10-17-1989 (City Council) Minutes 468 CITY COUNCIL MEETING MINUTES , OCTOBER 17, 1989 The City of Wylie City Council met in a called session on Tuesday, October 17 , 1989 at 7 :00 P.M. in the Council Conference Room of the Municipal Complex. A quorum was present and notice of the meeting had been posted in the time and manner required by law. Those present were Mayor Chuck Trimble, Mayor Pro Tem Bud Naish, Council Members Pat Stemple, Ortie Messenger , Jim Swartz , John Akin and Steve Wright , City Manager Charles Norwood, City Secretary Carolyn Jones, County Commissioner Jerry Hoagland, Rubin Delgado and Clarence Daughtery from Collin County Public Works. AUTHORIZATION FOR STAFF TO SEEK COMPETITIVE BIDS ON THE WASTEWATER COLLECTION SYSTEM IMPROVEMENTS: City Manager Charles Norwood stated that staff has set the following schedule in order to meet the deadlines on the wastewater collection system: October 17 , 1989 request authorization to seek bids October 25, 1989 begin advertising for bids November 16, 1989 receive and open bids November 28, 1989 award bid December, 1989 begin construction City Manager Charles Norwood stated that the bids will be broken into three sections, anyone can bid on just one section or on all three. Mayor Pro Tem Naish wanted to know if three weeks was enough time to give bidders to submit their bids . City Manager Charles Norwood said yes. Councilman Akin wanted to know if staff has talked with Harold Holigan about bidding the job. City Manager Charles Norwood said staff has sent him a letter advising him the bid procedure would begin shortly. Motion was made by Mayor Pro Tem Naish to grant authorization to staff to seek competitive bids on the Wastewater Collection System Improvements. Seconded by Councilman Swartz . The vote was as follows : Mayor Trimble - in favor, Mayor Pro Tem Naish - in favor , Councilman Akin - in favor , Councilman Swartz - in favor , Councilman Wright - in favor , Councilman Messenger - in favor , and Councilwoman Stemple - in favor . This motion carried with all in favor . 469 APPROVAL OF RESOLUTION SUPPORTING THE POSSIBLE RELOCATION OF THE NATIONAL GUARD/ARMY RESERVE FACILITIES TO WYLIE: Mayor Trimble read the following Resolution: Whereas, The City Council supports the possible relocation of the National Guard/Army Reserve facilities to the City of Wylie; and Whereas, The relocations of these facilities would mean revenue to the City; and Whereas, the relocations of these facilities could mean more job opportunities ; and Whereas, the relocations of these facilities would bring possible growth; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WYLIE, TEXAS, That the City Council shows great enthusiasm over the possible relocation of the National Guard/Army Reserve facilities into the City of Wylie and will help in any way possible with this move. Motion was made by Councilman Akin to approve the resolution supporting the relocation of the National Guard/Army Reserve facilities to Wylie. Seconded by Councilman Wright . The vote was as follows : Mayor Trimble - in favor , Mayor Pro Tem Naish - in favor, Councilman Akin - in favor , Councilman Swartz - in favor , Councilman Wright - in favor , Councilman Messenger - in favor , and Councilwoman Stemple - in favor . This motion carried with all in favor . Mayor Trimble recessed the meeting and convened council into a work session with representatives from Collin County. A - STREET/ROAD IMPROVEMENTS WITHIN THE CITY LIMITS: Mr . Clarence Daughtery stated that in the past the City of Sachse did approach Collin County to do some road work inside their city. Today the policy is to work only on roads that will be and are marked as County Thoroughfares. When County did the road work in Sachse, the city paid for the materials and the county did the work. Mr . Daughtery stated that Collin County tried to get Dallas County to work with them, but it did not work out . City Manager Charles Norwood stated that the city has received a letter from Dallas County for an Interlocal Agreement which would allow Dallas County to come into the City of Wylie and do road repairs . 470 Commissioner Jerry Hoagland said that there has been a sub- committee formed from Commissioners Court to look at the County policy. Mayor Pro Tem Naish said the city was trying to get some road work done, if the city did it on their own, it would amount to approximately three miles, but if County helped, we could do approximately nine miles . Mayor Pro Tem Naish said the city has equipment and manpower , if we can just get some help on materials . Mr . Daughtery said the difference is Dallas County is 95% incorporated cities and Collin County is not. Mr. Hoagland said in the County you have state highways, farm to market roads and city streets and county streets, County is mandated by the State to maintain the county roads . City Manager Charles Norwood asked Mr . Hoagland when this sub-committee would be making recommendations to the Commissioners Court. Mr . Hoagland said in approximately 30 days. City Manager Charles Norwood stated his appreciation for County taking an interest in trying to help and would like to see the county and city work together on these kind of projects . B - JAIL FACILITIES - Mr . Hoagland said he had a discussion with County Sheriff Terry Box about this project. State allows him to have 46 prisoners to one guard and the city jail only houses 26 prisoners. The Sheriff feels one guard for 26 prisoners is not utilizing his manpower . We will discuss it with him again. C. ROAD WORK UNDER THE 1983 COUNTY BOND ELECTION - Mr . Daughtery said the project for McCreary Road and Brown Street have had the engineers hired . The engineering on Brown Street is 45% complete and Brown can be completed with in six to ten months. After the right of way acquisitions have been acquired and the utilities have been moved , we should be able to start the road work in May, 1990 . There is no right of way work to be done on McCreary Road, need additional easements because of drainage , we already have good engineering plans . Construction could be completed by the time next year , if no problems come up. Mr . Hoagland said city needed to look at the possibility of getting a dedicated road right of way instead of an easement on a section of this road. Mr. Hoagland said the other thing is the railroad has told us what they want for this crossing , but is was based on 22 feet and we need 25 feet. Need to work on this as soon as possible. 471 D. - REGULAR MEETINGS WITH COUNTY - City Manager Charles Norwood wanted to know if the county and city could meet once a quarter and keep each entity informed of what was happening and where we were on these two road projects. Mr . Hoagland said that would be fine with him. The next meeting was set up for the third Tuesday in January, 1990 at 7 :00 P.M.
