11-08-1994 (City Council) Minutes MINUTES OF THE WYLIE CITY COUNCIL November 8, 1994 CALL TO ORDER Mayor Swartz called the meeting to order with the following members present: Reta Allen, Ortie Messenger, Steve Wright and Cleo Adams. Bobby Jennings was absent. John Mondy arrived later in the meeting. LIBRARY BOARD PRESENTATION TO CITY COUNCIL Ms. Jerri Smith, representing the Library Board, introduced the following children who presented Councilmembers with Rita & Truett Smith Library cards: Stacy Smith, Vince Knoll, Eboney Smith, Clara Knoll, Hillary Tauer Ally Tauer, Nicky Simonsen, Hanna Choate, Kylie French, and Parker Floyd. PRESENTATION TO THE FIRE DEPARTMENT Fire Chief Shan English accepted a mayoral award on behalf of the Wylie Fire Department for outstanding programs during Fire Prevention Month. EXECUTIVE SESSION Council adjourned into executive session at 7:20 p.m. under Section 551.071 Government Code. Upon returning to open meeting at 7:35 p.m. Moody made a motion to authorize City Manager to execute the agreement and sign all documents. Allen seconded the motion. The motion was voted on and passed unanimously. Following the vote, Council reconvened into regular session. CONSENT AGENDA Council considered approval of the Consent Agenda which consisted of the following: (a) Minutes of the October 25, 1994 Council Meeting (b) Cancellation of the Second Council Meetings in November and December Messenger made a motion to approve the Consent Agenda. Adams seconded the motion. The motion was voted on and passed unanimously. RESOLUTION NO.94-31 REGARDING TRI-CITY ANIMAL SHELTER AGREEMENT Norwood explained that Rowlett had voted to approve the Tri-City animal shelter agreement subject to the shelter being located within the City of Rowlett. Norwood stated that as this condition was unacceptable to Wylie and Sachse, the agreement was being considered for retraction. Allen made a motion to approve the resolution retracting the Tri-City animal shelter agreement. ORDINANCE NO. 94-51 AMENDING ANIMAL CONTROL PROVISIONS Norwood explained that current animal control provisions allowed an unrestrained animal in the front yard of a residence if it was under voice command. He stated that the proposed ordinance would require all animals unfenced to be restrained. Wright made a motion to approve the ordinance amending the animal control provisions of the Wylie Code of Ordinances. Mondy seconded the motion. The motion was voted on and passed unanimously. CITIZEN PARTICIPATION Beke Paschall, 510 W. Oak voiced a complaint about teenagers speeding through the alleys and streets, and vandalising property the Police Departments inability to prevent the problems. Mayor Swartz instructed Steve Norwood and Police Chief Dave Brungardt to meet with Ms. Paschall to discuss the issue. WORKSESSION Council adjourned into a worksession to discuss the ambulance contract. After a presentation by Darryl Quigly from Central Ambulance, Wright made a motion to authorize the City Manager to execute an amended contract to reflect the .._, original intent - two years with a one year option to extend and amending the optional year subsidy to $132,000. Adams seconded the motion. The motion was voted on with all in favor except Messenger who was opposed. APPOINTMENT TO DEVELOPMENT CORPORATION Upon motion by Adams and second by Allen, Bud Naish was appointed as a member of the Wylie Development Corporation Inc., with Allen, Adams, Mondy, and Swartz voting in favor and Messenger and Wright voting in opposition. APPOINTMENTS TO CITIZENS' BOND ADVISORY COMMITTEE Council agreed to add the following names to the membership list of the Citizens' Bond Advisory Committee: Rita Smith, Gerrell Clemons, and Carol Nelson. ADJOURNMENT As there was no further business to come before the Council for consideration, the meeting adjourned. AP OVED ATIE, T
