SPECIAL MEETING
April 18, 1995
CALL TO ORDER
Mayor Jim Swartz called the meeting to order with the following Councilmembers
present: Ortie Messenger, John Mondy, Cleo Adams, and Bobby Jennings. Steve Wright
and Reta Allen were absent.
PRELIMINARY PLAT AND FINAL PLAT FOR WYLIE HIGH SCHOOL ADDITION
Council considered approval of a preliminary and final plat for the Wylie High School
Addition, a 66 acre subdivision located in the vicinity of FM-544 at FM-1378. Greg
MacLean, consulting engineer with the Hogan Corporation, discussed the plats in terms of
compliance with the City of Wylie's subdivision regulations, design standards, utility
requirements and paving and drainage requirements. Dr. H. John Fuller, Superintendent
of Wylie I.S.D. and discussed the proposed parking of 600 spaces to accommodate 1000
students. He stated that parking would be expanded as needed to accommodate the
ultimate estimated capacity of 2400 students. As there were no further questions of
Council Mondy made a motion to approve the preliminary and final plats. Jennings
seconded the motion. The motion was voted on and passed unanimously.
APPOINTMENT OF ALTERNATE PRESIDING ELECTION JUDGE
As the formerly appointed alternate election judge at the Methodist Church was
unable to serve, Jennings made a motion to appoint Ruthie Wright. Adams seconded the
motion. The motion was voted on and passed unanimously.
WORKSESSION
City Manager Steve Norwood discussed in worksession the mid-year budget review
with Council, submitted a draft of a sidewalk policy, discussed the future naming of SH-78
in Wylie and noted that the City of Wylie had received an upgraded bond rating of BAA-1
from Moody.
Impact Fees For Wylie High School Addition
Norwood then discussed the enforcement of the City of Wylie's impact fee
requirements as it related to the new Wylie High School Addition. He proposed that the
impact fee ordinance be applied only to the 28 acres proposed for immediate construction
which would result in an estimated $35,000 in impact fees at the industrial rate and
approximately $30,000 at the commercial rate. He noted that if the fees were charged for
the entire 66 acre tract, the Wylie I.S.D. would pay approximately $80,000. He explained
that the fees could be calculated at the commercial or the industrial rate based on the

anticipated impact to the City's infrastructure but noted that the $80,000 calculation was
excessive. He proposed that the City not waive the fees but consider an alternative that
was more reflective of the intent of the policy.
Council discussed these calculations and considered waiving all or a portion of the
impact fees based on the development being a public use, non-taxable, local government
facility. They discussed whether the development should be calculated at commercial,
industrial, or the park/open space rate and suggestions were made regarding the number
of acres to which the fees should be applied. Council proposed to calculate the impact fees
on the 66 acre tract as follows:
(1) 15 Acres - Estimated Actual Area on Which Buildings would be Located to be
calculated at the Commercial rates for water & sewer:
$0.75 x $600 x 15 Acres = $6,750 (Water)
$1.21 x $500 x 15 Acres = $9,075 (Sewer)
(2) 51 Acres- Remaining Acreage to be developed as recreational facilities and stadium
to be calculated at the Parks & Open Space rates for water and not charged impact
fees for sewer:
$0.40 x $600 x 51 Acres = $12,240 (Water)
TOTAL $28,065
Availability of Building for Purchase as Senior Center/Community Room
Council discussed the availability of the old Federal Post Office building downtown
and considered placing it on a future agenda for possible purchase for use as a community
center/senior citizen center. They considered the estimated cost of the building as opposed
to the cost of purchasing land and constructing a new building and urged the City Manager
to make an effort to acquire the building. Norwood explained that 4B sales tax funds could
be used and agreed to follow up on the purchase for a future agenda.
