04-20-1993 (City Council) Minutes 118 MINUTES OF THE WYLIE CITY COUNCIL - , WORKSESSION April 20, 1993 CALL TO ORDER Mayor John Akin called the meeting to order with the following 5 Councilmembers present: Jim Swartz, Reta Allen, Jay Davis, Steve Wright, Ortie Messenger, and Bud Naish. No Councilmembers were absent. FINANCIAL STATEMENTS/BUDGET STATUS 10 City Manager Steve Norwood explained that sales tax returns were up 21 percent but he had cautiously raised the sales revenue in the budget to eight percent. He noted that franchise fees were up and updated Council on revenues and expenditures in the general fund. Director of Finance Brady Snellgrove noted a debt service transfer of $94,000 to the utility fund and $15,000 moved as a part of the 15 James Johnson agreement. Norwood discussed infiltration problems partially caused by a deteriorating 15 inch water line on Alanis: a $175,000 to $200,000 line replacement. Norwood referred ,. to charts provided by NTMWD which indicated spikes caused probably by subdivision 20 sewage draining into storm drainage during heavy rain. He noted that if the Wylie grant request was approved, infiltration could be corrected and postpone the urgency for a plant expansion. Norwood also noted that the fleet replacement fund was under budget due to 25 the state contract under which city vehicles were purchased. (2) 40,000 Parks Flail Mower 4,200 119 Debt Service Fund Debt Transferred to U/F (94,910) Comb.Svcs U/F Debt Transferred from Debt Service Fund 94,910 +5 TOTALS $81,400 $147,410 (94,910) (1) The new ambulance contract costs $18,200 more than the previous agreement would have for FY92/93 50 (2) The Birmingham street project was carried over from last year, but was not included in FY92/93 budget DISCUSSION REGARDING RENEGOTIATION OF CONTRACT WITH BFI FOR GARBAGE COLLECTION AND CURBSIDE RECYCLING 55 Council reviewed the proposal submitted by BFI and discussed the number of regular garbage pickups, the number of curbside recycling pickups, whether to use bags or bins for recyclables, and the projected cost of the bags. 60 DISCUSSION REGARDING IMPACT FEES Norwood explained that enabling legislation was proposed to allow cities to choose not to assess an impact fee. Council discussed a possible 12 month freeze on impact fees in existing subdivisions only that were already platted prior to the --e5 adoption of the legislation. Norwood and City Attorney Steve Deiter agreed that the proposal was probably not workable in Wylie but a report would be given to Council at a later date if the legislation passed. SERVICE CENTER SITg 70 Norwood explained that NTMWD was proposing to transfer approximately four acres of property off Qoo Drop Lane for municipal use in exchange for the abandonment of right-of-way on Dog Drop and the realignment of Skyview in the City thoroughfare plan. Norwood suggested that the location might be a suitable service 75 center site and st4t9d that he would notify Council when NTMWD was prepared to put the request on an agenda. MANAGEMENT UPDATE 80 Norwood updated Council on various activities including mowing, police department response to Wylie I.S.D. trustee meetings, and upcoming events at the municipal complex.
