilman Martin - stay with 30 , 000 sq . ft .
Mayor Akin - saty with 30, 000 sq . ft .
Councilman Spence - stay with 30 ,000 sq . ft .
Councilman Simmons - stay with 30 , 000 sq . ft .
Mayor Pro Tem Hughes - no comment
City Manager Gus Pappas said from this , it was his
understanding that City Staff , after Council has awarded the
bid , can rearrang the office areas if needed . Council said
okay .
Motion was made by Mayor Pro Tem Hughes to convene into
00. Executive Session under the authority of Article 6252-17 of
V.A. C . S . Sectoin 2 paragraph "g" personnel matters .
Seconded by Councilman Martin . With all in favor .
Mayor Akin reconvened back into open session , there being no
decisions to be made from the executive session , Mayor
called for a motion to adjourn .
Motion was made to adjourn , with all in favor .
