CALLED CITY COUNCIL
MEETING - MINUTES
APRIL 14 , 1986
6 : 00 P . M .
The Wylie City Council met in a called session on Monday ,
April 14 , 1986 at 6 : 00 P . M . in the Community Center of
Wylie . A quorum was present and notice of the meeting had
been posted for the time and in the manner required by law .
Those present were Mayor Don Hughes , Council Members Cal
Westerhof , Lowell Brewster , Sandra Donovan and Harold
Spence , City Manager Gus Pappas , City Secretary Carolyn
Jones , Scott Dorsey and Elayne Mayes of the Wylie News , Tom
Mayes , Geline Dodd , Sandra Overman , John Yeager , Don
Donovan , Sharon Westerhof and Mr . & Mrs . David Stevens .
Council Member Fulgham was unable to attend this meeting .
Mayor Hughes called the meeting to order and Council Member
Westerhof gave the invocation .
ELECT MAYOR PRO TEM AS REQUIRED BY ARTICLE III). SECTION 5 ,
PARAGRAPH II HOME RULE CHARTER : Mayor Hughes made the
statement that in the past the Council Members have met
together and discussed who would be Mayor Pro Tem , but this
time we have not discussed it . Motion was made by Council
Member Westerhof to appoint Council Member Spence as Mayor
Pro Tern for the year . Seconded by Council Member Brewster .
The vote was as follows : Mayor Hughes - against , Council
Member Westerhof - in favor , Council Member Spence -
abstained , Council Member Brewster - in favor , and Council
Member Donovan - in favor . This motion carried with three
in favor , one against and one abstention .
APPOINT PERSON TO FILL PLACE ONE VACANCY ON THE COUNCIL :
Mayor Hughes made the statement that this was another item
in the past that the Council would discuss , but this time it
has not been discussed . Mayor Hughes made a motion to
appoint Percy Simmons to the Council for Place 1 vacancy .
This motion died for a lack of a second .
Motion was made by Council Member Donovan to appoint Geline
Dodd for Place 1 vacancy . Seconded by Council Member
Brewster . The vote was as follows : Mayor Hughes - against ,
Council Member Westerhof - in favor , Council Member Spence -
in favor , Council Member Brewster - in favor , and Council
Member Donovan - in favor . This motion carried with four
( 4 ) in favor and one against .
There being no other business to discuss , Mayor Hughes
called for a motion to adjourn . Motion was made by Council

Member Spence to adjourn . Seconded by Council Member
Donovan . All were in favor .
