05-25-1993 (City Council) Minutes MINUTES CITY COUNCIL MEETING MAY 25, 1993 The City Council of the City of Wylie met in regular session on Tuesday, May 25, 1993 at 7:00 PM. in the Council Chambers of the Municipal Complex at 2000 SH 78 N. A quorum was present and notice had been posted in the time and manner required by law. Present were Mayor John Akin, and councilmembers Jim Swartz, Reta Allen, John Mondy, Steve Wright, Ortie Messenger and Bud Naish. The City staff was represented by Steve Norwood, City Manager, Brady Snellgrove, Director of Finance and Steve Deiter, City Attorney. The meeting was called to order by Mayor Akin. Mayor Akin asked George Fournier to give the invocation and the Pledge of Allegiance was led by John Mondy. CONSENT AGENDA: ITEM NO. 1 - Consider tabling the Linda Bair disannexation request until the next meeting. ITEM NO. 2 - Consider denial of the zone change request from multifamily to agricultural on a tract of land on FM1378. ITEM NO. 3 - Consider denial of payment to Jeske Construction due to contract non- compliance. ITEM NO. 4 - Consider approval of an ordinance adopting regulations regarding the parking of commercial and hazardous materials vehicles. Steve Norwood gave a brief update on the consent agenda items. (1) Ms. Bair's attorney and Steve Deiter, City Attorney have met recently and worked out some of the differences. Still recommending tabling at this time. (2) Asking to reject zone change request; however, petitioner is requesting that this item be pulled. The Council still needs to take some action. (3) Have not been able to make contact with Mr. Jeske regarding the reseeding and establishing of burmuda grass, staff still recommending denial of payment. (4) Asking one change in your motion, City Attorney had put in "within 500 ft of a residential area", that should be "1000 feet". Councilman Naish made the motion to approve the items on the consent agenda with the change in item 4 from "500 feet" to "1000 feet". Motion seconded by Councilman Messenger. Mayor read the Ordinance into the record. Vote as follows: Mayor Akin - yes; Councilman Swartz - yes; Councilwoman Allen - yes; Councilman Mondy - yes; Councilman Wright - yes; Councilman Messenger - yes and Councilman Naish - yes. Motion carried - all in favor. ITEM NO. 5 - Discuss and Consider Approval of an Upgrade to the Municipal Complex Telephone System. Mr. Norwood prefaced the discussion by noting that the present system presents frustrations in the area of customer service by the fact that there are no less than two contacts before an individual reaches the person they need or want to speak with. This new system uses a direct dialing system and will facilitate customer service calls and increase accountability for long distance usage. There should not be any budget impact with the new system. Motion was made by Councilman Mondy to approve the item as written. Seconded by Councilwoman Allen. Voting as follows: Mayor Akin - yes; Councilman Swartz - yes; Councilwoman Allen - yes; Councilman Mondy - yes; Councilman Wright - yes; Councilman Messenger - yes; Councilman Naish - abstain. Motion carried - 6 in favor. ITEM NO. 6- Discuss and Consider authorizing certain budget amendments. These items were discussed in a previous work session. One item reflects a jail injury from approximately two years ago. Motion was made by Councilman Messenger, seconded by Councilman Swartz. Vote as follows: Mayor Akin - yes; Councilman Swartz - yes; Councilwoman Allen - yes; Councilman Mondy -yes; Councilman Wright- yes; Councilman Messenger -yes; Councilman Naish - yes. Motion carried - all in favor. STAFF REPORTS: City Manager stated we are gathering rough estimates of the cost to the City of the tornado; best guess is approximately $20,000. CITIZEN PARTICIPATION: None. Mayor Akin expressed thanks to employees and citizens for cooperative effort during the tornado. Councilman Naish suggested some sort of plaque in the Old City Park, recognizing the efforts of the citizens in cleaning up the storm damage.
