MEETING — MINUTES
FEBRUARY 13, 1986
7 :00 P. M.
The Wylie City Council met in a called session on Thursday ,
February 13 , 1986 at 7 : 00 P . M. in the Community Center of
Wylie . A quorum was present and notice of the meeting had
been posted for the time and in the manner required by law .
Mayor Akin presided . Those present Mayor John W. Akin ,
Councilmembers Percy Simmons , Harold Spence , and Joe
Fulgham, City Manager Gus Pappas , City Secretary Carolyn
Jones , Engineer I . W . Santry , Jr . , Finance Director James
Johnson , Code Enforcement Officer Roy Faires , representing
the City of St . Paul , Mr . Lee Lawrence , Councilman Stuart
Wallace , Secretary Joyce Pockrus .
Mayor Akin called the meeting to order and extended a
welcome to the citizens of St . Paul . Mayor Akin then stated
that this meeting was a work session on the sewer treatment
agreement between Wylie and St . Paul .
Mr . Lee Lawrence said that being neighbors with Wylie , that
St . Paul needed to have a joint meeting with Wylie . Mr .
Lawrence said St . Paul did appreciate all the time and
effort of the Wylie City Staff and the Council for the work
done on this sewer treatment agreement . St . Paul wants to
continue to be good neighbors and does recognize that we
have mutual areas of concern . ° r . Lawrence said that the
proposed payment schedule received from Wylie , was more than
St . Paul could commit to at this time . Mr . Lawrence said
the bottom line is that the City of St . Paul can not handle
this kind of obligation .
Mayor Akin said that the Council ' s main goal is to protect
the citizens of Wylie . Mayor Akin also said he appreciated
St . Pauls interest and concerns .
Councilman Simmons asked if St . Paul looked at what they
could afford . Mr . Lee Lawrence said in his last report he
had put what St . Paul could afford . Hr . Lawrence said St .
Paul did not want any hard feelings between the two cities
over this agreement .
Mayor Akin said City Manager Gus Pappas had a meeting with
Wylie city staff and that is why St . Paul received the last
letter from the City Manager .
Mr . Lawrence said it appears to be a matter of those
interested not getting together to try and reach an

agreement . It would be better to have a regional option and
this is why they had come to Wylie to try and reach an
agreement . St . Paul ' s options are limited but Mr . Lawrence
said St . Paul would like to try and work out an agreement .
Mayor Akin said the Council ' s concern has been the
capability of St . Pauls entering into an agreement of this
type financial obligation . Mr . Lawrence said this is why
St . Paul feels they cannot enter into this agreement . Mr .
Lawrence also said these figures are based on minimum rate
and are reasonable but this minimum with growth could go up
and this why St . Paul does not feel they can enter into such
a financial obligation .
Mayor Akin said he understood , that St . Paul one-half up
front money would be S100 , 000 . 00 and that Wylie would still
be paying $100 , 000 .00 which St . Paul many not ever be able
to pay back .
City Manager Gus Pappas asked Mr . Lawrence if he did not
understand that the rate could drop with growth in both
cities . City Manager Gus Pappas also asked if St . Paul
could carry a fixed rate debt service .
Mr . Lawrence said it would be better for St . Paul to look
into a plant of their own . i° r . Lawrence also said he felt
like Wylie had given him bottom line numbers , but St . Paul
cannot deal with these obligations .
Mayor Akin said St . Paul needed to look at the ability of
getting a plant and to paying for the people to take care of
this plant .
Councilman Wallace from St . Paul asked if Wylie would object
to St . Paul having their own plant .
Mayor Akin said yes , he would object . He would not want
anyone dumping into Wylie ' s streams .
Councilman Simmons asked if they had sought other means .
fair . Lawrence said yes , N .T.M.W .D. had run figures for them ,
that every detail had not been worked out . Councilman
Simmons said professional people have told you , St . Paul can
build a plant cheaper than these figures Wylie has offered .

Councilman Wallace of St . Paul said knowing that St . Paul is
looking for other options , he would have hoped Wylie would
work with them and not fight them. Councilman Wallace also
said they had a site for this plant and the run off would
not come to Wylie . N . T .M.W.D . said they can do this at a
better rate than Wylie can .

for this meeting .
There being no other questions , Mayor Akin called for a
motion to adjourn . Potion was made by Councilman Spence to
adjourn . Seconded by Councilman Fulgham . All were in
favor .
